前 言
近年来,竹子因具有显著的经济效益、生态效益和社会效
益,产业发展迅速,已成为我国林业重点发展的十大绿色富民
产业之一。竹产业既是生态产业、绿色产业,又是碳汇产业、
循环产业,对建设生态文明、构建现代化生态经济体系、调整
区域流域产业布局、推动供给侧结构性改革、精准扶贫精准脱
贫、加强国际合作与交流具有重大意义。

1 基 本 概 况BASIC SITUATION
我国是世界上最主要的产竹国,竹类资源、竹林面
积、竹材蓄积量和产量以及竹产品生产和对外贸易均居世
界首位,素有“竹子王国”之誉。目前,我国在竹资源培
育、竹加工技术研发和竹产品创新等方面,整体处于世界
先进水平。

(一)发展现状——最新成果不断涌现
• 人口红利衰减,劳动力成本不断上升,农户采伐和抚育经
营竹林的意愿明显减弱;
• 竹产业的标准体系和金融支撑机制尚不健全;
• 竹资源综合利用水平仍然不高,产品附加值偏低,同质化
严重;
• 产业素质仍然不高,区域发展不平衡,企业规模偏小,经
济效益偏低;
• 国内竹产品市场整体消费氛围尚未形成。

(二)存在的问题
(一)发展目标
• 到2020年,竹产业总产值达到3000亿元以上,带动就业人
数1000万人以上;
• 竹区农民竹业收入达到2100元,占农民人均纯收入的20%
以上;
• 力争到2020年竹产业实现跨越式的发展,为实现竹资源大
国向竹产业强国转变奠定基础。

发 展 目 标 和 布 局
全国16个主要产竹省区
规划范围为适宜竹产业发展的福
建、浙江、江西、湖南、四川等16个
省(区、市)的892个县(市、区)。
建设布局以县为单位,根据现有竹林
资源面积的大小,划定为150个重点发
展县和742个一般发展县。

• 竹林基地建设。加大竹林资源培育力度,建立优质、高
效、可持续的竹林资源体系。规划建设竹林基地6000万
亩,其中:新造竹林1500万亩、改造竹林4500万亩。
• 竹苗繁育基地建设。规划在福建、浙江、江西、湖南等
省(区、市),新建竹苗繁育基地410个,改造竹苗繁
育基地240个。

(一)提高资源供给能力,提升竹林质量和效益
• 加快竹产业结构调整。优化竹一、二、三产业结构比
例,推动竹产品结构升级,促进竹产业在更高水平上协
同发展。将“稳步发展第一产业,优化第二产业结构,
快速发展第三产业”作为竹产业结构调整的中心任务。

(二)加快转型升级,促进竹产业提质增效
• 发展特色竹产业集聚地。培育扶持一批特色鲜明、竞
争力显著、示范作用和辐射能力强的竹产业集群和集
聚地,提升区域经济规模效益。

(二)加快转型升级,促进竹产业提质增效
• 建设竹产业示范园区。培育一批国家级竹产业示范园区,
以示范园区为载体,集合各类要素,吸引社会资本,培育
知名品牌。
• 扶持竹产业龙头企业。培育一批竹产业龙头企业,发挥辐
射带动作用。开展竹类相关的国家林业重点龙头企业评选
认定工作。

(二)加快转型升级,促进竹产业提质增效
规划新建竹类博物馆3个,
具体为竹文化博物馆1个、竹
炭文化博物馆1个、竹工艺品
博物馆1个。鼓励申报竹产品
和竹炭产品原产地地理标志,
举办各类竹文化节。

(三)加强文化建设,丰富竹文化内涵
安吉竹子博物馆,是中国唯一的
一家竹子专业博物馆。
博物馆总占地面积1.2万平方米,建
筑面积3200平方米,作为一个集收
藏、学术研究、教育、旅游休闲于
一体的专题博物馆,收藏丰富。

(三)加强文化建设,丰富竹文化内涵
2017年,国家林业局、
国家发展改革委、科技部
等11个部门联合印发的
《林业产业发展“十三五”
规划》,将竹产业作为特
色富民产业列入林业产业
发展重点领域。

(一)以规划为引领,以市场为导向,大力支持竹产业发展
截至目前,共评选出浙江永裕竹业股份有限公司、福建
茗匠竹艺科技有限公司、四川天盛竹业有限公司等21家主要
从事竹类经营的重点龙头企业,以及国家安吉竹产业示范园
区、国家桃江楠竹产业示范园区、国家青神竹编产业示范园
区等5个国家级竹产业示范园区。

4 政 策 支 持 SUPPORTIVE POLICY
(一)以规划为引领,以市场为导向,大力支持竹产业发展
2018年,我局印发了《国家储备林建设规划(2018-2035
年)》,将竹类短周期用材林划入长江中下游国家储备林建
设区,纳入浙闽武夷山北部、湘粤赣南岭、苏浙皖赣天目山
等11个国家储备林重点建设工程。
4 政 策 支 持 SUPPORTIVE POLICY
(一)以规划为引领,以市场为导向,大力支持竹产业发展
《“一带一路”建设林业合作规划》,加强竹子栽培利
用和境外竹产业培育基地建设,支持国内企业在泰国、柬
埔寨、老挝等大湄公河次区域经济体开展社区林业企业合
作,创建竹产业示范园区。

(一)以规划为引领,以市场为导向,大力支持竹产业发展
(二)优化竹产业中央财政资金投入机制
发挥中央财政资金引导作用,提高中央财政资金使用
效率,促进竹产业健康持续发展。中央财政通过造林和森
林抚育补助资金,支持新造竹林和对竹林实施抚育。按照
因素法将中央财政资金切块到省,由各地安排落实。另外,
还通过林业科技推广示范补助资金,加大对竹子优良品种
和先进实用技术的支持力度。

2016年国家林业局和财政部印发的《关于运用政府和
社会资本合作模式推进林业生态建设和保护利用的指导意
见》。
2017年国家发展改革委、国家林业局、国家开发银行、
中国农业发展银行联合印发的《关于进一步利用开发性和
政策性金融推进林业生态建设的通知》,明确将竹产业发
展列入主要支持范围和重点实施领域。

(三)创新竹产业金融服务机制
国家发展改革委正在制定的最新《绿色产业指导目
录》,明确将包括竹产业在内的生态环境产业作为绿色
产业发展重点,制定绿色产业政策,作为引导社会资本
投入的主要依据,综合运用财税、价格、金融、投资等
政策手段,促进绿色产业规模不断壮大。

(三)创新竹产业金融服务机制
• 加强竹产业科技创新。以技
术创新为主线,突破产业发
展关键技术;以增强自主创
新能力为目标,建设一批试
验示范基地。

(四)加强竹产业科技支撑
• 推动科技成果转移转化。建立以企业为主体、市场为
导向、“产学研”相结合的竹产业技术创新和科技应
用激励机制,提高竹产业科技成果转移转化率。
• 强化科技人才队伍建设。加大专业技术人才、经营管
理人才、技能人才、农村实用人才的培养力度,构建
人才培养体系。
