The Zambian Society for Public Administration Public Service Excellence Annual Awards (ZSPA-PSEA) recognize excellence in public service and society through various categories of awards. There are awards for individuals, organizations, young leaders, innovators, researchers, and lifetime achievement. The awards aim to motivate public servants, disseminate best practices, promote professionalism, and improve public service delivery in Zambia. Winners are announced annually at a gala dinner event.
This paper is produced on the basis of the on-going work of the Analyzing Development Issues Centre (ADIC) in collaboration with DC Research team working in Dak Dam commune in Mondulkiri Province, Cambodia, since 2013. It is aims to illustrate a different model of development that takes into account the active involvement of the communities for long term social, economic and environmental development. The paper begins with examining the mismatch of development approaches, followed by the concept of going with the flow of community life (GFCL) in participatory action research (PAR) then the emergence of community-corporate partnership (CCP) concept; its relation to social enterprise, and stock taking of CCP in its current practice in the communities.
Different approaches to development interventions in Cambodia have been tested to examine if they offer greater chance of ownership, benefits, and sustainability to the people or communities. Often, the claim of the intended beneficiaries to the approach comes nil when these factors are brought in. In one instance, community people were urged to advocate for their rights and access to land and forest resources when these were encroached on by powerful individuals or companies. Community people’s motivation comes to despair when the intended achievements end up beyond their reach. On the other hand, there are approaches such as the community forestry program that seeks to improve livelihoods in line with environmental conservation; however, the outcome is not realized because of the dependency on external support and the lack of subsidy to those who sacrifice for forest protection. This paper argues that there is an alternative to build a strong individual or household economic base before they effectively start engaging in protecting their resources. This lends itself to the concept of community-corporate partnership (CCP), which taps into available resources such as land from community people while capital and technical inputs come from outside for collective production that is based on mutually agreed principle of shared benefits and losses. Cases of coffee, pepper production and a few other cash crops are being experimented over the past year with indigenous people in upland Mondulkiri Province. Over the period, there have been manifestations of shared understanding, trust, control of processes and challenges, which indicate a promising path to long term benefits. This has long term potential for strengthening community solidarity for defending their rights to land and natural resources they presently depend upon for their living.

(SEWA). MHT organizes and empowers poor women by facilitating the formation of community-based organizations
(CBOs) and assisting them in gaining formal recognition from the government and service providers, so as to address the
need for basic infrastructural services such as water, sanitation and electricity provision in slums.

Ever since inception, Kalp is working with the marginalized sectionsof society, particularly scheduled castes, scheduled tribes and women. It strives for overall development of people through interventions in education, health, livelihood and environment sectors.
KALP Samaj Sewi Santha, in collaboration with PACS initiated “Affirmation of Social justice and Economic Equity of SC, ST, Muslim, Women, through Non-discriminatory accesses to Livelihood , With special focus on NREGA’’ Project which has been a wonderful journey to work with socially excluded communities in two districts ie Janjgir-champa and Baloda Bazar district. Over the period of almost 4 years of project’s duration, our mainly interventions were on non-discriminatory access to livelihood focusing on NREGA. We had a meaningful interventions into the life of the marginalised by engaging itself at two levels 1) Seeking new avenues of interventions and generating essential recourses for such process. 2) Continued the moral back up support emerged through the four years exercise.

2. ZSPA Public Service Excellence Annual Awards
Zambian Society for Public Administration Public Service Excellence Annual Awards (ZSPA – PSEA) are
the most prestigious national recognition of excellence in public service and society at large. ZSPA
rewards excellent achievement and contributions of public service institutions that lead to a more
effective and responsive public administration in a country. Through an annual recognition, PSEA
promotes the role, professionalism and visibility of public service and society at large.
The awards aim to recognize individuals and organizations that have demonstrated outstanding
leadership by taking bold steps to improve Zambia, through advancements in Public Policy, Research,
Leadership and Management.
PSEA also seek to recognize the institutional and individual contribution made by the Public Service,
Civil society, scholars and society at large to enhance social welfare of every Zambians.
Winners are announced at the Annual gala Dinner. The overall objectives of the awards are:
a) To reward service to citizens and motivate public servants in Zambia to sustain the momentum
of innovation and the improvement of the delivery of public services;
b) To collect and disseminate successful practices and experiences in public administration in order
to support efforts for improvements of public service delivery;
c) To counterbalance any negative image of public administration, raise the image and prestige of
public servants and revitalize public administration as a noble discipline on which development
greatly depends;
d) To promote, encourage and facilitate networking among institutions and organizations relevant
to public administration and strengthen the networks of public administration and

