2. NATIONAL POLICY ON
EDUCATION
It is a policy formulated by the Government of
India to promote education amongst Indians.
The policy covers elementary education to
college in both rural and urban area
3. REHABILITATION COUNCIL OF
INDIA
It was enacted by the parliament on September
1992. And it became a statutory body on 22 June
1993. The act was amended in 2000 to make it
broad. The functions of RCI include:
Regulate and monitor services to PwD
Promote research in rehabilitation and special
education
Maintenance of a central rehabilitation register of
all qualified professionals and personnels working
in the field of rehabilitation and special education
The act also prescribes punitive action against
unqualified persons delivering services to PwD
4. PERSONS WITH DISABILITES ACT-
1995
I t is an act that aims at providing equal
opportunities , protection of rights and full
participation of. The act covers 7 disabilities
namely,
Blindness
Low vision
Hearing impaired
Locomotor impaired
Mental retardation
Leprosy
Mental illness
5. The act says that the government and authorities
should ensure that,
Every child with a disability has access to free
education in an appropriate environment till he or she
attains the age of 18 years.
Endeavour to promote the integration of students with
disabilities in the normal schools
Promote setting up of special schools in government
and private sector in such a manner that children with
disabilities living in any part of the country has access
to education
Endeavour to equip special schools for children with
disabilities with vocational training facilities
6. NATIONAL TRUST ACT 1999
It is for the welfare of persons with autism, cerebral
palsy, mental retardation and multiple disability.
It is to protect those within the disabled category
but marginalized further. Though it does not
directly deal with education of children with
special needs one of its thrust areas is to promote
programmes, which foster inclusion, and
independence by creating barrier free
environment, developing functional skills of the
disabled and promoting self help groups.
7. RIGHT TO EDUCATION ACT
2009
86th amendment was made on 2002. It introduced
an article 21 A making the right to education of
children from 6 to 14 years of age a fundamental
right. It was passed by the parliament on 26th
August 2009 and came into effect on April 1st,
2010.
The act puts the responsibility of ensuring
enrolment, attendance and completion on the
government
It safeguards the educational rights of
disadvantaged and weaker section , children with
disabilities also benefits of the act
