Since its inception in 2006, the “lisforum_orissa” has grown over the years in
terms of members and messages with the support and cooperation of LIS
professionals, friends and well-wishers. On the occasion of 9th Anniversary of the
lisforum_orissa, I congratulate all members for their consistent support and
cooperation over the years. It is a matter of pleasure that in spite of its small size
in terms of members, lisforum_orissa has been able to create its own identity
among the LIS professionals of India.
Every year, on the occasion of anniversary an Annual Issue (online) has been
brought out by the forum on a contemporary problem of Library & Information
Centres. This year the topic for the issue is “Increasing gaps between haves and
have-nots libraries.” It is felt that gaps between various categories of academic
libraries and also between same categories of libraries have increased remarkably
in the sphere of collections, organization, use of ICT based tools, library services
etc. Consequently the academic characters and qualities of students, so also
faculty members vary considerably which indirectly affect the educational and
socio-economic development of a specific area in particular and whole nation in
general. But questions arise, that factors like financial assistance, infrastructure
or use of modern tools and techniques in libraries etc. are the only reasons for
imbalance growth of libraries? Who is responsible for this— the Central/State
government, library authorities or librarians? What is the impact of this
unbalanced growth of libraries; on educational system, quality of faculty members
and students, or also on social, political or economic condition of people? The theme
of present annual issue is an attempt to highlight this important issue of library
and draw attentions/opinions of LIS faculty members, experts, scientists,
professional and students on this in the form of messages, feature articles, short
communications and suggestions /comments.
Conference Report: UNESCO, in partnership with Central Library, Jawaharlal Nehru University (JNU) and the Commonwealth Educational Media Centre for Asia (CEMCA) organised a national Conference on Opening up by Closing the Circle: Strengthening Open Access in India. The event was organised at JNU, New Delhi on 21st October, 2013 to mark the Open Access Week.
The organisers intended to focus on the need to create an enabling environment for open access (OA) in India, promote and upscale existing OA initiatives, and encourage the development of new OA programmes. This was planned to do by ‘closing the circle’ or linking multiple stakeholder groups, viz. researchers, librarians, archivists, publishers, technologists, authors and policymakers, taking into account their concerns and views and providing a platform to advocate for a common cause.

In concert with persistent identifiers for research works (such as DOIs), ORCID makes research more discoverable, reduces time spent entering data by extending interoperability across siloed research information systems, and supports more efficient and accurate analysis and reporting.
Since its launch in October 2012, the ORCID registry has grown steadily and organizations within the publishing, funding, and academic research communities have integrated the ORCID identifier into their workflows. This presentation will provide an overview of ORCID and examples of how organizations are integrating ORCID iDs into their systems. The Modern Language Association is exploring how best to integrate ORCID iDs into the publication process and into its member services. As a member of the University of North Carolina system, East Carolina University researchers are interested in the potential for ORCID profiles to supplement information in the statewide profile system REACH NC. Texas A&M University is one of nine institutions recently selected to participate in an ORCID Adoption and Integration Program (funded by the Sloan Foundation) for their proposal to integrate ORCID iDs into their open-source Vireo ETD management system, the university's institutional repository, and their VIVO profile system.

We feel happy and privileged to host the International Conference on “WHAT’S NEXT IN LIBRARIES?
Trends, Spaces and partnerships during 21-23 January, 2015 at NIT Silchar which is being jointly
organized by NIT Silchar and Mortenson Center for International Library Programs, University of
Illinois at Urbana Campaign, USA.
Keeping pace with the technology and in order to create a vibrant and sustainable library
ecosystem in the new central library which is under construction, NIT Silchar has signed an MOU with
the Mortenson Center for International Library Programs of University of Illinois, USA. The current
conference is the first step towards achieving this target.
The three day conference will be attended by librarians from many countries. The outcome
of the discussions will create a roadmap for setting new trends in libraries and strategies required to
create a flexible and attractive library space and development of partnerships that will advance the
vision of libraries.
NIT Silchar has been successful in creating a remarkable benchmark of excellence in the
field of professional and technical education. I sincerely hope that this conference would prove to be
outstanding one amongst the many conference being conducted regularly at this institute.
I am sure this Conference will provide a significant forum for exchange of ideas and
experience in the areas of LIS and other research areas.

