This is an approach to government that is
committed to creating systems, founded in justice
and peace, that protects individuals’ human right
and civil liberties. Governance requires that all
groups, particularly those most vulnerable have
direct representative access to the systems of
government.

process by which decisions are carried out or not carried out.
Governance may be good or bad depending on what is
happening in a country. It involves the establishment of
policies and continuous monitoring of its proper
implementation by the members of the governing body of an
organization/ country.

Citizens’ opportunity to participate in their government is
required for good governance. Participation may be direct
through institutions or duly elected representatives. Through
active participation, citizens are kept informed and given a
say in the direction of the economy. Citizens may able to
enjoy freedom of association and expression and live in an
organized society.

Government officials should follow rules and regulations in
making and enforcing decisions and do so openly.
Information should be made available and accessible to
those who will be affected by such decisions. When
Government is enforcing laws, there must be the use of a
medium that is understood and accessible to all citizens in
the country.

Efficiency
Governance means efficiency and good sense
in order to produce the results that meet the
needs of citizens, while making the greatest use
of resources at their disposal. The Sustainable
use of natural resources is necessary, as is the
protection of the environment, together with the
best possible use of human resources.

The Prime Minister, Ministers and
government officials should report
to the people, either in the
legislature or via another media, on
actions or decisions that will affect
them and be willing to be criticized
for them if necessary.

The Judiciary should be free of political influence so
that judges can uphold the constitution and administer
justice impartially by deciding cases only on the facts
and the law. An independent judiciary guarantees the
rule of law and it should be supported by an
incorruptible police force to enforce the law.

Government decisions and
policies must be geared
towards meeting the need of
citizens. An efficient civil
service is necessary to
implement government’s
policies in a timely manner, and
to deliver services impartially
and efficiently.
11. The role of citizens in ensuring good
governance
Citizens can help to promote good governance by monitoring the actions of
Government and voicing their disapproval or taking lawful protest action
when necessary.
Citizens may cooperate with the government by paying taxes on time,
obeying the laws and assisting the police in maintaining law and order.
Citizens’ participation in elections helps to ensure the inefficient or corrupt
governments are voted out of office.
12. The role of the opposition in ensuring Good
Governance.
It speaks out against any tendency towards autocratic rule
by the government.
It holds the government accountable by publicizing
examples of bad government. It appoints a shadow cabinet
whose members monitor the work of particular ministries
and their ministers.
It ensures that the minority’s concerns are taken into
account by raising their concerns and grievances in debates
