2. OVERALL OBJECTIVES
Over the past five years, the Commission has strengthened the credibility of enlargement
policy and enhanced its transformative power by ensuring a stronger focus on addressing
fundamental reforms early in the enlargement process. The Commission has put particular
emphasis on the three pillars of rule of law, economic governance and public administration
reform. These three pillars are interlinked and progress in these areas will be key to
determining when countries will be fully ready to join the EU.
The EU’s enlargement policy contributes to mutual benefits of peace, security and prosperity
in Europe. It reinforces the EU’s political and economic strength and has a powerful
transformative effect on the countries concerned. A well prepared accession process ensures
enlargement is not at the expense of the effectiveness of the Union.
The current enlargement agenda covers the Western Balkans (Albania, Bosnia and
Herzegovina, Kosovo*
, Montenegro, North Macedonia, Serbia) and Turkey.
The accession process is rigorous, built on strict but fair conditionality, established criteria
and the principle of own merit. This is crucial for the credibility of enlargement policy, for
providing incentives to enlargement countries to pursue far-reaching reforms and for ensuring
the support of EU citizens.
According to a recent Eurobarometer survey, a relative majority of EU citizens (49%) are
sceptical towards further enlargement of the EU in the coming years1
. The public expects to
see tangible evidence of the effectiveness of EU enlargement and its transformational power
for the countries concerned, as well as the added value for the EU as a whole. Member States,
together with the EU institutions, should continue efforts to lead an informed debate on the
impact of enlargement policy.
Against this background, the overall objective of this work programme, which follows the
lessons learnt of the previous work programmes, is to provide EU stakeholder audiences with
information about the enlargement process and the countries involved, to stimulate an
informed debate on the political, economic and social impact of the enlargement policy, and
to address any concerns the citizens may have.
To the extent possible, activities will use tools and channels that have proven particularly
successful, including activities organised in partnership with relevant organisations from EU
Member States and/or countries in the enlargement process. They will take into account the
results of external evaluations of previous information and communication activities towards
Member States in the area of EU enlargement.
The main target audiences will be stakeholders and opinion multipliers such as journalists,
business organisations, civil society representatives, academia and think tanks, as well as
youth representatives.

3. IMPLEMENTATION
3.1. Description of the Actions
Action 1: Information and communication actions in support of Enlargement Negotiations
(EUR 1,500,000)
Objective:
The activities covered by this action aim to increase knowledge and understanding of the
enlargement process, including the countries involved, among stakeholder audiences in the
EU Member States, to inform and communicate on policy related developments, to inform
about the use and objectives of the EU pre-accession funds, and to provide support to strategy
(e.g. through the preparation of seminars, studies, surveys, polls and evaluations).
Activities will, as far as possible, be linked to significant developments or landmarks that can
act as "communication hooks" on which to link the narrative about enlargement. Activities
will also contribute to the corporate communication of the Commission. In order to ensure
coherence, the objectives and narrative of enlargement communication activities will be
aligned with the ten political priorities of the Commission as defined in the Political
Guidelines, in particular with policy area 9 "A Stronger Global Actor".
Should DG NEAR contribute to corporate communication in 2016, part of the budget
reserved for Action 1 will be used for such purpose.
Main activities and main results expected:
The project will be implemented through the following types of activities that take into
account lessons learnt and results of evaluations of past enlargement communication
activities:
• Stakeholder engagement and multiplier activities (e.g. establishment of partnerships
with relevant organisations in EU Member States and/or countries in the enlargement
process to inform and communicate about enlargement policy to EU citizens);
• Events (e.g. conferences, seminars, synergies with relevant existing events);
• Media relations (e.g. seminars and study visits for journalists);
• Online communication and graphic design;
• Production and dissemination of information and communication material (in
particular for online and social media use and for events);
• Quantitative and/or qualitative research tools, such as external studies, needs
assessments (in cooperation with Commission Representations and EU Delegations
and networks), opinion polls, media monitoring and analysis.
The activities are expected to stimulate an informed debate amongst key stakeholders and
opinion multipliers, facilitate access to information about enlargement negotiations and the
countries in the process, and further encourage the use of and increase the number of
followers of DG NEAR's website, and social media accounts. Quantitative and qualitative
research tools aim to provide support for the development of future communication strategies
and policy developments, thereby helping to further improve the relevance, impact and reach

