Abstract:
Additionally, the report delves into the demographic composition of the aforementioned
wards, analyzing factors such as population density, age distribution, and socioeconomic
status. By conducting thorough surveys and interviews with residents, the report aims to
gather comprehensive data on the living conditions and quality of life within ward number 1
and ward number 2. Furthermore, it seeks to identify any infrastructural deficiencies or
inadequacies in essential services such as water supply, sanitation, and healthcare facilities.
Through meticulous observation and data collection, the report endeavors to provide
insights into the environmental challenges faced by the wards, including issues related to
waste management, pollution, and urban sprawl. Moreover, it aims to assess the
effectiveness of existing governance mechanisms and community initiatives in addressing
the needs and concerns of the local populace. Ultimately, the findings of this study aim to
inform policymakers, urban planners, and community leaders about the current state of
affairs in these wards and suggest potential strategies for improvement and development.

Introduction:
A base map, at its core, is a cartographic representation of the physical environment,
portraying the spatial layout of a city with precision and detail. Its main purpose is to serve
as the base layer on which various layers can be overlayed. As an urban planner, the
utilization of base maps is essential for gaining insights into the existing conditions of a city
from land use patterns and transportation networks to natural features and infrastructure.
Planners can visualise, interpret, and manipulate data on this indispensable tool to help
them make well-informed decisions that support sustainable development and the smooth
operation of urban areas. Base maps help determine appropriate sites for different types of
developments by providing a visual representation of the land's features, accessibility, and
surrounding conditions. Planners are able to evaluate a project's viability and pinpoint any
obstacles. It also plays a key role in formulating zoning regulations by visualizing existing land
uses. Planners can strategically allocate areas for residential, commercial, industrial, and
green spaces to achieve a balanced and functional urban landscape.
Pabna is a historic and culturally significant city in the northwestern part of Bangladesh.
Pabna Sadar Pauroshova covers an area of 27.27 square kilometers, consisting of 15 wards
and 46 Mohollas. Our study area was ward number 1 and ward number 2 of which ward 1 is
mostly a residential area and ward 2 is one part of the town center or the central business
district (CBD). The river Ichamoti divides the two wards and its flowing between the two
wards.

Objectives:
• To collect the data and locate major features such as transportation network and
linkages, rivers, water body, administrative buildings, commercial buildings, and
educational institute and create a map.
• To identify problems of the ward by survey as well as through meetings and open
discussions with stakeholders and the councilors, and present those problems.
• To create an urban area plan in order to determine what concerns or problems the
region faces and what action can be taken to address them.
Methodology:
The study involved the acquisition of primary data through field investigations and Group
Discussions with councilors and other stakeholders. In addition, secondary data were
gathered from diverse sources such as research articles, web browsing, and official
documents. Following the data collection process, a comprehensive performance evaluation
of various service facilities was conducted.
By using MS Word and ArcGIS, the collected data were meticulously analyzed and visually
represented. Throughout the survey, valuable insights were gathered by actively seeking
people's opinions on their demands, expectations, existing facilities, and challenges through
discussions. Subsequently, concerted efforts were made to identify and implement effective
solutions to address the identified problems and enhance the overall service delivery.
Observations And Data:
This data is collected by Reconnaissance survey. We went to survey both the wards and
located all the important features of both ward 1 and 2. Both the ward have many important
features as ward 2 is a part of the main town center of Pabna Municipality so it is a very busy
and crowded area, on the other hand ward 1 is mostly a residential area though it has some
important features in it but less compared to ward 2.The ward 1 consists of the area
Govinda, Atua, Krishnapur, South Pailanpur, Moksedpur and ward 2 consists of Gopalpur,
Dilalpur(part), Sadhupara(part), Parbatiganj, kacari para, Zila para, South Ramchandrapur.
The river Ichamoti river passes between the two wards although the river is dead. The
feature includes administrative buildings, educational institutes and major commercial
buildings only. From our observations we found a total of 34 administrative buildings which
are one of the most important Government official buildings, 18 educational institute, and
we located 11 major commercial buildings. Beside we also observed 5 ponds, 3 in ward 1
and 2 in ward 2. There is a total of 9 waste disposal area from where the municipal collects
the wastes.

In ward 1, a total of 8 administrative buildings are present and 5 educational institutes.