Paula Kaufman is the Interim Director of the Mortenson Center for International
Library Programs and Professor at the University of Illinois at Urbana-Champaign.
Prior to her current appointment she served the institution for 14 years as Juanita J. and Robert E. Simpson
Dean of Libraries and University Librarian. Previous leadership positions include Dean of Libraries at the
University of Tennessee and Acting Vice President and University Librarian at Columbia University, where
she also led the Services group for 6 years. Paula has served on the boards of many professional
organizations, including as president of the Association of Research Libraries and president of the Center
for Research Libraries. She has written and spoken widely on issues of leadership, library value and ROI,
intellectual property, and privacy. She has been recognized with awards from the Association of College
and Research Libraries, the Illinois Library Association, and the University of Illinois.

Susan Schnuer has worked at the Mortenson Center for International Library
Programs for the past twenty-one years and is current the Associate Director. The
Mortenson Center is a unique program located at the University of Illinois in the United States. The Center
offers intensive professional development programs tailored to meet the needs of librarians around the
world. Schnuer has been involved in the development and implementation of professional development
programs for the over 1200 librarians from more than 90 countries. Susan has extensive experience with
leadership programs. Susan has been invited to present at meetings and conferences world-wide on a full
range of library-related topics. She has been actively involved American Library Association (ALA) and the
International Federation of Library Associations and Institutions (IFLA). Susan has received awards from
ALA and from the Library and Information Association of South Africa.

Jeffrey Schrader is the Assistant Dean of Libraries for Facilities at the University of
Illinois at Urbana-Champaign. Previous to becoming Assistant Dean of Libraries he
served 14 years in the University of Illinois Facilities & Services as Associate Director in the Campus
Planning & Construction – Associate Campus Architect. He has been responsible for the planning and
construction management on numerous university athletic, museum, computer science and recreational
facilities. He led the University Library in comprehensive master planning of the Main Library and
Undergraduate Library in a multi-phased ten year plan to re-envision the Main Library and Undergraduate

William Mischo is Head, Grainger Engineering Library Information Center;
Information Systems Research & Development Librarian; and Professor at the University of Illinois at
Urbana Champaign (UIUC) Library. He has been a Principal Investigator on a number of digital library grants
from the National Science Foundation (NSF), including the National Ethics Portal grant, several National
Science Digital Library (NSDL) grants, and the Digital Library Initiative I grant. He has also received an
Institute of Museum and Library Services (IMLS) National Leadership Grant, and several Andrew Mellon
Foundation grants. He was also a co-PI on a Library of Congress NDIIPP program grant. Bill has published
some 70 articles and conference papers in the field of library and information science and has presented at
more than 75 national and international conferences, including at ALA, SLA, the NSDL Annual meeting, the
Internet Librarian International, LITA National, and ASEE annuals. He served on the NSDL Policy
Committee from 2003 to 2006. In 2001, Bill received the Homer I. Bernhardt Distinguished Service Award
from the American Society for Engineering Education Engineering Libraries Division and he was the
recipient of the 2009 Frederick G. Kilgour Award for Research in Library and Information Technology from
the American Library Association and OCLC.

Asis Datta acquired his PhD and DSc degrees in Biochemistry from Calcutta University. After spending
several years in USA (1968-1973) as post-doctoral Research Fellow, Datta started his professional career in
1973 at School of Life Sciences, Jawaharlal Nehru University (JNU), and ascended to the position of
Professor (1978). Datta performed admirably at JNU as Dean, School of Life Sciences (1983-85), Rector
(1993-96) and as Vice-Chancellor (1996-2002). He was awarded DSc (hc) in 2002, 2004 and 2008,
respectively, from the University of Burdwan, Bidhan Chandra Agricultural University and Vidyasagar
University, respectively. He was the first Director of National Institute of Plant Genome Research (NIPGR),
New Delhi. At present, he is Professor of Eminence of NIPGR and also an Emeritus Professor of Jawaharlal
Nehru University.
Academic and Research Achievements: Professor Datta has researched and taught at many internationally
respected institutions. He has been making contributions in basic and applied biochemistry and molecular
16. biology for more than three decades. He has done pioneering work in the field of molecular biology. Datta
is particularly, known for his work on the pathogenic yeast, Candida albicans as a model system, which
opened up the possibility of designing a therapy to combat candidiasis. His research contributions have
been vital in areas of food / nutritional security and use of genetically modified food. His group is known for
the pioneering contributions in molecular biology and identification and manipulation of novel genes
leading to the production of transgenics of high societal value. In fact, his group received US patent for
genes first time in India. Professor Datta and his team linked New Biology with agriculture, medicine,
science, industry and society to make a global partner in biotechnology. Professor Datta has mentored
around 45 PhD students and several trainees.
Other Contributions: As Vice-Chancellor of JNU, Professor Datta created several new schools and centres.
Professor Datta was the Founder Director of National Institute of Plant Genome Research (2002-08). In
addition to professorial assignments, Datta provided leadership in development programmes in education
and in science and technology of enormous importance to India. His relentless effort throughout has
established a vibrant school of research on "structure-function-application" of eukaryotic genes, which led
to the establishment of the National Institute of Plant Genome Research, India's first and only one research
Institute of its kind. Datta was Member of INSA council during 2002-04.
Awards and Honours: Professor Asis Datta received several prestigious awards such as: SS Bhatnagar
Award (1980); Guha Memorial Award (1988); Sir Amulya Rattan Oration Award (1988); First GD Birla Award