of activities.
The effectiveness of implemented activities and the achievement of objectives will be
measured through quantitative (e.g. website statistics, social media reach, number of events
and participants, number of media reports following journalist activities) and qualitative data
(e.g. feedback from stakeholders, analysis of media coverage). Key performance indicators
will be defined for each activity at contracting stage. These will be based on the results of the
ongoing exercise, within the Commission, to develop indicators and benchmarks for EC
communication actions, as well as on the past experience in implementing information and
communication actions in the area of EU enlargement.
Implementation arrangements for the action :
This programme shall be implemented by direct management by the Commission in
accordance with Article 58(1)(a) of the Financial Regulation and the corresponding
provisions of its Rules of Application. Procurement procedures shall follow the provisions of
Part One, Title V of the Financial Regulation and Part One, Title V of its Rules of
Application.
Procurement:
• the global budgetary envelope reserved for procurement: EUR 1,500,000 (one and a
half million)
• the indicative number and type of contract award procedures:
Specific service contracts under Framework Contracts of other DGs (indicatively but
not exclusively Directorate-General for Communication (COMM), Directorate-
General for Interpretation (SCIC), Directorate-General for Informatics (DIGIT),
Publications Office of the European Union (OPOCE), Office for Infrastructures and
Logistics in Brussels (OIB), Directorate-General for International Cooperation and
Development (DEVCO) and/or under DG NEAR's Framework Service Contract(s).
Following the adoption of this work programme, DG NEAR foresees to launch a Call
for Tenders for a new Framework Contract for the implementation of communication
services in the period of 2016-2020.
The indicative number of specific service contracts envisaged under this programme is
seven.
Limited ad-hoc communication needs may be implemented using low-value service
and/or supply contracts, for actions aiming at increasing knowledge and support
amongst key stakeholders and multipliers as well as in the area of support to strategy.
The indicative number of low-value service contracts to be launched under this
programme during 2016 is two.

Action 2: Translation of Information and Communication Materials (EUR 270,000)
Objective: The activities covered by this action aim to make enlargement-related information
and communication materials available in official languages of the European Union and,
where relevant, in official languages of the countries in the enlargement process.
Main activities and main results expected: Translation of the information and
communication materials into the official languages of the European Union and, where
relevant, into the official languages of the countries in the enlargement process (e.g. in case
of competitions open to participants from both the EU Member States and the enlargement
region). For this purpose, it is foreseen to sign a cross sub-delegation agreement between
Directorate-General for Neighbourhood and Enlargement Negotiations (NEAR) and
Directorate-General for Translation (DGT).
The activities are expected to improve accessibility to information about enlargement
negotiations and the countries in the process.
Implementation arrangements for the action : Direct management by the Commission
(DGT Units S.2. External Translation and R.2. Budget and Finance).
Procurement:

4. EVALUATION AND MONITORING
The Commission may undertake any actions it deems necessary to monitor the
programmes concerned. The programme shall be subject to ex ante evaluations, as
well as interim and/or, ex post evaluations in accordance with Article 30(4) of the
Financial Regulation, with the aim of improving the quality, effectiveness and
consistency of the resources spent and the strategy and implementation of the
programme. The results of ex ante and interim evaluation shall be taken into account
in the programming and implementation cycle. The Commission may also carry out
strategic evaluations.
5. AUDIT, FINANCIAL CONTROL AND ANTI-FRAUD MEASURES
The accounts and operations of all parties involved in the implementation of this
programme, as well as all contracts and agreements implementing this programme,
are subject to, on the one hand, the supervision and financial control by the
Commission (including the European Anti-Fraud Office), which may carry out
checks at its discretion, either by itself or through an outside auditor and, on the other
hand, audits by the European Court of Auditors. This includes measures such as ex-
ante verification of tendering and contracting carried out by the relevant Delegation
of the European Union.
In order to ensure the efficient protection of the financial interests of the European
Union, the Commission (including the European Anti-Fraud Office) may conduct on-
the-spot checks and inspections in accordance with the procedures foreseen in
Council Regulation (EC, Euratom) 2185/962
.
The controls and audits described above are applicable to all contractors and
subcontractors who have received EU funds.