There are no major commercial buildings in the area other than local bazar and stores.
Again, in ward number 2 there are 26 Administrative buildings, 13 Educational Institutes and
11 major commercial buildings.

Problems observed:
Beside collecting these major features, we also observed various problems present in both
the wards by reconnaissance survey.
Problems in ward 1:
As this ward is mostly a residential area, major problems here found are the blockage of
drains, such blockages occurred due to throwing of garbage on the drains are very narrow so
water cannot run smoothly in the drain, such problems were found in Sara Road, Pailanpur
south area, most of the drains in this area are not covered with slabs. Another issue in this
area is that there are only few defined wastes dumping site as a result people often throw
their garbage on street or in open fields. The Sara Road in this ward has broken patches on
the road. Besides street amenities such as fewer street lights are found. There are no major
commercial buildings here in the ward, though local bazars are present. People have to go to
ward 1 for their banking purposes daily. There is also the lack of proper security in the area
as very few police have duty in that area and only found in the major intersections only.
Municipal security are also not present to keep the area secure as during night the whole
area becomes very calm, people in the night will feel insecure to move or gout in the area. .
One of the major river Ichamoti which is a dead river now, people use this area for dumping
their wastes and many people have occupied many area close to the river bank, and
established many structures or other things around it.

Problems of Ward 2:
This ward is bigger compared to ward 1 and it is a major word consisting of major
administrative offices. Some of the major issues found in this area roads, traffic congestion,
drainage, illegal shops, less greenery, no well-defined pedestrian path, lack of street
amenities. As a town center the road from hospital road to Abdul Hamid Road is
overcrowded during working hours, a lot of vehicles move during this period causing traffic
congestion causing longer commute times as a result this problem might hamper the
economy of the municipality. Such congestion occurs due to width of the road is very small
and its only 30 feet approx. which is very small compared to the amount of transports passes
the road daily, again due to lack of parking lane people park their cars on the main streets
which another major problem. More than this due to lack of public transports, a lot of auto
and rickshaw creates the congestion. Other than this traffic jam takes due to poorly designed
intersections. The traffic more and the Indira more are the major unplanned intersections in
this ward, for which congestion of vehicles occurs mainly around these areas.

One of the main problems here seen is that people are walking on the main road causing
problems for vehicles to pass, this is due to undefined pedestrian path and if there is any
hawkers’ market have taken the path to do their business. These
problems were observed in the Indira More.
The shopkeepers put all their products in the
footpath and keeps no space there to walk.
There is also some area with drainage
problems specially Gopalpur area and the
Zila para though zila para drain width and
depth are more are cleaned on regular basis
but the dirt of the drains is kept in the road
causing problems for people living in that area. The Gopalpur areas have drains of small
width and blockages in drains are observed, besides the drains of Shahid Amin Uddin Road
are very narrow. Other than these problems demolished roads in some area of ward 2 was
seen specially the Kheyaghat road is fully demolished and the
road is very dusty. The Shahid Amin Uddin Road has also many
potholes in the road as well. Other than this there is shortage
of street lights in this ward, there is no dustbin as well so
people just throw the garbage in the
road. There is very less greenery in
this area, planting trees along the
streets might have beautified the
ward and it could have a sustainable
outcome for the municipality. Many
street hawkers have taken over the walkway doing their businesses,
the municipal doesn’t take any steps to move them or make an
alternative location for them as a result many other people are
getting the courage to open shops without municipal permission.
Establishing alternative locations with proper infrastructure for street vendors could strike a
balance between encouraging economic activities and maintaining order in public spaces. As
a town center there should be enough street lighting. In
particular, the absence of adequate street lighting in the
town center exacerbates the situation, raising concerns about
the security and well-being of both pedestrians and
businesses. Furthermore, the situation is made more difficult
by the lack of obvious street signage. Navigating the town
centre is made more difficult by inadequate signage, which
confuses drivers and pedestrians alike. Residents are
annoyed, but the area's general usability and accessibility are
also impacted by this lack of direction. As a town center people wants to take opportunity of
the area for making their livelihood, as a result most of them don’t care about the
development or rules of the area making the area look complex and congested. Traffic
polices have a lot of duty in this area as a large number of vehicles has to be passed during
the working hour, due to too much of traffic it becomes hard for traffic police to control such

traffic. 3-wheeler autos and rickshaws are the major transport used by the people of Pabna,
as there is no pouroshova bus services as a result those vehicles increased more than
demand in the area. Most of the drivers of the vehicles are young and not properly expert on
driving for which they create chaos in the area. Even most of the vehicles are with out
licenses. Such problem rises due to proper inspection of the area by the municipal. If the
municipal had taken any steps before than such crimes would have been decreased. A major
portion of the Ichamoti river is present in this ward, people here are also using this portion
as well as dustbin. The bridges here connecting the other part of banks are also not in good
form due to lack of maintenance, problems with bridges are lack of lighting, hawkers occupy
pied pedestrian path and many more.
