The prolonged rout in oil has left Saudi Arabia's long-standing
peg of its currency to the dollar at its most vulnerable point in
more than a decade.
For almost 30 years, the kingdom has held the riyal at a fixed
exchange rate and that has brought stability to government
finances. Ninety percent of the government's revenue comes
from oil, which is priced in dollars.
But fewer dollars are coming in now, straining a budget that is
committed to generous subsidies and public-sector wages.
Abandoning the peg would make those dollars stretch further
when converted to a local riyal, because without the peg, the
riyal would weaken.
What's more, to hold the peg, Saudi Arabia spends billions of
its dollars buying riyals in foreign-exchange markets.
With oil trading around $36 a barrel, some investors and Saudi
Arabian businesses believe the government will succumb to the
pressure and let the peg go--something long regarded as
unthinkable. That is a minority view, but one that is growing in
popularity.
This week, the number of riyals that forward contracts can buy
for a dollar in a year's time surged to a 16-year high.
"We have a new economic reality in the Gulf region, with oil
prices so much lower," said Michael Cirami, a portfolio
manager at Eaton Vance. "That requires an adjustment."
Mr. Cirami isn't betting on a weaker riyal, but he thinks Riyadh
could shift its policy in the next few years.
The debate over the Saudi peg underscores how the oil-price
rout has upended conventional wisdom in economies linked to
crude. OPEC's supremacy, for instance, has been eroded and
rich oil states have fallen into budget deficits.
The riyal is fixed at roughly 3.75 to the dollar, and one-year
forward contracts were buying the greenback for 3.822 on
Tuesday, close to the high of 3.8235 hit on Monday. The moves
reflect both speculators betting on a weaker riyal and some
local businesses hurrying to lock in better rates, analysts say.
The price of oil has fallen by more than half since the middle of
2014, forcing the kingdom to run a record deficit of nearly 367
billion riyals ($98 billion) last year. Last week the government
laid out billions of riyals in budget cuts.
Meantime, Saudi Arabia and Iran have intensified their
diplomatic spat over the kingdom's execution of a dissident
cleric. That clash could push Saudi Arabia's defense costs up
while it is already fighting an expensive war in Yemen and
supporting allies in conflicts elsewhere, analysts say.
To prop up its currency, the kingdom is buying the riyal with
the dollar reserves accrued during years of high oil prices,
analysts say. Those reserves fell to $635.2 billion at the end of
November, down 15% from a peak of $746 billion in August
last year, according to the latest central bank data.
It is impossible to say how far the riyal would fall were the peg
to be removed, but a decline likely would be far greater than the
2% devaluation implied by the forward rates.
Many economists said the Saudi government will keep spending
dollars to avoid devaluation, which would come with
uncomfortable long-term consequences. Households and
businesses have debt in foreign currencies, and payments costs
would rise if the local currency falls. Consumers also would
have to pay more for imports, from cars to luxury goods.
That could be a tough path for the government, local analysts
said. Saudis already are angered by cuts to subsidies in the state
budget.
"Speculation over a devaluation of the Saudi riyal has mounted
in the past few days, but we think such a move is likely to be
used as a last resort," said Jason Tuvey, Middle East economist
at Capital Economics. "In light of the potential political
ramifications, this is something that the authorities will be
extremely keen to avoid."
During last week's budget announcement, Saudi officials gave
no indication that they were considering a change to the peg.
But some analysts are reluctant to take the dismissals at face
value. Officials at the Swiss National Bank, for instance,
publicly backed the franc's link to the euro mere days before the
bank stunned markets by abandoning it a year ago.
In recent months, two oil-rich nations also have abandoned their
dollar pegs.
Azerbaijan scrapped its peg to the greenback in December and
its currency quickly lost half its value. Kazakhstan, another
economy dependent on natural resources, let its currency float
freely in August and saw it lose more than a quarter of its value
in one day.
China has also moved to devalue the yuan since the summer as
it grapples with slowing economic growth.
"The last year has shown us that when economic fundamentals
change, pegs break," said Peter Kinsella, an emerging-market
strategist at Commerzbank in London.

