2. The Council of public safety should consolidate by means of an
agreement between all the schools of professionals and
technicians, universities, societies, civil, ecclesiastical, business
NGOs, police and military, etc.

different ministries and institutions, so as to obtain a Socio-
Economic Quality Control; "independent and competitive".

3. Medical schools and schools of medical monitor to the Ministry
