• Jordan, Egypt, Algeria and Libya have each recorded significant drops in their rankings, over the 
previous year, while Qatar, Saudi Arabia, Tunisia, Oman and Kuwait have shown improvements in their 
performances. 
• Most of the nations that have shown improvements in their performances are oil producing nations, 
while the non-oil producing Arab nations have shown weaker competitiveness levels.
Doing Business Rankings, per Indicator, 2005-2011 
• The Doing Business Report, 2010/2011 measures the impediments and facilitators of businesses, in a 
nation. This produces a time series of such factors as the guarantee of property rights, and the 
intrusiveness of business regulations, over a time series. 
• The ten factors analyzed in the Doing Business Report are detailed in the table below.

• The World Competitiveness Yearbook assesses the capacity of nations in terms of 
developing and upholding an environment that is conducive to free enterprise, in 59 
nations. 
• The Yearbook measures economic growth, infrastructure levels, enterprise efficiency, 
and public sector performance, over 331 sub-issues. Jordan’s rank has dropped from 
37th place in 2007, to 53rd place in 2011.

Total workers’ remittances receipts decreased in the first seven months of 2011 by 
4.8% compared to the same period in 2010 to reach JD 1,425.4 million.

Economic Developments – Foreign Aid 
• Comparing Jan-July 2010 to Jan-July 
2011, it is clear that the value of 
foreign grants in Jordan has nearly 
quadrupled (or 392%), amounting to 
JD 1.028 billion at the end of the 
period. 
• Saudi Arabia granted Jordan some 
$1.45 bn to help reduce its budget 
deficit. 
• In addition, Jordan and the US signed 
five grant agreements worth $359.3 
million. Note that the table to the left 
excludes this aid. Making the grants 
total US$1.81 bn.

The impact of the Saudi grant can be clearly seen in the table above. The deficit, 
excluding grants, stood at JD1050 million at the end of July 2011, while that 
including grants reached a surplus of JD 87.1 million for the same period. 
Current Account Deficit: The current account deficit now stands at JD -1151.4 
million for the first two quarters of 2011. This is an increase of 52.3% or JD 602.1 
million over that of the same period of last year.

• Compared to July 2010, Jordan’s trade deficit rose 15.4% to reach nearly JD 562.6 
million in July 2011. 
• The value of imports amounted to JD 1.030 m compared to JD 897.1 m or an increase 
of 13% for the same period. 
• Meanwhile, the value of exports reached JD 467.8 m compared to JD 409.8 m, an 
increase of 12.4%.

• Between Q4 2010 and Q3 2011, the unemployment rate rose by 1.3% 
• Unemployment in Jordan fluctuated between the first quarter of 2010 and 
the third quarter of 2011, recording a low of 11.8% in the Q4 2010 and a 
high of 13.5% in Q3 2010.
Economic Developments – Tourism 
• The number of visitors to the Kingdom dropped by 13% in the first nine months of the year 
compared to the same period in 2010, according to official statistics from the Ministry of 
Tourism & Antiquities. 
• According to the Ministry of Tourism’s monthly report, 5,097,368 tourists visited the 
country between January and September 2011, while the figure stood at 5,878,373 in the 
same period last year. 
• The report also showed a 31% drop in the number of Jordanian expatriates who visited the 
country in the same period. Approximately 662,625 Jordanian expatriates visited the 
Kingdom in the first nine months of the year, compared to 965,227 in the same period of 
2010. 
• The report attributed the drop in the total number of visitors and the number of Jordanian 
expatriates to the current unrest in the region. 
• The number of tourists from the Gulf states, however, rose by 28% in the period to 
958,635 tourists, compared to 751,385 in the first nine months of 2010, according to the 
report.

Economic Developments – Foreign Aid • Comparing Jan-July 2010 to Jan-July 2011, it is clear that the value of foreign grants in Jordan has nearly quadrupled (or 392%), amounting to JD 1.028 billion at the end of the period. • Saudi Arabia granted Jordan some $1.45 bn to help reduce its budget deficit. • In addition, Jordan and the US signed five grant agreements worth $359.3 million. Note that the table to the left excludes this aid. Making the grants total US$1.81 bn. The deficit, excluding grants, stood at JD1050 million at the end of July 2011, while that including grants reached a surplus of JD 87.1 million for the same period. Current Account Deficit: The current account deficit now stands at JD -1151.4 million for the first two quarters of 2011. This is an increase of 52.3% or JD 602.1 million over that of the same period of last year.