Section 1- Proposal and Introduction
Mayo clinic is among the largest and oldest non-profit health
care organizations in the United States. The clinic started as a
temporary medical center run by Dr. William with the help of
his two sons, Charles H. Mayo, and William J. in 1983 as a
response to the Tornado that struck Rochester in that year
(Olsen, 2014). Currently, the organization is a huge
organization that as four hospitals and three clinics in three
states. The company employs more than 40,000 workers who
include physicians, nurses, scientists and other health workers.
Mayo Clinic also owns the Mayo Clinic Health System. The
system consists of about 70 clinics and hospitals in lowa,
Wisconsin, and Minnesota. Mayo Clinic also owns various
medicine colleges which include Mayo Medical School, the
Mayo School of Health Sciences and Mayo Graduate school of
Medical Education. Along with these establishments, Mayo
Clinic treats millions of people at its premises from over 150
countries across the world every year.
I selected this organization due to its commitment to the interest
of the well-being of their patients. This guiding principle of the
organization was articulated by Dr. William (Olsen, 2014). The
Clinics mission, as stated on its website is to inspire and
contribute hope, health and well-being to its patients by
providing quality care to all its patients through clinical
research, education and practice (Mayo Clinic, 2015). Its
primary value is to ensure the patient’s needs come first. This
indicates that the clinic is focused to its patients. Another
reason I selected this organization is the fact that it has been
able to portray a true brand of quality healthcare in the United
States. The company has always focused on providing the best
quality of healthcare since it was started. Mayo Clinic believes
in team work and it employs a group-oriented approach that has
made it successful. The focus on quality makes this
organization stand out from other organizations in the
healthcare industry
Mayo clinic needs to focus on quality improvement and control
techniques to enable it achieve its commitment towards quality
healthcare to its patients (Noseworthy, 2014). The company can
implement various quality improvement techniques such as the
Six Sigma or Lean operations to achieve this. These are
common approaches being incorporated in United States
Healthcare sector. Mayo clinic should start by defining their
client needs and come up with new strategies that will enable
them to achieve their vision while maintaining their values to
rebrand the whole organization. The management is, however,
likely to face some resistance when it attempts to change some
of its historic practices to bring new practices as an attempt to
improve quality, patient access and cost reduction (Swensen,
2012). The world is rapidly changing, and Mayo needs to keep
up with the quest towards change and advancement. The
company needs to implement the quality improvement and
control techniques in its operations to continue offering
exceptional decorum and expertise in their services.

Just like several other health care facilities today, the facility
the physical setting mainly revolved around the healing aspect
of the patients as well as the provision of comfort for the
families of the patients. The healthcare sector has evolved
enormously due to constructs formed by health policy makers
concerning patient care and promotion of holistic treatments in
the health facility. Numerous benefits emerge from the
substantial advantages of the design of the health care facility.
The benefits most importantly, improve the health of the
patient, and increase the effectiveness of the staff and also their
morale.

company had the foresight to see the importance of the

It enabled each employee to identify their roles and

patient can also refuse treatment to the extremes allowed by the
law and must be informed comprehensively on the medical

Modern and the latest advancements in technology cannot
substitute the significant role played by the specialized labor
within the healthcare industry. Healthcare mistakes are often
grave since the fatal consequences relayed to the patient.
Therefore, the healthcare staff must be highly competent in
implementation and following ethical and safety practices with
the highest standard. Within the firm, numerous hindrances are
affecting the human resource department. Currently, the
identification, recruitment and retention of quality job seekers
are challenging.
This problem occurs due to the increase in recruitment drives
done by huge powerful health firms within the market and also
abroad. The shortage of workers, however, can be handled

order to have the constant flow of funds. Mainly mayo Clinic

It has four sub-units which are responsible for the funds
collection for the organization. This part is responsible for
collecting the funds from international bigger health care
organizations, then that fund is further divided in to the pays of
work force along with the research projects. Along with the
research projects this departments also deals with patient
collection and customer service, private pays of the complete
work force, and insurance payments of the overall
organizations.
Research Issues
Research issues in this organization are different as compared to
the research issues in other type of organizations. Mainly
research issues lead towards the idea of having poor outcomes
of the researches or having no outcome at all instead of putting
a lot of funds in a respective research. Another type of research
issue is when scientists are not sure that how to proceed further.
But here research issues more of ethical issues, where different
people with different styles of medical practices combine and
create different types of ethical issues based on different moral
foundations (Mielke, 2013). In short, research issues are more
of ethical issues where it is difficult to bring every working
physician to collect over the same point and same issues.
Quality and Ethics
In case of Accreditation, Mayo Clinic is considered as one of
the best medical related research institute. According to the
rankings of United States’ News and World Report, Mayo Clinic
is considered as one of the best medical based research institute.
This raking is based on the 2015 research reports, while back in
2009 Mayo clinic was given the award of healthcare unite,
which has always given quality results with no compromise over
the costs (Strongosky, 2016).
Regulations: Mayo clinic overall stand out as a research
institution. But when it comes to its core regulations this clinic
has divided its responsibilities in three major portions, Patient
care, education and research. This organization not only works
on the principal of contributing in the healthcare system by
providing the valuable researches but also contributes in the
health care system by entertaining overall one million patients
at its clinics. This helps in providing highly specialized medical
care within reasonable charges. As Mayo Clinic is a big
offender of fee or service kind of payments. It pays its doctors