Discussions:
While looking for features and the problems, we asked people about the ward facilities they
get. Here are some of the questions we asked to the local people of word 1 and 2:
1.Do municipality collects your garbage regularly
2. Are the drains are cleaned or cleared by the municipal
3. Do the municipal broom the road and locality
4. From where you get your regular drinking water
From people of ward 1 maximum of positive review was gained.
One of the main problems here are people most people don’t
have the pouroshova water line so maximum of them use the
submersible water. Beside they complained about the road which
are not repaired for a long period of time so potholes are creating
problems in movements of vehicles and people of the area of the
area. Most of the people praised the work of the municipal due to
the new development of drain and pedestrian path in the area.
The positive changes implemented by the municipality in these
aspects have not only addressed immediate concerns but have also instilled a sense of
optimism among the people in Ward 1. The development of efficient drainage systems not
only mitigates the impact of rainfall on the area but also prevents waterlogging, a problem
that plagued the locality in the past. People said there is lack of security in this area, and the
street lights are not been fixed for long time. People living in DC road wanted a properly
covered drainage with slab but still the have not got that. Such slab could have make the
areas drainage smooth as people can walk over the slabs and no one can throw garbage in
the drain.

While ward number 2 receives mixed reviews, the negative feedback outweighs the positive.
Residents are increasingly frustrated with the prevalent traffic congestion. Local inhabitants
lament the irregularity of municipal cleaning efforts in their vicinity. Moreover, blocked
drains pose a significant issue, particularly during the rainy season when stagnant water
floods the main road temporarily. Numerous business owners voice concerns about the
detrimental impact of illegal street shops on their enterprises, as these encroach upon
pedestrian paths, impeding the movement of people. The primary grievance expressed by
residents is the scarcity of safe drinking water, with only a handful having access to
municipal water supply. People of keyaghat said that their road is broke for many years and
it causes problem during the monsoon. Not just this people of the wards mostly complained
that they are mostly hampered in the rainy season. One of the major river Ichamoti which is
a dead river now, people use this area for dumping their wastes and many people have
occupied many area close to the river bank, and established many structures or other things
around it. People said Government had taken steps to reoccupy the area and start working
on the river view plan of the municipal, but for a long time no steps were noticed in this
ward.

Discussion with Ward Councilors:
We had a meeting with Md. Hasim Uj Jaman sir, the ward councilor for ward number 2. We
told him about the issues people had brought to our attention regarding his ward during the
meeting, but he dismissed all of the complaints from the community, claiming that he
maintains the ward well and that the problems are due to a lack of public awareness. He also
advised them to be self-aware from their own perspective. He only mentioned that there are
two issues in his ward that he plans to address this year: the first is the lack of safe drinking
water, and the second is the establishment of a public toilet in the busy area of Pabna
Municipal. Additionally, he is doing everything in his power to raise mass awareness in his
ward.
Conclusion:
Moving forward, the evident need for proper maintenance in both Ward 1 and, particularly,
Ward 2 underscores the critical role these areas play in the lives of the people in Pabna. As
an urban planner, the realization of the significance of a base map becomes paramount,
serving as a foundational tool for informed decision-making and sustainable municipal
development. The insights derived from this study provide a roadmap for targeted
interventions and strategic planning to address the identified issues comprehensively.
Understanding the challenges faced by both wards, the data collected offers a valuable
resource to formulate effective solutions. By leveraging this information, urban planners and
local authorities can devise tailored strategies that not only rectify existing problems but also
contribute to the overall enhancement of living conditions in these wards. The study's
findings thus serve as a catalyst for initiating holistic initiatives aimed at ensuring the long-
term sustainability and well-being of the residents in Ward 1 and Ward 2. It is imperative to
engage in collaborative efforts with the community, incorporating their perspectives in the
planning process to foster a sense of ownership and inclusivity in the development
endeavors ahead.

