Think small first
Increase access for SMEs to international markets
A harmonized data protection regime in Europe
A trusted and secure online environment
OUR VIEW ON THE
DIGITAL AGENDA
An open Internet for a level-playing field for all innovators
A well-functioning single market constitutes a huge opportunity for SMEs operating across EU
Member States. “Think small first” principle helps to provide a safety net for growing SMEs and
increase their chances of reaching the critical size to compete successfully with larger
companies.
Current EU negotiations on trade agreements with third countries should level the playing field
in international trade, allowing EU businesses to compete internationally, either directly or
indirectly as part of global value chains.
A single data protection law regime will enable SMEs from all sectors, from local retailers to
software developers, to provide the most sought after services on the market, which are based
on the free flow of data. The future framework should consecrate the “one stop shop”
mechanism, to reduce costs and red tape for SMEs operating cross-borders.
Security is a core business product for online service providers. Without investing a bulk of their
resources in security, no business or individual consumer would put their trust in their services.
To maintain a balanced framework, service providers’ obligations (i.e. incident reporting,
auditing) should be set in a proportionate way, according to the types of services they provide,
without increasing exaggeratedly costs and administrative burden.
The open Internet provides today the bread and butter of competitive startups and SMEs. Any
future regulation concerning net neutrality should ensure that European businesses can,
without any discrimination, sell products online, and offer competitive services based on new
technologies like the Internet of Things or Big Data.