This eliminates the factor of seeing patients in large numbers

Ethical Issues: Another ethical issue which is a main concern
here is that limited number of clinic with limited capacities only
allows limited number of patients to get specialized health care
with in low prices. This is a main ethical issue which makes
many patients unhappy as many of them don’t get the chance of
getting treatment from the Mayo clinic. Here the management of
organizations has its own reasons, as the medical service
capacities are limited but the number of patients (especially
those who needs specialized attention) is very large. This gives
birth to the conflicts, main management department of mayo
Clinic works over the principal that if many people of same
diseases like cancer or other deadly diseases are there, then
young people would get treatment the first. It might be
considered as highly un-ethical according to many other people
of the society. But the management says that oldies have
already lived their life in a lot better way, so young people
deserve more to live a healthy life so that they can contribute in
the healthy atmosphere of the society. This is all about the
perception of the person looking at these issues, as someone has
to decide that who will get the treatment and who will not.
Because of the limited services right now, Mayo Clinic is also
working over expanding its services with more clinics and more
availability of doctors so that the issues of seeing less number
of patients can be resolved (Hart, 2012).
Marketing
Brand recognition: mayo clinic is strong in its brand name.
Although ethical issues like who will get the treatment and who
will not, have led its name in to negative lime light but cleverly
the positive points of mayo clinic are just too strong to ignore.
For example, first of all it is one of the first kinds which
provide specialized treatments in a very affordable way and also
within the limits of maintaining the quality of the treatment.
Positive word of mouth also helped a lot in maintaining its
brand quality. But positive word of mouth, started with the
social media campaigns of Mayo Clinic. This played the biggest
role in the brand building of mayo clinic, apart from this mayo
clinic also got positive word of mouth through the international
recognitions because of its quality work and services.
International number one raking in all the existing health care
systems helped this organization a lot in building its brand
name.

This organization works over the strategy of providing quality
results in case of education, healthcare treatment and research
which automatically gives it its brand status. Brand name is
famous because of its real brand status in the health care
industry. Apart from this, this organization has followed the
strategy of having better brand name though the positive word
of mouth spread of social media. Mayo clinic is a non-profit
research organization which supports the medical research and
due to bigger research magnitude, this organization is
considered as one of the most highly ranked medical research
institutes. The point of being non-profit and working only in
order to contribute in the betterment of health care system,
gives it highest positive edge in its brand building strategies
(Justice, 2013).
Community and employee involvement: community involvement
involves the involvement of all the fund providing organizations
while on the other hand overall public support of people
because of the positive contribution of this organization adds to
the community involvement towards this organization.
Employee involvement is different in this case as it only attracts
people who are genuinely interested in contributing in the
betterment of healthcare system. Money spinner employees
don’t show much involvement in this organization.

to year thus, the profits (Starr, 2000).
Mayo Clinic was founded by Dr. William Mayo in 1864 in
Rochester, Minnesota. Mayo Clinic is considered to be the

2014 / 2015 U.S News & world report, Mayo Clinic was ranked
the best hospital. Mayo Clinic has been voted among the best
hospitals for over 20 years. Mayo Clinic has been able to open
up healthcare campuses in various areas in the United States of
America. For instance, Mayo Clinic has opened campuses in
Florida, Arizona and Wisconsin. The institution is involved in
its core missions such as providing patient care practice. This
program has helped hundreds of patients and staff who visit
Mayo Clinic. Mayo Clinic recognizes the patient as the most
important asset to a health facility and therefore Mayo Clinic

2009).

