steP 20: Perform fInAncIAl AnAlysIs
The twentieth step in the corporate planning process—the third step in the capital budgeting
stage—is for the budget committee or the chief financial officer (CFO) to perform financial
analyses on the requests. Before Medicare stopped reimbursing capital at cost, few healthcare
organizations performed any significant financial analyses on equipment because in the risk-
free environment of cost-based reimbursement, healthcare organizations and their lenders were
guaranteed a return on capital expenditures regardless of whether they used the equipment. In a
1973 study of large hospitals, only 8 percent of the hospitals calculated the net present value of
a capital expenditure before purchasing it (William and Rakich 1973). Some hospitals had two
of everything in case the first broke (they preferred capital expense to labor and repair expenses).
As the Medicare reimbursement for capital costs was folded into the DRG formula
during the 1990s as a result of the OBRA of 1990, healthcare organizations found them-
selves competing with other industries for limited capital funds. Healthcare organizations
no longer had cost-based reimbursement to put up as collateral, and as a result, lending
institutions required financial analyses to ensure that the capital expenditure would generate
sufficient revenue to repay the loan. As a result, net present value and return on investment
calculations are completed on most capital expenditures today.
This section defines and explains how to calculate several analyses that are used to
measure the benefit-to-cost ratio. In theory, these analyses are benefit-cost analyses, which are
based on the Pareto optimality, or a condition in which changes occur only if they improve the
benefits more than they increase the costs. In benefit-

What is it?
A SWOT analysis is one of several business planning tools that an organisation can use to examine its state of health and investigate business opportunities by itemising its strengths, weaknesses, opportunities and threats (SWOT). It can also be used on a personal basis in a variety of career applications.
Why is it important?
Whether you're mulling over a major career change or have your sights set on becoming an HR director in a top five legal firm, carrying out a SWOT analysis will give an in-depth focus on areas that need attention as well as provide a footing for a personal development or career action plan.
If you're in the position of having several job offers it could also help determine which organisation offers the most prospects and fits with your way of working. In a wider departmental context, a SWOT analysis could be used to help improve performance, or evaluate the potential outcome of a new initiative.
Even if you think that your career is progressing as intended, carrying out the exercise could prevent you from resting on your laurels.
Where do I start?
Every aspect of a SWOT analysis needs to be approached methodically. Think about your reasons for carrying out the analysis and what you hope to achieve. Then with headings for each category drawn up in a table divided into factors that you can control (strengths, weaknesses) and those you can't (opportunities, threats), set to work on your list. The following are just a few of a wide range of considerations you'll need to take into account when conducting a personal SWOT exercise.
Strengths
Determining your skills, experience and capabilities is probably the most straightforward part of this exercise. List tasks you are good at and enjoy doing as this will form the basis from which to build competitive advantage. What skills do you have that employers want? Work experience, qualifications and training, and transferable skills will figure largely here. Personal development programmes (PDPs) and performance reviews can be effective in tracing new skills that you've obtained. Consider your working relationships — good relationships with your manager or colleagues are a plus.
Remember that what may be seen as a strength in one organisation could be a weakness in another. Aspects of your private life such as solid, stable family situation, ability to relocate, financial security and good health will also come into play.
Weaknesses
Because of their career-limiting potential, you need to be brutally honest and entirely objective in any assessment of your downsides. A sketchy and intermittent career path, for instance, will require plausible and convincing explanations, while financial insecurity could place a huge emphasis on the need to increase your salary. Also, try to do this part of the exercise from the perspective of how others see you — ideally .

Those people who are familiar with our work know that we write quite a lot about the pace of change in our global business environment. It is continual, it is unrelenting, and it appears to be accelerating.
We cannot slow the pace of change, so do we give up? Throw our hands up and succumb to the tidal wave of knowledge that we are adrift and rudderless? And if not, what can we do to make our people and our organizations more resilient in the face of this ongoing pressure?

It turns out that there are definitely steps that a manager can take to influence the resilience of both the organization and the individual.

effrey R. Immelt, chairman and CEO of General Electric Company, recently
announced the extraordinary goal of boosting GE’s organic growth rate
from 5% a year to 8% — a 60% increase for a company that is already the ninth
largest (by revenue) in the world. As part of the strategy for reaching this ambi-
tious target, Immelt has encouraged many of GE’s divisions to apply a simple
customer-relationship metric known as “net-promoter score.”1 The ideas
behind NPS, which have been around for a couple of years,2 are simple. A com-
pany asks its customers just one question — “How likely is it that you would
recommend us to a friend or colleague?” — and then scores the results on a
zero-to-10 scale with 10 representing “extremely likely” and zero representing
“not at all likely.” Customer responses tend to cluster in three groups, each of
which is associated with a set of behaviors. One group is made up of customers
who give the company a nine or 10 rating. They are known as “promoters”
because they behave almost as if they were adjuncts to the organization’s sales
force. They report by far the highest repurchase rates, account for more than
80% of referrals and are the source of most of a company’s positive word-of-
mouth. A second segment rates the company seven or eight and might be
dubbed the “passively satisfied” or passives. Their repurchase and referral rates
are considerably lower than those of promoters, often by 50% or more. Finally,
those who give a company ratings from zero to six are known as “detractors.”
Detractors are the least likely to repurchase or refer, and they account for more
than 80% of negative word-of-mouth. A company’s NPS is simply the percent-
age of promoters minus the percentage of detractors, a metric that turns out to
correlate well with increases in a company’s growth rate.
New studies show that NPS is correlated with growth rates in most compet-
itive industry. Researchers from Bain & Company have found that, on average,
a 12-point increase in NPS corresponds to a doubling of a company’s growth
rate, though the variation from one industry to another is substantial. More
recently, a careful study of four U.K. industries by researchers associated with
the London School of Economics and The Listening Company found that a
seven-point increase in NPS correlated on average with a one percentage point
increase in growth rate.3 To be sure, whether the correlations imply causality is