Dr K M Baharul Islam has been teaching and researching in the area of Education,
Development, and Planning for more than two decades. Starting his career as a
faculty at NIT Silchar (1994-2002), he served a number of universities abroad and became a Reader at
NCERT, New Delhi in 2002. Between 2007 and 2012 Dr Islam served as the Chairman and CEO of the South
Asian Regional Gateway set up by the Development Gateway (USA). Presently he is the Professor and
Chairperson of Communications area at IIM Kashipur. He also holds the position of Chair at the Center of
Excellence on Public Policy and Government at the institute. He is also the Program Director of The World
Bank funded Green Management project for South Asia.
He holds LLM in Telecom and Information Technology Laws from the University of Strathclyde (UK), MA
(English) from AMU, Aligarh. He did his PhD from the Tezpur University (India) and Post-Doctorate from
Asian Institute of Technology (Bangkok) on new technologies in education. Besides he has also done B.Ed.

and United Kingdom Telecom Academy Fellowship. Two of his past projects in India and Ethiopia have

Ms. Kalpana Dasgupta has a Post Graduate degree in Political Science from
Patna University, India and Master of Science in Library Science from Syracuse
University. Her career as a librarian started in 1965 and she has worked in the
largest libraries in India, serving as Head of the National Library of India. Ms. Dasgupta is presently the
Director of the Central Secretariat Library of the Department of Culture, Government of India, and has also
acted as Director of the Delhi Public Library. She acts as a technical advisor to the government, and is also
consultant to the Prime Minister's Office for its library development. Ms. Dasgupta has served on various
government committees, has written more than 30 professional articles and has authored and edited
several books in the field of library information science. She served as President of the Indian Library
Association (ILA) from 2000-2002 and is currently the library committee chair for the government's
Knowledge Commission.

Prof. Kasturi Datta received Ph.D. degree in Biochemistry from Calcutta University .
After spending several years in USA as Post Doctoral Research Fellow, she returned to India and started her
professional career in 1977 at School of Environmental Sciences, Jawaharlal Nehru University as Assistant
Professor and became Associate Professor in 1985 and Professor in 1993. She became Dean, SES,
Jawaharlal Nehru University. She has been invited by the University to join also as Adjunct Professor in
Special Centre for Molecular Medicine from 2000 onward. After superannuation she continued her activities
in SES JNU as INSA Senior Scientist (2008 -2010) and presently holds the position of DBT Distinguished
Biotechnology Professorship (2010- ). Prof. Datta has initiated research activities in Environmental Biology
division and established a vibrant group working in the area of “cellular signaling”. Twenty five students
have been awarded Ph.D. degree under her guidance and she has one hundred one papers in International
journals in her credit. In addition to professional assignments at JNU, Prof. Datta is actively engaged and
provides leadership in development programmes of enormous importance to India in education, Science
and technology. She is the member of all three National Academies of India and also third world Academy

Mr. Thankavadivel Ramanan is, at present, serving as a Senior Assistant Librarian at

