This is to inform you that my neighbour contacted me about the noise issue. He says that it happens when I am walking around in my apartment. However, the noise is caused by poorly installed floors. He and I had texted; where he explained that the noise is made when I am walking. My neighbour did not want to involve the police but Shawna asked him to do so. I am concerned because Shawna asked him to call the police to come to my apartment to get a report, which she can use it to threaten me. I have tried my best to live safely and comfortably in my apartment but I am not.
I kindly request you to intervene in the matter since I do not want it to escalate to the other organizations. I hope the matter can be solved without involving the police or my government. Should the noise persist, I would request that he is moved as he wish to another building without any cost since I am not in a position to move out of my apartment now. This is a con of living on the first floor, or having someone living above you. While we understand that when floors are hard (or vinyl, or allure like they are), it can be heard more prominently than if the flooring is carpeted instead. However, after research, people prefer the hard flooring throughout, instead of carpeting.
Shawna did ask him to call the police, because she tried to explain to him that there is nothing that we can do, and we cannot stop you from walking in your apartment home. You are entitled to live in your apartment home, and walk freely, as long as it is not more than that (ie: loud music, banging, etc.) after quiet hours.
We have offered him to transfer, but as I stated to you previously, he is not willing to do that. We are not going to transfer him and pay for his move, as this is a normal apartment living issue.
The reason Shawna requested him to call the police is not so it can be held above your head, but instead so it could be proven that this is not a noise violation, and is in fact, just normal apartment living. I believe your downstairs neighbor hearing it from a 3rd party like the police, might help him to understand that there is nothing that can be done further about this issue, except for him to move.