effrey R. Immelt, chairman and CEO of General Electric Company, recently
announced the extraordinary goal of boosting GE’s organic growth rate
from 5% a year to 8% — a 60% increase for a company that is already the ninth
largest (by revenue) in the world. As part of the strategy for reaching this ambi-
tious target, Immelt has encouraged many of GE’s divisions to apply a simple
customer-relationship metric known as “net-promoter score.”1 The ideas
behind NPS, which have been around for a couple of years,2 are simple. A com-
pany asks its customers just one question — “How likely is it that you would
recommend us to a friend or colleague?” — and then scores the results on a
zero-to-10 scale with 10 representing “extremely likely” and zero representing
“not at all likely.” Customer responses tend to cluster in three groups, each of
which is associated with a set of behaviors. One group is made up of customers
who give the company a nine or 10 rating. They are known as “promoters”
because they behave almost as if they were adjuncts to the organization’s sales
force. They report by far the highest repurchase rates, account for more than
80% of referrals and are the source of most of a company’s positive word-of-
mouth. A second segment rates the company seven or eight and might be
dubbed the “passively satisfied” or passives. Their repurchase and referral rates
are considerably lower than those of promoters, often by 50% or more. Finally,
those who give a company ratings from zero to six are known as “detractors.”
Detractors are the least likely to repurchase or refer, and they account for more
than 80% of negative word-of-mouth. A company’s NPS is simply the percent-
age of promoters minus the percentage of detractors, a metric that turns out to
correlate well with increases in a company’s growth rate.
New studies show that NPS is correlated with growth rates in most compet-
itive industry. Researchers from Bain & Company have found that, on average,
a 12-point increase in NPS corresponds to a doubling of a company’s growth
rate, though the variation from one industry to another is substantial. More
recently, a careful study of four U.K. industries by researchers associated with
the London School of Economics and The Listening Company found that a
seven-point increase in NPS correlated on average with a one percentage point
increase in growth rate.3 To be sure, whether the correlations imply causality is

Dear Dr. Kornbluth and Mr. Gorenberg,
The US House of Representatives is deeply concerned by ongoing and pervasive acts of antisemitic
harassment and intimidation at the Massachusetts Institute of Technology (MIT). Failing to act decisively to ensure a safe learning environment for all students would be a grave dereliction of your responsibilities as President of MIT and Chair of the MIT Corporation.
This Congress will not stand idly by and allow an environment hostile to Jewish students to persist. The House believes that your institution is in violation of Title VI of the Civil Rights Act, and the inability or
unwillingness to rectify this violation through action requires accountability.
Postsecondary education is a unique opportunity for students to learn and have their ideas and beliefs challenged. However, universities receiving hundreds of millions of federal funds annually have denied
students that opportunity and have been hijacked to become venues for the promotion of terrorism, antisemitic harassment and intimidation, unlawful encampments, and in some cases, assaults and riots.
The House of Representatives will not countenance the use of federal funds to indoctrinate students into hateful, antisemitic, anti-American supporters of terrorism. Investigations into campus antisemitism by the Committee on Education and the Workforce and the Committee on Ways and Means have been expanded into a Congress-wide probe across all relevant jurisdictions to address this national crisis. The undersigned Committees will conduct oversight into the use of federal funds at MIT and its learning environment under authorities granted to each Committee.
• The Committee on Education and the Workforce has been investigating your institution since December 7, 2023. The Committee has broad jurisdiction over postsecondary education, including its compliance with Title VI of the Civil Rights Act, campus safety concerns over disruptions to the learning environment, and the awarding of federal student aid under the Higher Education Act.
• The Committee on Oversight and Accountability is investigating the sources of funding and other support flowing to groups espousing pro-Hamas propaganda and engaged in antisemitic harassment and intimidation of students. The Committee on Oversight and Accountability is the principal oversight committee of the US House of Representatives and has broad authority to investigate “any matter” at “any time” under House Rule X.
• The Committee on Ways and Means has been investigating several universities since November 15, 2023, when the Committee held a hearing entitled From Ivory Towers to Dark Corners: Investigating the Nexus Between Antisemitism, Tax-Exempt Universities, and Terror Financing. The Committee followed the hearing with letters to those institutions on January 10, 202