Profiles of Institution
The National Institute of Technology, Silchar (An Institute of National Importance) is one of the premier
national level institutions for technical education in North-East India. The institute was established as a joint
venture between Government of India and Government of Assam as Regional Engineering College, Silchar in
1967 with the objective of imparting quality engineering education, providing cosmopolitan outlook among
students and fostering a spirit of National Integration. This institution has been transformed and upgraded to
National Institute of Technology, Silchar with a Deemed University Status with effect from 28.06.2002. The
institute has subsequently been made into a fully Government funded institution of India with the Institute of
National Importance Status by an Act of Parliament. The institute is situated in a campus which spans across
540 acres of undulating land and lakes surrounded by tea estates and hillocks providing an ideal environment
for studies.
NIT Silchar is a fully residential Institution. At present it offers six undergraduate courses in
Engineering and a number of Post-Graduate courses in civil, mechanical, electrical, electronics &
telecommunication and computer science engineering apart from MSC, MBA & PhD programmes.

The Central Library which is the heart of the Institute was established in 1977. It provides one
of the important academic services to the Institute. It is a well equipped Library, centrally
located with easy access and does provide right impetus for the intellectual growth of the
students, teachers, research scholars & others around. Presently, the Library is a part of the
LTT building & having around 95,000 collections of documents of both print & non print
materials. The new library building is under construction.
The Central Library with its modern collection of knowledge resources and innovative information services
supports a complementary role for students, faculty, and the surrounding community in their intellectual
pursuits. It is a hybrid library with the state-of-the-art technological applications. The Library holds
knowledge resources predominantly related to Science and Technology, Social Sc & other allied subjects.
The Library is now fully computerized with an integrated system connected to the Campus Network
providing e-resource facility to the institutional community. The entire Library collection including the CD-
ROM databases and the online databases are made available through Institute’s network. Users can access
the online databases through Institute’s network. Library collection can also be searched through Web
OPAC.
The Library offers a range of information services to support the learning process set to the highest
professional standards. The Library is holding membership of DELNET New Delhi; ACL (American Centre
Library) Kolkata and British Council Library Kolkata for inter library loan. National Institute of Technology
Silchar Library is an active member of INDEST Consortium through which online full text journals can be
accessed.

READ India is a non-profit organization working in India since 2007. It has affiliation
with READ Global based in San Francisco. READ believes that empowering rural
communities is critical for alleviating global poverty. READ Centers are the vehicles
for social and economic transformation.
Our core objectives are: (i) to help establish Community Library and Resource Centers (READ
Centers) to provide a platform for local socio-economic initiatives; and (ii) to build the local capacity of
communities to develop and manage community-development initiatives.

To date, READ India has set up 14 Centers and 18 sustaining enterprises in Delhi, Haryana, Karnataka,
Maharashtra, Manipur, Rajasthan, Uttar Pradesh and West Bengal, impacting nearly 100,000 people. Within
the next two years, we plan to establish five to seven new Centers in States in which we currently operate.
A READ Center includes:
A library with 3,000 - 5,000 books, magazines, and newspapers in local languages and English.
An information communications technology (ICT) section with computers, Internet access (where
available), and computer skills training.
A women’s empowerment section that provides specialized educational materials and a safe space
for women and girls.
A children’s section with age-appropriate reading materials, games, and toys. A multimedia section
with TV, DVD player, phone, fax, and copier. A training and meeting hall to conduct educational programs.
Training Programmes: READ partners with organizations and local governments to provide trainings
that address the most pressing needs of rural communities in Education, Economic Empowerment,
Technology and Women Empowerment.
Sustaining Enterprises: With each READ Center, we also seed a for-profit "sustaining enterprise,” a
small business that creates local jobs and generates profit to support the ongoing costs of the Center, from
new books, to electricity, to training programs.
Community Ownership: Community ownership and management is critical to the success of our
model and instilled in every step over a period of five years. Communities approach READ to create a new
Center. We ask for a community co-investment of at least 10-15% – through a donation of land, a building to

Indian Institute of Management Kashipur is set up by Ministry of Human Resource
Development, Government of India and belongs to elite leagues of top management schools
called IIMs in India. It has been set up with the objective of imparting quality management
education in all sectors including government ministries, department and agencies in India
and from abroad while sensitizing the participants towards the needs of the society. The
institute offers its flagship two-year Post Graduate Program in Management (PGPM). The

