R.B. 'SKEET' ROLLING is Chief Operating Officer for ITC Financial Licenses‚ Inc. (ITCFL)‚ and is responsible
for day-to-day operations of ITCFL. ITCFL is a Money Services Business through which financial services
products are offered for Interactive Communications International‚ Inc (InComm) and its affiliates. Skeet
manages the licensing‚ compliance‚ risk management and fraud prevention efforts for both ITCFL and
InComm. He also has oversight for back end operations to include funding‚ chargebacks and exception
monitoring. He is considered an industry expert in risk management and identity theft and has spoken
frequently at industry conferences. With over 25 years of experience in the card industry‚ Skeet's
experience includes leading the fraud and compliance initiatives for TSYS. His team was the first in the
world to create a fully-blended fraud control system. With responsibility for development and delivery
of all fraud products world-wide‚ Skeet's team supported over 180 card issuers from financial and retail
organizations representing in excess of 270 million accounts. A graduate of Troy State University with an
M. S. in Police Administration‚ Skeet also completed the Graduate School of Banking at L. S. U. and the
ABA National School of Bankcard Management at the University of Oklahoma. He has also served on
numerous industry boards and focus groups.
