Abstract— The toxic effect of oil on a gramineae species – rye S. cereale L. has been studied. When introducing oil into soils it has been found that the soil fraction with the particle size being 0.05-0.45 mm absorbs the oil least of all. Here, the distribution of the estimated polyaromatic hydrocarbons is directly dependent on the portion of the size fractions of the soils under study. During the experiments the oil loss from the soils amounts to ~17 %, which is due to the possible oil decomposition by the plant roots and partial evaporation of oil from the soil surface. With the oil content being 9 %, the young rye shoots are suppressed, but the biomass is quite viable, which is evidenced by IR spectroscopy and morphological indicators. However, chromosome disturbances have been observed as a result of cytogenetic studies of the root system of rye, which are associated, among other things, with the effect of the soil particle agglutination around the root system. This may disturb the chloroplast motionin the cells, giving rise to anomalies in cell structures. Thus, the conducted experiments can indicate that rye can be applied for the phytoremediation of soils polluted by oil spills.

ABSTRACT
Phyllanthus amarus, Picrorrhiza kurroa and Andrographis paniculata have prominent place in the management of liver diseases. Effects of aqueous extracts of Phyllanthus amarus, Picrorrhizha kurroa and ethanolic extracts of Andrographis paniculata on the liver of paracetamol and carbon tetrachloride (CCl4) induced hepatotoxic rats were studied. High levels of liver enzymes, MDA and reduced levels of glutathione were observed in paracetamol and CCl4 induced rats which were significantly reduced after administration of Phyllanthus, Picrorrhiza and Andrographis extracts at the concentration of 250mg/kg b.w. Of the three plants studied in two different experimental models Picrorrhiza kurroa exhibited prominent activity than the other two plants.

The extract at a dose level of 200 and 400mg/kg showed significant antitussive activity which was comparable with that of Codeine phosphate.

RAPPRESENTANO SOLO LO 0,3% DEL MONTE ORE
COMPLESSIVO LAVORATO IN ITALIA
Nel 2015, ultimo dato disponibile, l’incidenza delle ore lavorate con i voucher è stata
pari ad appena lo 0,3 per cento del monte ore complessivo nazionale del lavoro
dipendente. Una percentuale, quella denunciata dall’Ufficio studi della CGIA,
insignificante che ridimensiona, dal punto di vista statistico, la demonizzazione
alimentata in questi mesi nei confronti dei voucher che da qualche anno disciplinano
nel nostro Paese il lavoro occasionale e accessorio.
A fronte di 29 miliardi di ore lavorate nel 2015 da tutti i lavoratori dipendenti
presenti in Italia, si stima che 1,3 milioni di persone circa siano state impiegate con i
voucher per un numero di buoni-lavoro riscossi pari a 88 milioni (*). Rapportando
quest’ultimo importo al dato complessivo delle ore lavorate, emerge che l’incidenza
dell’utilizzo dei voucher sul monte ore complessivo a livello nazionale è pari allo 0,31
per cento: sale allo 0,47 per cento nel Nordest, si allinea al dato medio nazionale nel
Nordovest, scende allo 0,25 per cento nel Centro per attestarsi allo 0,21 per cento nel
Mezzogiorno.

(*) quelli venduti, invece, ammontano a poco più di 115 milioni. Nei primi 9 mesi del 2016, invece, i
voucher venduti hanno registrato un aumento del 34,6 per cento sul 2015. Il computo di quelli
effettivamente riscossi per il 2016 non è ancora disponibile.

E come hanno ricordato nel comunicato congiunto del 28 dicembre scorso l’Istat,
l’Inps e l’Inail, i quasi 88 milioni di voucher riscossi nel 2015 corrispondono a circa
47.000 lavoratori annui (**) e rappresentano solo lo 0,23 per cento del costo del
lavoro presente in Italia (vedi Tab. 1).
“I voucher – afferma il coordinatore dell’Ufficio studi Paolo Zabeo - erano stati
concepiti dal legislatore per far emergere i piccoli lavori in nero. Obbiettivo,
purtroppo, fino a ora non raggiunto. Se in alcuni settori è evidente che c’è stato un
utilizzo del tutto ingiustificato di questo strumento, paradossalmente il fallimento dei
voucher non è ascrivibile al loro abuso, ma, al contrario, per essere stati utilizzati
pochissimo in particolar modo al Sud, dove la disoccupazione è molto elevata e
l’abusivismo e il sommerso hanno dimensioni molto preoccupanti. Eliminarli, quindi,
sarebbe un errore. Vanno, invece, incentivati, limitandone l’utilizzo nei settori ad alto
rischio infortunistico: come l’edilizia, i trasporti, il metalmeccanico e il legno”.
I dati regionali, infatti, ci dicono che l’incidenza delle ore lavorate con i voucher sul
monte ore complessivo è nettamente inferiore alla media nazionale in Calabria (0,13
per cento), in Sicilia (0,12 per cento), nel Lazio e in Campania (entrambe allo 0,11 per
cento). Regioni, queste ultime, che hanno un tasso di disoccupazione che in alcuni
casi supera il 20 per cento e un’incidenza dell’economia sommersa dovuta al lavoro
irregolare sul valore aggiunto regionale pari al doppio del dato medio registrato nel
Nord. Tra le realtà che ne hanno fatto un maggiore utilizzo, invece, segnaliamo il
Friuli Venezia Giulia (0,60 per cento), le Marche (0,58 per cento), la Sardegna (0,49
per cento), l’Emila Romagna (0,47 per cento) e il Veneto (0,46 per cento) (vedi Tab. 2)