TRIBHUVAN UNIVERSITY NEPAL
Tribhuvan University (TU) is the first national institution of higher education in Nepal. It was established in
1959 A.D. The Central Administrative Office and the Central Campus of the university are
located on the north eastern facade of Kirtipur, an ancient and small town located five
kilometers away from Kathmandu city centre. There are 38 central departments and 4
research centres in TU, and out of them 31 departments and 3 research centres are located at
Kirtipur. The university at Kirtipur is spread over an area of 154.77 hectares (3042-5-2
ropanis).
After the second democratic movement of 2006, the Prime Minister of Nepal is the ceremonial chief, the
Chancellor of the University, whereas the Minister of Education is the Pro-Chancellor. The Vice Chancellor is
the Chief Executive of the university. He is assisted by the Rector in academic programmes and the Registrar
in financial management and general administration.
Tribhuvan University is a non-profit making autonomous institution funded by the Government of Nepal. On
January 8, 2013, the government of Nepal has principally agreed to declare Tribhuvan University as the

Public Library Ilija M. Petrovic was founded in 1847 as a reading room and it is one of the
oldest cultural institution in Serbia. From 1995 it is the county library for Branicevo
District. It’s holding consist of almost 120 000 items. Free Access to Books contains current
titles from the most recent of literary publications, as well as books from all areas of
human knowledge, science and popular literature.
The organizational structure of the Library consists of different departments where jobs are divided into the
different areas of expertise. The Library has electronic Cobbis catalogues, for fast and complete searching
and reviewing as well as browsing.
The Library collects, preserves, organizes and makes dissemination of knowledge and information
and provide different kind of services. We may say that Library in Pozarevac became a bridge which allows
citizens to be adequately informed and have quick access to knowledge.
The visibility and image of a library in the community is also showcased by the cultural events it organizes, so
the rich cultural program of the Public Library Pozarevac includes prominent authors and intellectuals from all
areas of culture and social life. We present our library, with good reason, as a venue characterized by the
endless possibilities to promote various cultural and social values.
INDIA EDUCATION DIARY
It was founded by three young journalists and social entrepreneurs Mr. Rashmi
Ranjan Parida, Ms. Prachee Naik and Mr. R.K. Parida on 11 November 2007.
Subsequently designer Mohammad Sarfaraj, Abhinab Jain have volunteered to work
for www.indiaeducationdiary.in to strengthen our campaign for inclusive

The Special Libraries Association is one of the largest professional non- profit
associations with 11,000 members in 83 countries with 58 chapters and 25 divisions.
The Asian chapter of SLA is one of the fastest growing chapters, with members from

Indonesia, Laos, Macau, Malaysia, Myanmar, Mongolia, Nepal, Pakistan, Philippines, Singapore, South Korea,
Sri Lanka, Taiwan, Thailand, Vietnam, Australia, UK, and USA.
The Asian chapter encourages members’ suggestions to further the development of the chapter. We
are already one of the current dynamic model chapters of the SLA, and have gained international attention,

ASSAM UNIVERSITY, SILCHAR
Assam University came into existence through Assam (Central) University Act,
1989(Established under an Act of Parliament). It was established in 1994, since then the

RABINDRA CENTRAL LIBRARY, ASSAM UNIVERSITY:
Assam University Library was started with the establishment of the University in the year 1994 as a central
facility for meeting the information requirements of the academic community of the University.
The Central Library of Assam University was shifted to its new permanent Central Library-cum-
Computer Centre building in January 2006 and renamed as RABINDRA LIBRARY.
The new building has a total plinth area of 38,700 sq.ft. The basement contains 14, 500 sq feet
accommodating the back volumes of the journals. The first floor accommodating stack room for humanities
and social science, Science & Technology, Periodical section and major sections – Circulation counter,
Security counter, staff room, etc. ( 14,200 sq ft ) and first floor is accommodating Reference section and
Conference Room (10,000 sq ft).
The main function of Library includes collection and development of knowledge resources, technical
processing, organization, retrieval and dissemination of information to the end users including the academic
community of Barak Valley in particular and the entire North Eastern Region in general.
Library is having a skilled team of Professional and Semi professional staff having expertise in
different areas of library. The library resources are being served to the users using Web2.0 techniques and
WebOPAC is being personalised which gives access to the library resources from the users’ desktop within the
campus as well as outside the campus. The WebOPAC has been customised as per University needs and is
Users’ friendly.
The Circulation of the Books has been started using the Open Source library management software
KOHA giving the users a hassle free service. Users are getting prompts in their e-mail accounts for the
documents issued/returned.