Economic Developments – Trade Deficit Source: Research Department “Monthly Statistical Bulletin” Central Bank of Jordan, April 2011 • Compared to July 2010, Jordan’s trade deficit rose 15.4% to reach nearly JD 562.6 million in July 2011. • The value of imports amounted to JD 1.030 m compared to JD 897.1 m or an increase of 13% for the same period. • Meanwhile, the value of exports reached JD 467.8 m compared to JD 409.8 m, an increase of 12.4%.

  • 21. Economic Developments – Tourism • The number of visitors to the Kingdom dropped by 13% in the first nine months of the year compared to the same period in 2010, according to official statistics from the Ministry of Tourism & Antiquities. • According to the Ministry of Tourism’s monthly report, 5,097,368 tourists visited the country between January and September 2011, while the figure stood at 5,878,373 in the same period last year. • The report also showed a 31% drop in the number of Jordanian expatriates who visited the country in the same period. Approximately 662,625 Jordanian expatriates visited the Kingdom in the first nine months of the year, compared to 965,227 in the same period of 2010. • The report attributed the drop in the total number of visitors and the number of Jordanian expatriates to the current unrest in the region. • The number of tourists from the Gulf states, however, rose by 28% in the period to 958,635 tourists, compared to 751,385 in the first nine months of 2010, according to the report.
  • 22. Timeline of Protests and Government Actions 14/01/2011 Protests led by trade unionist and leftist parties took place calling for the removal of Samir Rifai government due to their inability to rein in prices and poverty. Government Action Event 21/1/2011 Despite Rifai’s efforts to alleviate Jordan’s economic misery, 5,000 people protested in Amman and other cities. 25/02/2011 The protests reached a peak of around 10 thousand people at Al- Husaini mosque demanding political and economical reform. Local police separated anti-government protesters and pro-regime 25/03/2011 Clashes occurred between pro-government supporters and more than 2,000 protesters at Gamal Abdel Nasser Circle. On the same day, 35 thousand gathered in Al- Hussein Gardens west of Amman to express loyalty and allegiance to the King. 15/04/2011 2,000 protesters demanded greater political representation, with half of them demonstrating in Amman. Also, a crowd of a few hundred Islamists clashed with the gendarmerie in Zarqa. 07/10/2011 After a lull in August and September, former prime minister Ahmed Obeidat led over 2,000 people in a march in Amman to push their demand for the downfall of Al- Bakhit’s government saying it had failed to deal with corruption and adopt political reform. Jan Oct 18/01/2011 Samir Rifai government reversed a rise in fuel price. 26/01/2011 King speech promises political and economic reform and Constitution amendments. 01/02/2011 King Abdullah II dismissed Rifai’s government and ordered Marouf Al- Bakhit to form the new cabinet, pledging enhanced freedoms, economic reform and political reforms. Also, a $500m package of price cuts in fuel and essential goods, was announced, along with salary increases for civil servants and the military. supporters. 15/03/2011 The King appointed a 53-member committee with government officials and opposition leaders to draft new laws for parliamentary elections and political parties, setting a three-month deadline. However, the Muslim Brotherhood refused to participate until the dissolution of parliament with a new prime minister elected from a parliamentary majority. 28/03/2011 Following the clashes, King Abdullah II called for national unity, stating that economic and political reforms were on their way. The Parliament rejected calls to reduce the king's power. And the government decided to ban its supporters from demonstrating in the capital, while the opposition was allowed to demonstrate in specially designated areas in Amman. Government appoints a new committee to engage in national dialogue. 12/06/2011 Commemorating 12 years on the throne, the King said he will relinquish his right to appoint prime ministers and cabinets, instead leaving it to the elected parliamentary majority to form future cabinets. He also said that more reforms would be announced in the future, including new election and political party laws.