(**) importo ottenuto dividendo gli 88 milioni di voucher utilizzati nel 2015 per le 1.879 ore medie
lavorate in un anno da un lavoratore dipendente con un contratto di lavoro full-time. Va ricordato
che nel 2015 gli utilizzatori dei voucher sono state circa 1.300.000.

Il 60,7 per cento dei buoni-lavoro utilizzati nel 2015 (pari a 53,4 milioni di tagliandi su
un totale di 88 milioni di voucher riscossi) sono stati “consumati” dal terziario: in
particolare nel settore degli alberghi-ristorazione (26,6 per cento del totale ),
commercio (12,8 per cento) servizi alle imprese (7,7 per cento), servizi sociali (4,4 per
cento), sanità (3,1 per cento) e trasporti (2,3 per cento).
Nel settore manifatturiero, invece, l’incidenza sul totale delle ore lavorate ha toccato
il 12,4 per cento (pari a 10,8 milioni di voucher riscossi). L’utilizzo più importante è
stato registrato nel comparto metalmeccanico (4 per cento).
Decisamente più contenuto il ricorso ai buoni-lavoro realizzato dalle imprese del
settore delle costruzioni (2,4 per cento del totale pari a 2,1 milioni di voucher) e
dell’agricoltura (1,8 cento del totale pari a 1,5 milioni di buoni). Da non trascurare,
infine, il ricorso ai voucher da parte di artigiani e commercianti senza dipendenti.
Questi lavoratori indipendenti hanno utilizzato 4,8 milioni di buoni-lavoro (pari al 5,5
per cento del totale) (vedi Tab. 3).
“In attesa di conoscere i dati relativi agli effetti registrati dopo l’introduzione della
tracciabilità – dichiara il segretario della CGIA Renato Mason – prima di riformare
questo strumento è indispensabile che la politica adotti un sistema di rilevazione
serio in grado di fotografare correttamente questa realtà. I risultati di questa nostra
analisi sono nettamente in contrasto con le tesi sostenute da molti addetti ai lavori
che vorrebbero eliminare definitivamente i voucher. Posizioni, purtroppo, che si
basano su pregiudizi di carattere ideologico che con la realtà evidenziata dai numeri
hanno poco a che fare”.
Questi 1,3 milioni di lavoratori che nel 2015 sono stati impiegati in piccole attività
occasionali con i voucher a che categorie appartengono ? Secondo i dati Inps-Veneto

Lavoro, il 29 per cento (quasi 400.000) erano lavoratori occupati presso imprese
private del settore non agricolo. Un altro 23 per cento era costituito da ex occupati
(circa 320.000), mentre un 18 per cento (circa 250.000) era composto da persone
percettrici di Aspi, MiniAspi o di Cig. Il 14 per cento era costituito da giovani
(190.000), l’8 per cento, infine, in entrambi i casi sia da pensionati (circa 110.000) sia
da lavoratori domestici/autonomi (sempre circa 111.000).

Il valore nominale di ogni singolo buono o voucher, è pari a 10 euro. Tale valore nominale è comprensivo
della contribuzione a favore della Gestione separata INPS (convenzionalmente stabilita per questa tipologia
lavorativa nell’aliquota del 13%), di quella in favore dell’INAIL (7%) e di una quota pari al 5% per la gestione
del servizio.
C’è differenza tra Voucher venduti e Voucher riscossi (effettivamente utilizzati) dal momento che i Voucher
venduti in un anno possono essere riscossi nell’anno stesso o in un periodo successivo mentre quelli riscossi
in un anno possono essere stati acquistati negli stessi 12 mesi oppure in precedenza.
