WOMEMN RESERVATION
WHY IS NEWS
• Recently a political party has raised the demand of bringing
the long –pending women’s reservation bill to parliament
ahead of the monsoon session.
• The Bill was introduced in the Rajay Sabha in may 2008 and
was Referred to a standing committee in2010,it was passed
in the houses and transmitted finally to the Lok Sabha
however, the Bill lapsed with 15th Lok Sabha
KEY POINTS
•ORIGIN
• The original idea for the Bill originated from a constitutional
which was passed back in 1993.
• The constitutional amendment started that a random one
third of village council leader or sarpanch positions in the
Gram panchayat should be reserved for women.
• The women’s Reservation bill was launched as a long term
plan to extend this reservation to Lok Sabha and state
legislative assemblies.
ABOUT THE BILL
• The Bill seats to reserve 33% seats in Lok sabha and all state
legislative assemblies for women.
• Reserved seats may be allotted by rotation to different
constituencies in the state on union territory.
• Reservation of seats for women shall cease to exist 15 years
after the commitment of this amendment Act.
NEED
• According to the global gender gap report on the political
empowerment index by 13.5 percentage points and a decline
in the number of women minister from 23.1% in 2019 to
9.1% in 2021.
• It is acknowledged even by the Government economic
source that women’s representative in Lok Sabha and the
and the legislative assemblies and abysmally low.
• The various source do indicate that women representatives
from Panchayati Raj has have worked commendably in the
development and overall well being of society in village and
many of them would definitely want to work on the large
scale, however, they face various challenges the political
structure prevalent in India.
• challenges : including lack of proper political education, low
financial power of women in society, sexual manifestation
of household work between men and women.

relatives] using women as proxies in PRIs and wielding
the real power is prevalent.
SINGNIFICANCE
• Women’s political empowerment is premised on three
fundamental and non- negotiable principle.
• The equality between women and men.
• Women right to a full development of their Potential.
• Women right to self representation and self- determination.
ISSUES
• It has been argued that it would perpetuate the unequal
status of women sine they would not be perceived to be
competing or merit.
• It is also contended that this policy diverts attention the
large issues of electoral reforms such criminalization of
polities and inner party democracy.
• Rotation reserved constituencies in every election may
reduce the incentive for an map to work for his
constituency as he may be ineligible to seek re- election
from that constituency.
• Some experts have suggested the adoption, Promotion of altern, such
as reservation in p;olitical parties and dual member constituency.
ADVANTAGES
• Provide miore democratic choice to votes.
• Allow mire flexibility to parties to chose candidates and
constituencies depending von local political and social
factors.
• Can nominate women from minor communities in areas
where this will be an electoral advantages.
• Allow flexibility in the number of women in Parliaments.
• Does not decreases the democratic choice to votes.
• Does not discriminate against male candidates.
DISADVANIAGES
• No guarantee that a significant number written would get
elected.
• Political parties may assign women candidates to
constituencies where they are weak.
• Might lead to resentment if a women is accommodated to
the disadvantages of stronger male candiate.
• Sitting member may have to share their political base.
• Women may become secondary person or add-ons.
REASCRUATION FOR WOMEN IN LOPWER
HOUSE
• The bill provided for inserting Article 330A to the
constitution, which borrows from the provisions for
Reservation of seats to SCs /STs in the LOK Sabha.
• The bill provided that reserved seats for women may be
allotted by rotational to different constituencies in states or
union territ.
• In the seats reserved for SCs/SCTs the bill sought to provide
one – third of the seats to be reserved for the women
rotational basis.
RESERVATION FOR WOMEN IN STATE
LEGISLATIVE ASSEMBILES
• The bill introduces Article 332A, which mandates the
reservation of seats for women in every state legislative
assembly, additionally , one third of the seats reserved for
SCs and UT STs must be allocated for women and one – third
of the total seats filled through direct election to the
legislative assemblies shall also be reserved for women.
RESERVATION FOR WOMEN IN
NCT OF DELHI [NEW DELHI IN
239AA ]
• Article 239aa to the constitution grant special states to the
union territory of Delhi as National capital with regards to its
administration and legislative functioning.
• Article 239AA[2] [b] was amended by the bill according to
add that the famed by parliament shall aplly to the national
capital territory of Delhi.
COMMENCEMENT OF
RESERVATION [NEW ARTICLE-
334A]
• The reservation will be effective after the census
conducted after the commencement of this bill has
been published, based on the delimitation will be
undertaken to seats for women
• The reservation will be provided for a period of 15
years , however, it shall continue till such date as
determined by a law made by parliament.
ROTATION OF SEATS
• Seats reserved for women will be rotation after each delimitation, as
determined by a law made by a law mad by a parliament

ADVANTAGES • Provide miore democratic choice to votes. • Allow mire flexibility to parties to chose candidates and constituencies depending von local political and social factors. • Can nominate women from minor communities in areas where this will be an electoral advantages. • Allow flexibility in the number of women in Parliaments. • Does not decreases the democratic choice to votes. • Does not discriminate against male candidates.

DISADVANIAGES • No guarantee that a significant number written would get elected. • Political parties may assign women candidates to constituencies where they are weak. • Might lead to resentment if a women is accommodated to the disadvantages of stronger male candiate. • Sitting member may have to share their political base. • Women may become secondary person or add-ons.

REASCRUATION FOR WOMEN IN LOPWER HOUSE • The bill provided for inserting Article 330A to the constitution, which borrows from the provisions for Reservation of seats to SCs /STs in the LOK Sabha. • The bill provided that reserved seats for women may be allotted by rotational to different constituencies in states or union territ. • In the seats reserved for SCs/SCTs the bill sought to provide one – third of the seats to be reserved for the women rotational basis.

RESERVATION FOR WOMEN IN STATE LEGISLATIVE ASSEMBILES • The bill introduces Article 332A, which mandates the reservation of seats for women in every state legislative assembly, additionally , one third of the seats reserved for SCs and UT STs must be allocated for women and one – third of the total seats filled through direct election to the legislative assemblies shall also be reserved for women.

RESERVATION FOR WOMEN IN NCT OF DELHI [NEW DELHI IN 239AA ] • Article 239aa to the constitution grant special states to the union territory of Delhi as National capital with regards to its administration and legislative functioning. • Article 239AA[2] [b] was amended by the bill according to add that the famed by parliament shall aplly to the national capital territory of Delhi.

COMMENCEMENT OF RESERVATION [NEW ARTICLE- 334A] • The reservation will be effective after the census conducted after the commencement of this bill has been published, based on the delimitation will be undertaken to seats for women • The reservation will be provided for a period of 15 years , however, it shall continue till such date as determined by a law made by parliament.
  • 16. ROTATION OF SEATS • Seats reserved for women will be rotation after each delimitation, as determined by a law made by a law mad by a parliament