The National Institute of Technology, Silchar (An Institute of National Importance) is one of the premier
national level institutions for technical education in North East India. Government of India as a joint venture
with Government of Assam established Regional Engineering College, Silchar in 1967 with the objective of
imparting quality-engineering education, providing cosmopolitan outlook among students and development
of National Integrity. This institution has been transformed and upgraded to National Institute of Technology,

The Central Library which is the heart of the Institute was established in 1977. It provides one of the
important academic services to the Institute. It is a well equipped Library, centrally located with easy access
and does provide right impetus for the intellectual growth of the students, teachers, research scholars &
others around. Presently the Library is a part of the LTT building with 997 Sq. mt. floor area & having more
than 90,000 collections of documents. The new building is under construction.
The National Institute of Technology Silchar Library with its modern collection of knowledge
resources and innovative information services fills an essential role for students, faculty, and the surrounding
community in their intellectual pursuits. It is a hybrid library with the state-of-the-art technological
applications. The Library holds knowledge resources predominantly related to Science and Technology,
Social Sc & other allied subjects. The Library is now fully computerized with an integrated system
connected to the Campus Network providing e-resource facility to the institute community. The entire
Library collection including the CD-ROM databases and the online databases are made available through
Institute’s network. Users can access the online databases through Institute’s network. On-line Public
Access Catalogue facility is available at the ground Floor of the Library. OPAC can also be accessed

Facilities Available for the Borrowers:
Checking out the Documents: Registered Library members are allowed to check out Library
documents as per their entitlement mentioned above. Reference Books, CDs, Video Cassettes, Bound
volumes etc are not issued normally to the students.
Renewals: Books issued to members can be renewed unless they are reserved by someone else.
Members need to bring the books to the Library for getting them re-issued.
Return of documents: Documents checked out from the Library should be returned at the circulation
desk, during its working hours, i.e. 9.00 PM to 5.30 PM on any working day.
Reserving the documents: A library user can reserve a book currently out on loan by requesting staff
at the Circulation Counter. Notifications for availability of reserved books will be notified through e-mail.
Membership Renewals: The membership card shall remain valid for the period indicated on ID Card.
The students, faculty and staff members can get their membership card renewed in July/August, June and
December respectively on surrendering all borrowers’ cards issued to them and after settling all other dues.
Faculty, staff and students members are being switched over to bar-code based circulation system.
Loss of Membership Cards: The loss of membership card should be reported in written to the
Librarian immediately. Duplicate membership card can be issued after paying the penalty fee of Rs. 100.00
and after validity of his lost membership card expires. Borrowers shall be responsible for any loss or misuse of
their membership card.
Loss of books: The borrower is required either to replace the books with a recent edition, if available
or pay its cost in double.

Admission to the Library: All members are required to deposit their personal belonging at the property
counter at their own risk. The library is not responsible for any loss or damage to the same. Taking a briefcase
or bag inside the library is strictly forbidden. Users should let the security; check their personal belongings,
like books, files, etc. before they leave the library premises.