  • 2. 1 Abstract: Additionally, the report delves into the demographic composition of the aforementioned wards, analyzing factors such as population density, age distribution, and socioeconomic status. By conducting thorough surveys and interviews with residents, the report aims to gather comprehensive data on the living conditions and quality of life within ward number 1 and ward number 2. Furthermore, it seeks to identify any infrastructural deficiencies or inadequacies in essential services such as water supply, sanitation, and healthcare facilities. Through meticulous observation and data collection, the report endeavors to provide insights into the environmental challenges faced by the wards, including issues related to waste management, pollution, and urban sprawl. Moreover, it aims to assess the effectiveness of existing governance mechanisms and community initiatives in addressing the needs and concerns of the local populace. Ultimately, the findings of this study aim to inform policymakers, urban planners, and community leaders about the current state of affairs in these wards and suggest potential strategies for improvement and development.
  • 3. 2 Introduction: A base map, at its core, is a cartographic representation of the physical environment, portraying the spatial layout of a city with precision and detail. Its main purpose is to serve as the base layer on which various layers can be overlayed. As an urban planner, the utilization of base maps is essential for gaining insights into the existing conditions of a city from land use patterns and transportation networks to natural features and infrastructure. Planners can visualise, interpret, and manipulate data on this indispensable tool to help them make well-informed decisions that support sustainable development and the smooth operation of urban areas. Base maps help determine appropriate sites for different types of developments by providing a visual representation of the land's features, accessibility, and surrounding conditions. Planners are able to evaluate a project's viability and pinpoint any obstacles. It also plays a key role in formulating zoning regulations by visualizing existing land uses. Planners can strategically allocate areas for residential, commercial, industrial, and green spaces to achieve a balanced and functional urban landscape. Pabna is a historic and culturally significant city in the northwestern part of Bangladesh. Pabna Sadar Pauroshova covers an area of 27.27 square kilometers, consisting of 15 wards and 46 Mohollas. Our study area was ward number 1 and ward number 2 of which ward 1 is mostly a residential area and ward 2 is one part of the town center or the central business district (CBD). The river Ichamoti divides the two wards and its flowing between the two wards.
  • 4. 3 Objectives: • To collect the data and locate major features such as transportation network and linkages, rivers, water body, administrative buildings, commercial buildings, and educational institute and create a map. • To identify problems of the ward by survey as well as through meetings and open discussions with stakeholders and the councilors, and present those problems. • To create an urban area plan in order to determine what concerns or problems the region faces and what action can be taken to address them. Methodology: The study involved the acquisition of primary data through field investigations and Group Discussions with councilors and other stakeholders. In addition, secondary data were gathered from diverse sources such as research articles, web browsing, and official documents. Following the data collection process, a comprehensive performance evaluation of various service facilities was conducted. By using MS Word and ArcGIS, the collected data were meticulously analyzed and visually represented. Throughout the survey, valuable insights were gathered by actively seeking people's opinions on their demands, expectations, existing facilities, and challenges through discussions. Subsequently, concerted efforts were made to identify and implement effective solutions to address the identified problems and enhance the overall service delivery. Observations And Data: This data is collected by Reconnaissance survey. We went to survey both the wards and located all the important features of both ward 1 and 2. Both the ward have many important features as ward 2 is a part of the main town center of Pabna Municipality so it is a very busy and crowded area, on the other hand ward 1 is mostly a residential area though it has some important features in it but less compared to ward 2.The ward 1 consists of the area Govinda, Atua, Krishnapur, South Pailanpur, Moksedpur and ward 2 consists of Gopalpur, Dilalpur(part), Sadhupara(part), Parbatiganj, kacari para, Zila para, South Ramchandrapur. The river Ichamoti river passes between the two wards although the river is dead. The feature includes administrative buildings, educational institutes and major commercial buildings only. From our observations we found a total of 34 administrative buildings which are one of the most important Government official buildings, 18 educational institute, and we located 11 major commercial buildings. Beside we also observed 5 ponds, 3 in ward 1 and 2 in ward 2. There is a total of 9 waste disposal area from where the municipal collects the wastes.   • 5. 4 In ward 1, a total of 8 administrative buildings are present and 5 educational institutes. There are no major commercial buildings in the area other than local bazar and stores.   • 7. 6 Problems observed: Beside collecting these major features, we also observed various problems present in both the wards by reconnaissance survey. Problems in ward 1: As this ward is mostly a residential area, major problems here found are the blockage of drains, such blockages occurred due to throwing of garbage on the drains are very narrow so water cannot run smoothly in the drain, such problems were found in Sara Road, Pailanpur south area, most of the drains in this area are not covered with slabs. Another issue in this area is that there are only few defined wastes dumping site as a result people often throw their garbage on street or in open fields. The Sara Road in this ward has broken patches on the road. Besides street amenities such as fewer street lights are found. There are no major commercial buildings here in the ward, though local bazars are present. People have to go to ward 1 for their banking purposes daily. There is also the lack of proper security in the area as very few police have duty in that area and only found in the major intersections only. Municipal security are also not present to keep the area secure as during night the whole area becomes very calm, people in the night will feel insecure to move or gout in the area. . One of the major river Ichamoti which is a dead river now, people use this area for dumping their wastes and many people have occupied many area close to the river bank, and established many structures or other things around it.
