2. Initiative Snapshot
Following organizational strategic willing to
ultimate elimination of piracy movements
from Somalia in general, and Punt land in
particular, all input and technical advice is
necessarily welcomed. This exercise also
strongly demands for technical and material
input of resources to successfully attain high
probability of achieving to combat with
Somali youth pirates at both community and
national levels.

With regards to that, strategically, YOAP is not supporting
and giving value to the weak mentality of waiting
external funding from international community, rather it
mostly prefers to mobilize local resource through having
technical consultations with all stakeholders in a
participatory atmosphere. It is also to be noted that
Somali piracy can only be minimized with
empowerment of youth

4. Cont.
Through provision of knowledge and skills for the
secondary purpose of finding employable
opportunities for the youth. It should not always be
taken that it will be eliminated through military
activities. This means, to clearly define the nature
of business and the cause requires to understand
that initially, it was not illegal maritime road-
block, but it is hunger-driven initiative brought by
closure of fishing activities by foreign ships carrying
out illegal fishing activities in Somali coastal areas.

This act forced Somali youth to create alternative
livelihood sources for survival and income generation.
Whereas, the only suitable technique to fighting piracy is
to analyze the underlying causes of the illegal lucrative
business. The other point to ponder is that all of us get
time to thoughtfully understand the piracy, who is to
participate and its negative implications on reputation of
both Somali youth nation, other different community
stratum, government strategies and the whole country as
well.

Stakeholder analysis and Definition
it is rather familiar to every minded person that any member
of Somali people and government dignity will negatively be
affected by this anti-social practice of piracy in terms of
socio-political ,socio-economic, dignity and religious and
cultural values of Somali people. From that point onwards, it
is now clear all of us will be stakeholders and have different
roles and responsibilities to play in all processes and
assignments to lead in both local and global anti-piracy
initiatives.

As a result of stakeholder analysis survey recently carried out
by YOAP has made clear-cut on issue and pointed out
following parts as key stakeholders adding great value and
constructive contribution to YOAP-Led organizational
initiative for make sure organizational targets are strongly
attained and successfully achieved.

-Government and leadership bodies(cabinet of ministries, court councils
and parliamentary council and Government national security agencies)
-Business population
-Women and Children
-Youth Population(Youth students of all levels and youth in work grounds)
-Religious Leaders
-Traditional Elders
-Civil Society
-International Community.
-Stakeholders themselves are also to be categorized into either direct or
indirect beneficiaries

9. Initiative Beneficiaries
Since youth are both victim and cause of piracy, it will be clear
that they can be described as direct(Primary) beneficiaries of
this exercise, while other defined stakeholder
(secondary)segments are all negatively affected by negative
results of youth-led piracy movements and activities.
Based on that, YOAP will only take the leading role in having
close consultations with each segment of above stated
stakeholders, sensitizing communities on risks of the deadly
piracy disease and how it can negatively affect on each piece
of life of Somali people and mobilizing accessible local
resources.

Therefore, any one of us should technically and materially
contribute to the implementation of YOAP’S: Stop the
Piracy Initiative. This means, if YOAP doest not get a
hand of support from other stakeholders, it will not access to
all issues, funds and other necessary issues needing for
serious attention and consideration to move the process
forward to succeed.

11. Purpose of this fundraising
Initiative
The purpose is not YOAP to collect a huge amount of money,
but is for each stakeholder segment to contribute its smallest
and affordable financial amount to be given to implementing
workforce of the exercise in terms of covering their basic
needs of for example expenses consumed by repeated travels
to coastal piracy sites for awareness and community
mobilization activities against risks factored by piracy
practices.