Reason is everything the Clinic does from job creation to

nationally (Tuohy & Glied, 2011).
Research has proven that for every dollar spent by Mayo Clinic,
generates at least 2 dollars to the national economy. The
organization also generates federal tax which amounts to more
than $1.9 billion (Reid, 2009).
All service in Mayo Clinic aims to administer the best and
quality service and care. Mayo Clinic aims at delivering quality
service and care using their vast resources for example skilled
manpower. This has not been a challenge for Mayo Clinic. This
is because; Mayo Clinic has the best health practitioners who do
a very good job. Moreover, Mayo Clinic has volunteers from the
local residents who provide great services as well. The
volunteers also save a lot of time by doing the extra care service
delivery required (Tuohy & Glied, 2011).
Mayo Clinic has also been able to do research and education to
assist their service delivery. The research enables the
organization to use new ventures and skills for providing
quality services. This has been a great achievement for the
Clinic since it has presented new opportunities for them. The
education is mainly delivered to the health practitioners. They
are able therefore to provide great and quality service as
expected. Mayo Clinic has been able to preserve the values
which define the healthcare sector and provision of quality care.
The organization is able to use its resources very well to
provide the health care services. They are able to connect with
the patients or the communities and thus, they understand what
the patient is expecting from them. In providing their care
service, Mayo Clinic takes into considerations the social
impacts. Thus, they are able to manipulate the services to
provide development and a sustainable care model (Reid, 2009).
Health care reforms have been a vital move in providing quality
health care services to patients. There have been various
changes in the health care systems due to the health care
reforms. Due to the health care reforms, there has been
emphasis on the provision of quality service to patients at a
lower cost (Gruber, 2001). The changes caused by the health
reforms have caused various health practitioners to change their
care model. For Mayo Clinic, the health reforms are familiar.
This because, the health care reforms have care models which

The staff is required to work with honest behavior towards the
patients and ethical behavior in the work place. The Mayo

closely with the patient. The organization is able to provide
safe, quality care with utmost integrity and ethical behaviors.
This fact has enabled the organization to grow tremendously in
the health care system nationally and internationally (Tuohy &
Glied, 2011).
Mayo Clinic has been able to provide quality and great services
to patients around the globe. This move has enabled the
organization to grow tremendously in the recent past. The
organization has grown to be the best medical practice
especially in the United States of America. Thus, the
organization has grown to be responsible of considerable
spending thus, impacting the economy. Mayo Clinic has had
great impact on the national and international economy due to
creation of jobs, influencing the tax revenue and use of
sustainable health care model for her patients. Thus, the
organization has recorded growth of the thousand patients they
serve annually (Reid, 2009).

But fewer dollars are coming in now, straining a budget that is committed to generous subsidies and public-sector wages. Abandoning the peg would make those dollars stretch further when converted to a local riyal, because without the peg, the riyal would weaken. What's more, to hold the peg, Saudi Arabia spends billions of its dollars buying riyals in foreign-exchange markets. With oil trading around $36 a barrel, some investors and Saudi Arabian businesses believe the government will succumb to the pressure and let the peg go--something long regarded as unthinkable. That is a minority view, but one that is growing in popularity. This week, the number of riyals that forward contracts can buy for a dollar in a year's time surged to a 16-year high. "We have a new economic reality in the Gulf region, with oil prices so much lower," said Michael Cirami, a portfolio manager at Eaton Vance. "That requires an adjustment." Mr. Cirami isn't betting on a weaker riyal, but he thinks Riyadh could shift its policy in the next few years. The debate over the Saudi peg underscores how the oil-price rout has upended conventional wisdom in economies linked to crude. OPEC's supremacy, for instance, has been eroded and rich oil states have fallen into budget deficits. The riyal is fixed at roughly 3.75 to the dollar, and one-year forward contracts were buying the greenback for 3.822 on Tuesday, close to the high of 3.8235 hit on Monday. The moves reflect both speculators betting on a weaker riyal and some

The price of oil has fallen by more than half since the middle of 2014, forcing the kingdom to run a record deficit of nearly 367 billion riyals ($98 billion) last year. Last week the government laid out billions of riyals in budget cuts. Meantime, Saudi Arabia and Iran have intensified their diplomatic spat over the kingdom's execution of a dissident cleric. That clash could push Saudi Arabia's defense costs up while it is already fighting an expensive war in Yemen and supporting allies in conflicts elsewhere, analysts say. To prop up its currency, the kingdom is buying the riyal with the dollar reserves accrued during years of high oil prices, analysts say. Those reserves fell to $635.2 billion at the end of November, down 15% from a peak of $746 billion in August last year, according to the latest central bank data. It is impossible to say how far the riyal would fall were the peg to be removed, but a decline likely would be far greater than the 2% devaluation implied by the forward rates. Many economists said the Saudi government will keep spending dollars to avoid devaluation, which would come with uncomfortable long-term consequences. Households and businesses have debt in foreign currencies, and payments costs would rise if the local currency falls. Consumers also would have to pay more for imports, from cars to luxury goods. That could be a tough path for the government, local analysts said. Saudis already are angered by cuts to subsidies in the state budget. "Speculation over a devaluation of the Saudi riyal has mounted in the past few days, but we think such a move is likely to be used as a last resort," said Jason Tuvey, Middle East economist at Capital Economics. "In light of the potential political ramifications, this is something that the authorities will be extremely keen to avoid."