  • 8. 7 Problems of Ward 2: This ward is bigger compared to ward 1 and it is a major word consisting of major administrative offices. Some of the major issues found in this area roads, traffic congestion, drainage, illegal shops, less greenery, no well-defined pedestrian path, lack of street amenities. As a town center the road from hospital road to Abdul Hamid Road is overcrowded during working hours, a lot of vehicles move during this period causing traffic congestion causing longer commute times as a result this problem might hamper the economy of the municipality. Such congestion occurs due to width of the road is very small and its only 30 feet approx. which is very small compared to the amount of transports passes the road daily, again due to lack of parking lane people park their cars on the main streets which another major problem. More than this due to lack of public transports, a lot of auto and rickshaw creates the congestion. Other than this traffic jam takes due to poorly designed intersections. The traffic more and the Indira more are the major unplanned intersections in this ward, for which congestion of vehicles occurs mainly around these areas.
  • 9. 8 One of the main problems here seen is that people are walking on the main road causing problems for vehicles to pass, this is due to undefined pedestrian path and if there is any hawkers’ market have taken the path to do their business. These problems were observed in the Indira More. The shopkeepers put all their products in the footpath and keeps no space there to walk. There is also some area with drainage problems specially Gopalpur area and the Zila para though zila para drain width and depth are more are cleaned on regular basis but the dirt of the drains is kept in the road causing problems for people living in that area. The Gopalpur areas have drains of small width and blockages in drains are observed, besides the drains of Shahid Amin Uddin Road are very narrow. Other than these problems demolished roads in some area of ward 2 was seen specially the Kheyaghat road is fully demolished and the road is very dusty. The Shahid Amin Uddin Road has also many potholes in the road as well. Other than this there is shortage of street lights in this ward, there is no dustbin as well so people just throw the garbage in the road. There is very less greenery in this area, planting trees along the streets might have beautified the ward and it could have a sustainable outcome for the municipality. Many street hawkers have taken over the walkway doing their businesses, the municipal doesn’t take any steps to move them or make an alternative location for them as a result many other people are getting the courage to open shops without municipal permission. Establishing alternative locations with proper infrastructure for street vendors could strike a balance between encouraging economic activities and maintaining order in public spaces. As a town center there should be enough street lighting. In particular, the absence of adequate street lighting in the town center exacerbates the situation, raising concerns about the security and well-being of both pedestrians and businesses. Furthermore, the situation is made more difficult by the lack of obvious street signage. Navigating the town centre is made more difficult by inadequate signage, which confuses drivers and pedestrians alike. Residents are annoyed, but the area's general usability and accessibility are also impacted by this lack of direction. As a town center people wants to take opportunity of the area for making their livelihood, as a result most of them don’t care about the development or rules of the area making the area look complex and congested. Traffic polices have a lot of duty in this area as a large number of vehicles has to be passed during the working hour, due to too much of traffic it becomes hard for traffic police to control such
  • 10. 9 traffic. 3-wheeler autos and rickshaws are the major transport used by the people of Pabna, as there is no pouroshova bus services as a result those vehicles increased more than demand in the area. Most of the drivers of the vehicles are young and not properly expert on driving for which they create chaos in the area. Even most of the vehicles are with out licenses. Such problem rises due to proper inspection of the area by the municipal. If the municipal had taken any steps before than such crimes would have been decreased. A major portion of the Ichamoti river is present in this ward, people here are also using this portion as well as dustbin. The bridges here connecting the other part of banks are also not in good form due to lack of maintenance, problems with bridges are lack of lighting, hawkers occupy pied pedestrian path and many more. Discussions: While looking for features and the problems, we asked people about the ward facilities they get. Here