Care of Library Materials: Library resources such as books, journals, and electronic materials, etc. are costly
and are often rare. They are for the benefit of not only the present but also for the future members of the
library. Therefore, one should not write upon, damage, turn down the leaves or mark on any library materials.
Tracing or copying of any is prohibited by copy right policy and users shall be solely responsible for any
violations. Before leaving the issue counter, member should satisfy themselves as to whether the library
material lent to them is in sound condition. If not , they should immediately bring the matter to the
knowledge of the library staff at the issue counter; otherwise, they are liable to be held responsible for
replacing the material or paying such compensation as fixed by the librarian.
Clearance Certificate: Borrower’s membership card being the library property must be returned to the library
at the end of the period of issue. All those who leave the institute must surrender their membership card to
the library, and obtain a "Clearance" certificate from the librarian, in order to ensure that they owe no dues to
the library including any overdue charges.
General Instructions:
Every member of the library must be prepared to identify himself/herself when requested to do so.
Outwears, brief cases, handbags, files, umbrellas and similar items should be deposited at the check point
before entering the library.
Use of mobile phones inside the library is strictly prohibited. Smoking is prohibited in and around the
library. No refreshments or foodstuff of any kind shall be consumed anywhere inside the library.
Silence must be observed in the Library
Keeping in mind that the library is a place of individual study and research, members should maintain an
atmosphere of dignity, peace and silence within the library premises.
All books and journals must be returned on before the due date.
Books will be reserved if there are no reservations.
Documents must be returned in time to make them available for use by others. Overdue library
materials, other than the Reserve/Reference Documents incur a fine of Rs.10.00 per day, the
Reserve/Reference Documents incur a fine of 50 paisa per hour or more. Until the dues are cleared the
borrowing facilities will be withheld. Borrowing entitlement may be reduced if a member is observed
returning document/s late on more than three occasions. The Librarian can recall any issued document
any time
A misplaced book is temporarily lost. To avoid misplacement; books taken from the open shelves should
be left on the nearest table/trolley. Library materials should be handled with utmost care. Nobody should
write, damage and make any mark on any kind of library materials. Materials damaged, defected or lost
must be replaced; otherwise the cost will be realized from the borrower.
Members should keep the library informed of any change of address during the period of their
membership.
Members should return all materials borrowed from the library before proceeding on any kind of long
leave.
Members should not sub lend the materials borrowed from the library.
Materials that are issued should be produced for the security to check.
Suggestions for purchasing books and other materials and improving the library services are welcome.
The librarian has the power to cancel the tickets and refuse admission to anyone who violates the rules
and regulations of the library or indulges in any other type of misconduct.

A need-based collection of knowledge resources is being developed in lines with the objectives and activities
of the Institute in mind. Resources include books, journals, audio-visual materials, CD-ROMs, e-journals, and
online databases.
Books: The Library has a highly selective collection of over 90,000 books in the area of Science & Technology,
management and related subjects. Besides, there are also many new technical and reference books available
in electronic form.
Journals: The Library subscribes 94 print journals specific to the academic and research needs of the
academic community in addition to free journals. Besides, there are about 22 databases and 13 e-journals
available in full-text subscribed by the library. The Library has a collection of 4771 bound volumes journals.
Videos: Educational videos from IIT Delhi & IIT Kharagpur are available for consultation in the library.
CD-ROMs: The Library has 3726 CDs/DVDs on Books, statistical data, encyclopedias, dictionaries;
most of the CDs are mounted on the Digital Library server and can be accessed through the Institute’s
network.
Reports: The library has a separate collection of various reports, conference proceedings, ISTE-STTP
proceedings, dissertations and reports of various Institutes/Firms.
North East Collection: The library has established a separate collection of books pertaining to North
East India. These collection portray their History, Culture, Economy, Geography, Ecology and about their
Society.
Standards Collection: The library has got a separate collection of standards and special publications
published by Bureau of Indian Standards & Indian Road Congress. The standards are kept in a separate
number - wise with sequence.
Career and Counseling Collection: The library has established a separate collection of books
pertaining to Career and Counseling. These collections include GRE, GMAT, TOFFEL & books related to
counseling etc.
Miscellaneous Collection: The library has miscellaneous collections comprising of
Institutes examinations old question papers, competitive books, Hindi, Bengali and English literature books
etc.
News Paper Clipping Collection: The library has opened up the News Paper Clipping collections
comprising of publication about North East India in papers, Magazine and Govt. publication etc.
Electronic Library: Emphasis is given to develop a model electronic library with the state-of-the-art
technological applications. The electronic library has online databases, CD-ROM databases, e-journals and e-
books. It provides a single window access to all electronic resources and is accessible through the Institute's

Digital Library & E-Learning Initiative At Nit Silchar: National Institute of Technology, Silchar, Assam has

E- Resource under Open Access:
Open access is a publication model wherein neither a reader nor the reader's institutions are charged for
access to articles or other resources. Users are free to read, download, copy, distribute, print, search, or link
to the full texts of these articles. The INDEST - AICTE Consortium encourages open access through
institutional repositories in its member institutions. The E- Resources incorporates the following:

Library users can access e- resources though library link with other institutes’ at the national, international
and through other Library Networks.
Library Service:
Web OPAC (Search Library Catalogue): The entire Library collection including books, journals, etc.
can be searched through the web enabled Online Public Access Catalogue (OPAC). Users can access the
OPAC to find out the real-time availability of library materials from their own computer terminals. Faculty
and students can reserve items, which are on loan.
Lending service: Lending service is available to faculty, students, administrative, research and other
staff members of NITS community.
Book Bank: Book Bank books are issued to the students of the college for full duration of a semester
at a time. Preference is given to SC & ST students and low income group and maximum of five books are
given to each students depending upon the availability.
Proactive Information Services: Library provides specific information services such as alert on
upcoming conferences, CAS, SDI, etc. to the academic community.
Reference and Research Services: The Reference Section provides needed information with regard
to index/bibliographic/abstracting etc services to the members of library on demand. Reference books like
dictionaries encyclopedias, handbooks, manuals etc. and bound volume of back issues of journals stand
arranged subject wise in the manner stated above in a separate shelf. Library personnel on duty help the
members to locate any information out of the library resources. In addition to that Library has procured the
Proquest Dissertation and theses and Turn –it-in anti plagiarism software for effective help in R & D
practice.
Reprographic service: Facility for photocopy of the document/s available in the library may be
provided on payment basis subject to copyright restrictions.
News paper, Magazine and journals Service: Central Library subscribes newspapers, 156 no’s of
magazine and journals on different topics.
Videos: Educational videos from IIT Delhi & IIT Kharagpur are available for consultation in the library.
For video viewing facility is available on all working days.
Online Public Access Catalogue: Central Library has fully computerized catalogue search facility
available to users through intranet. One can search a book by author, title or subject. In case of any difficulty
library personnel may be contacted for assistance.
Books Requisition Procedure : As and when the central library receives the requisition of books in
the prescribed format (form available at the end of webpage), duly signed and forwarded by the HOD’s, the
duplicacy of their title is checked. The book is pleased order after the approval of Director.
Journals Requisition Procedure: The librarian sends a request to all faculties / HOD’s of the Institute
for the requisition of journals in the coming year along with a list of journals currently subscribed in the
Central Library.
External Membership Services: External members from business/industrial and government setups
as well as from the academics are granted membership under certain specified conditions.

Information services: Most of the information services are available through the Digital Library
accessible through the Institute’s LAN. Other major services include inter-library loan, book exhibitions and
reference services.
Other Activities: NITS Library is actively engaged in organizing workshops, seminars & consulting
activities.
Library Sections:
The Library has been divided into different sections for its smooth functioning:
Circulation Section: Issue and return of books is handled with the help of computers. In this Section
located on the First Floor, readers can get themselves enrolled as member of the Library. The timings of
issue and return of books are 9 a.m. to 5.30 p.m. on weekdays.
Book Bank Section: Book Books are issued predominantly to the SC & ST students for the whole
semester. The timings of issue and return of books are 9 a.m. to 5.30 p.m. on weekdays.
Reference and Readers' Advisory Service: One is welcome to avail this service at the Reference Desk on
the second Floor Reading Hall of the Library. This service is available for all the 11 hours the Library
remains open.
Acquisition Section: Located on the first floor of the Library, this Section acquires books and other
reading material selected by the Library staff as well as recommended by the Chairpersons of various
Departments.
Periodicals Section: The Library subscribes to about 156 journals, magazines and newspapers. The
Periodicals Section located on the Ground Floor of the Library, makes available these current sources of
information. The opening hours of the Section are 9 a.m. to 5.30 p.m.
Technical Section: Before the reading material is made available for use on the stacks, it is technically
processed in this Section, located on the First Floor of the Library.
Computer Section: This section is located on the Ground Floor of the Library. The section houses the main
server, the CD server, Multimedia system, scanners and printers. It manages the working of the entire
Computer System of the Library.
Infrastructure facilities:
Library has a Techfocuz library server, which can host more than 2500 CDs to host the Digital Library. There
are three computers kept inside the library to facilitate information accessing by users. Library is having TV,
VCP, Scanner, 2 no.s HP LaserJet Printer, Canon Image Runner printer/scanner/fax , 10 No of PCs, HP laptop,
E-Learning Software with LRs, Multimedia Projector with Documentation Camera, ID Card Printer (Data
Card CD 8001D), Photo capturing camera, digital signature pad and pen and UPS etc. Library is using Libsys-
integrated library management software for automating various functions in the Library like book
procurement, circulation. Library is using RFID technology for book security purpose.