3. CATEGORIES
Category A: ZSPA Distinguished Public Service Award
This award shall be given to a civil servant who has tireless dedicated his public service to promoting
service excellence in the public service. This award is dedicated to promotion of service excellence in
public service. A Civil Servant who has transformed an institution and broken the barriers and become
the most outstanding person in the organization.
The award is designed to recognize the contributions of an outstanding public employee whose work
performance embodies excellence in public service.
Category B: ZSPA Public Service Personality of the Year Award
This award shall be given to an individual that has dedicated his /her service in public service in
promoting service excellence. This award shall serve as a mark of distinction and exceptional
achievement to a person who has shown distinctive leadership in public management service in
Zambia, or who, by his/her writings or other endeavors, has made a significant contribution in the field
of public administration in Zambia.
Category C: ZSPA Organizational Leadership Award
This award shall be given to a Director or supervisor in Ministry/Government Agency who has over the
year demonstrated and championed service excellence in their department or ministry. The award is
given to Public Practitioner who has made significant contributions both as an academic and
practitioner. Award recipients will have distinguished themselves through their current active
engagement in and contributions to developing the public service of the future. Special consideration
will be accorded nominees with at least two of the following attributes:
A distinguished professional and nationally recognized leader who is actively and continuously
engaged in contributing significantly to the practice.
An exceptional innovator in the practice and/or study of personnel administration and human
resource development, with a focus on meeting the "human capital" challenges of the 21st
century
Category D: ZSPA Innovative Management Award
The ZSPA Award for Innovative Management aims to recognize and encourage innovation in all public
organizations, and across all orders of governments and individuals. Award recipients are expected to
have developed new approaches to combat tax fraud, climate change, encourage entrepreneurship
and improve opportunities for Zambian communities.

4. Category E: ZSPA Young Public Service Leadership Award
The Young Public Service Leaders Award recognizes the achievements of outstanding public servants
under the age of 40, and who is member of the Zambian Society for Public Administration (ZSPA). This
award recognizes and encourages a new generation of practitioners who are actively implementing
performance management systems, innovating new practices and promoting the importance of
performance and accountability within their governments and communities.
Category F: ZSPA Organizational Excellence Award
This award recognize outstanding applications of a systems approach to performance measurement
that has resulted in a culture change, sustained improvements, and demonstrated positive effects on
government performance and accountability .
This award, presented to an organization, recognizes outstanding applications of a systems approach to
performance measurement that has resulted in a culture change, sustained improvements and
demonstrated positive effects on government performance and accountability. The award recognizes
an organization, rather than a person that has yielded outstanding results on a sustained basis. The
organization may be selected from all levels of public service in government, as well as from
international and public service nonprofit organizations.
Category G: ZSPA Public Integrity award
Public Integrity awards aim to recognize a particular action or initiative undertaken by one or several
individuals or organizations which constitutes a tangible contribution to the fight against corruption in
public service.
This award pays tribute to an organization or individual that has made outstanding contributions to
responsible conduct in public service. The award is presented to an organization or individual that
represents any domain of public service, local national, international government or nonprofit; and
presents evidence of accomplishing, or causing to accomplish, significant programmes or projects
benefiting the general public.
Category H: Micheal Chilufya Sata social Advocate Award
This is an inspiration award given to a person serving in public service or friends of government
institution who have tirelessly dedicated themselves to promotion of service excellence in communities
they serve. Their activities are well renowned and are the source of national aspiration and
admirations.
Category I: ZSPA Public Policy Research Award
This Award is intended to recognize excellence in a project led by research professionals working within
or as an agency supplier to governments; universities, colleges, school boards, or other educational

5. institutions or agencies; hospitals or other health care institutions or agencies; non-governmental
organizations (NGOs) or other charitable organizations; special interest/advocacy groups, institutes, or
think tanks.
Category J: John Mwanakatwe Distinguished Award
Awarded to an individual whose outstanding teaching, education and training has made a significant
contribution to the practice of public administration. This award recognizes a person who has made
outstanding contributions on a sustained basis rather than a single accomplishment. The award winner
must have spent the primary part of his/her career in public service.
Category K : Distinguished Scholarship Award
The Distinguished Scholarship is awarded for outstanding scholarship on performance in public and
non-profit organizations. Preference is given to a scholarly work that is relevant to the broad public
administration community and is of interest to both practitioners and academicians. The author(s)
must provide a significant contribution to advancing knowledge in a scholarly journal about the
development, implementation, use and impact of performance measurement.
Category L: Lifetime Achievement Award
Lifetime Achievement Award is awarded by the ZSPA to Civil Servants who, during their lifetimes, have
made creative contributions of outstanding significance to development of public service. The Lifetime
Achievement Awards Individuals who have exhibited a lifetime of achievement in public service at the
national level.
The Lifetime Achievement Award may be given posthumously. The Lifetime Achievement Award is
presented annually at the ZSPA. The award has been established to honor a public administrator's
career accomplishments and contributions to public service and ZSPA over a lifetime. The award
criteria are threefold:
Category M: Irene Chirwa Mambilima Distinguished Award
The award aims to honor the lifetime achievements of a dedicated Public Servant and seeks to honor a
pioneering and innovative leader of the Society whose career has been demonstrably characterized by:
Exemplary efforts to uphold legal and ethical standards locally, nationally and internationally
Sustained work to advance gender equality and diversity
Responsible, democratic and expert accomplishments in public affairs locally, nationally and
globally
Mentorship of young academics and public servants who would seek to continue such
professionalism in service to the public

This award is given to an individual who has tirelessly dedicated themselves to promotion of social
equity and promotion of local and international involvement of the general public in matters of local
and international policy as well as social development of the communities they live in. The winner
should have gone an extra mile to demonstrate both evidently and theoretically the importance of
social equity in the communities they live in. Candidates are evaluated on three criteria:
The impact of their efforts on social equity
The consistency and level of effort on behalf of social equity
The duration of the effort on behalf of social equity