are some of the questions we asked to the local people of word 1 and 2: 1.Do municipality collects your garbage regularly 2. Are the drains are cleaned or cleared by the municipal 3. Do the municipal broom the road and locality 4. From where you get your regular drinking water From people of ward 1 maximum of positive review was gained. One of the main problems here are people most people don’t have the pouroshova water line so maximum of them use the submersible water. Beside they complained about the road which are not repaired for a long period of time so potholes are creating problems in movements of vehicles and people of the area of the area. Most of the people praised the work of the municipal due to the new development of drain and pedestrian path in the area. The positive changes implemented by the municipality in these aspects have not only addressed immediate concerns but have also instilled a sense of optimism among the people in Ward 1. The development of efficient drainage systems not only mitigates the impact of rainfall on the area but also prevents waterlogging, a problem that plagued the locality in the past. People said there is lack of security in this area, and the street lights are not been fixed for long time. People living in DC road wanted a properly covered drainage with slab but still the have not got that. Such slab could have make the areas drainage smooth as people can walk over the slabs and no one can throw garbage in the drain.
  • 11. 10 While ward number 2 receives mixed reviews, the negative feedback outweighs the positive. Residents are increasingly frustrated with the prevalent traffic congestion. Local inhabitants lament the irregularity of municipal cleaning efforts in their vicinity. Moreover, blocked drains pose a significant issue, particularly during the rainy season when stagnant water floods the main road temporarily. Numerous business owners voice concerns about the detrimental impact of illegal street shops on their enterprises, as these encroach upon pedestrian paths, impeding the movement of people. The primary grievance expressed by residents is the scarcity of safe drinking water, with only a handful having access to municipal water supply. People of keyaghat said that their road is broke for many years and it causes problem during the monsoon. Not just this people of the wards mostly complained that they are mostly hampered in the rainy season. One of the major river Ichamoti which is a dead river now, people use this area for dumping their wastes and many people have occupied many area close to the river bank, and established many structures or other things around it. People said Government had taken steps to reoccupy the area and start working on the river view plan of the municipal, but for a long time no steps were noticed in this ward.
  • 12. 11 Discussion with Ward Councilors: We had a meeting with Md. Hasim Uj Jaman sir, the ward councilor for ward number 2. We told him about the issues people had brought to our attention regarding his ward during the meeting, but he dismissed all of the complaints from the community, claiming that he maintains the ward well and that the problems are due to a lack of public awareness. He also advised them to be self-aware from their own perspective. He only mentioned that there are two issues in his ward that he plans to address this year: the first is the lack of safe drinking water, and the second is the establishment of a public toilet in the busy area of Pabna Municipal. Additionally, he is doing everything in his power to raise mass awareness in his ward. Conclusion: Moving forward, the evident need for proper maintenance in both Ward 1 and, particularly, Ward 2 underscores the critical role these areas play in the lives of the people in Pabna. As an urban planner, the realization of the significance of a base map becomes paramount, serving as a foundational tool for informed decision-making and sustainable municipal development. The insights derived from this study provide a roadmap for targeted interventions and strategic planning to address the identified issues comprehensively. Understanding the challenges faced by both wards, the data collected offers a valuable resource to formulate effective solutions. By leveraging this information, urban planners and local authorities can devise tailored strategies that not only rectify existing problems but also contribute to the overall enhancement of living conditions in these wards. The study's findings thus serve as a catalyst for initiating holistic initiatives aimed at ensuring the long- term sustainability and well-being of the residents in Ward 1 and Ward 2. It is imperative to engage in collaborative efforts with the community, incorporating their perspectives in the planning process to foster a sense of ownership and inclusivity in the development endeavors ahead.
