Inmate Management System (IMS) from VBIS provides a comprehensive solution for efficient prison management. Modular and scalable, IMS lends itself to easy customization and is designed to streamline the processes across prison facilities. IMSβ rich functionality and ease of use is reinforced with a raft of time-saving automation features designed to drive out operational inefficiencies.
IMS covers the entire gamut of prison management functions, be it admission management, accounts, security, recording inmate visitations, tracking inmate movement, or providing the tools needed to create jail-related events.
IMS Modules
1. Record Management Module
The Record Management Modules automates prison administration functions such as Admissions, Accounts, Warrants & Charges, Relatives & Acquaintances, Attendance & Employment details, Purchase Requests & Approvals, etc. From an inmate's original registration to his eventual release, the prison management officials are provided with relevant and essential inmate activity documentation, including statutory reporting information and location tracking.
The module serves as a repository of all inmate activities and documents the intake or re-entry of an inmate into the system and maintains a central criminal history of all inmates, including detailed demographics. In addition, it records the legal orders authorizing inmate custody, and maintains the custody status of each inmate.
a. Admission: The Admission module enables matching of inmates using AFIS (Automatic Fingerprint Identification System) to eliminate the possibility of the same inmate registered in the prison records under a different name. This module also helps compute the sentence duration taking into consideration Concurrent/Consecutive sentences, Remissions, etc.
It also schedules and manages inmate visitation and tracks inmates who have relatives or acquaintances in the prison or are listed in the prison records.
b. Accounts: The Accounts module creates and maintains the cash accounts of the inmates. A wide range of payments and fees can be prioritized, automatically calculated and deducted. Funds availability can be verified immediately.
The module also captures the inmateβs employment history and records his attendance through the term of his imprisonment. Additionally, it tracks all items of inmate property held by the prison/issued to the inmate and maintains a record of all the transactions. It also computes the amount payable to the inmate at the time of his release.
c. Inmate Events: Allows the prison management to track inmate-specific events including maintaining a log of inmate visitations, monitor inmate movement, manage inmate programs and their results. It also facilitates the transportation of inmates between jails or facilities for events such as court appearances and medical treatments, helping simplify the scheduling of inmate movements, and reduce staff burden. It also tracks work release involvement, work locations, contacts and in/out movements.

2. Rehabilitation Module
The Rehabilitation Module addresses the entire rehabilitation process through the detention period and eventual release of the prisoner. It has its core a cyclic process comprising Rehabilitation Classification, an assessment technique called LSI-R (Level of Service Inventory-Revised) and Rehabilitation Review.
a. Rehabilitation Classification: This system identifies and assists in the enrolment of inmates for specific rehabilitation programs, monitors their progress and tracks the results of their counseling sessions.
b. Level of Service Inventory-Revised: LSI-R is a unique assessment technique that helps understand inmatesβ propensity for criminal acts and generates questionnaires that the prison authorities can use to profile and record security, treatment, personal and behavioral changes.
c. Rehabilitation Review: This process aids in evaluating the performance at regular intervals by conducting exams and monthly assessments. Based on the performance review, new rehabilitation programs are suggested. The rationale is to improve the performance of the inmate(s) and equip them with skills in an attempt to reduce the possibility of recidivism (repeating an undesirable behavior).
3. Security Module
One of the most compelling issues confronting the prison authorities is that of security β for staff, inmates and the public. The Security module features robust tools to ensure security from intake and housing to managing and tracking the movement of the inmates.
a. Incident Reporting: All incidents happening within the prison can be tracked and reported using this module. The Investigating Officer can enter the key findings and identify the culprit responsible for the incident. It also captures the Investigating Officerβs daily procedures in the Incident Diary.
b. Adjudication: Based on the findings of the Investigating Officer, offenders are adjudicated and charge sheets issued.
c. Access: Using this module, the prison authorities can schedule medical appointments of inmates, their transport to the hospital or process requests for temporary transfer/lock-up or court visits.
d. Security: As part of stringent security measures to ensure there is no breach, a host of journals need to be maintained. These include the Block Journal, Gate Journal, Duty Officer Journal, etc. Additionally, Block Level Musters, Institutional Musters, Workshop, Security Muster and Notice Board Musters are constantly updated to gather Intelligence reports.
e. Automatic Fingerprint Identification System (AFIS)
AFIS eliminates duplicate record creation and promotes security through the positive identification and verification of inmates at the time of intake, time of release and during specific movements.
The system enhances the accuracy of search results and assists in 1:1 and 1:n matching with a matching time of over 5000 records per second. The scanner complies with FBIβs IAFIS Appendix F specification and supports a wide variety of scanners.
