Virginia Kramer has over 20 years of experience in IT systems management and business analysis. She currently serves as Chief Information Officer of Community Care, a managed care organization that provides long-term care support to vulnerable populations. In this role, she ensures the organization's technology and systems meet regulatory requirements while supporting business needs. Kramer has a background in graphic design and previously owned an IT consulting firm before moving into management positions in the healthcare and technology industries.

1. Virginia Kramer possesses more than 20 years of experience in IT Systems
Management, business development and analysis, as well as an extensive IT
technical background in system security and networking, business risk and
process analysis.
In her current role Community Care Inc.’s, Chief Information Officer, her
responsibility is to ensure that Community Care’s technology and systems meet
the business and regulatory needs of the organization. Community Care is a
managed care organization funded by CMS and State Medicaid funds. As a
result of the funding sources there are numerous regulatory bodies that
Community Care must comply with these include but are not limited to: HIPAA,
Hi-tech, CMS, OCI (office commissioner of insurance), DHS (State Department
of Health and Social Services). The organization manages care for the frail
elderly, intellectually and developmentally disabled and physically disabled
populations in Wisconsin. Community Care receives a capitated payment to
provider long-term care support and in some instance acute and primary care
support to these populations. There is extensive regulation and budgetary
oversight to the programs increasing the complexity of data reporting and IT
support needs.
Virginia is a graduate of Mount Mary College with a Bachelor’s degree in
Graphic Arts and minor’s in Business Administration and Accounting. Upon
completion of her degree she worked in advertising as a graphic artist for a year
before moving on to start her own business in IT consulting.
For six years Virginia ran her own IT consulting company (Eagle Designs)
providing IT system and database support for small businesses in the financial
sector. While running her own business she was also an adjunct Information
Systems Instructor at Waukesha County Technical College (WCTC). For seven
years she taught in their Advance Technical Certificate for networking program.
Fostering students of all ages interested in careers in IT.
In 1999, Virginia joined Tushaus Computer Services as a Business Technology
Consultant where she assisted customers in preparing for Y2K, strategic
technology planning and process mapping. In this role she worked with mid-size
to enterprise level customers in banking, manufacturing, health care and service
delivery sectors. Her ability to connect to her customers and understand their
business needs allowed her to work closely with her customers and develop solid
plans that would set them up for success.

In 2001, Virginia took on the role of Computer Telephony Manager at Tushaus.
This was a new solution offering for the company and required Virginia to learn
the technology as well as the business application of the technology. She was
able over the next few years to build up this service offering as a recognized
leader in the industry. This work led to increased sales and market share and
significant growth of the support team at Tushaus.
After successfully building and growing the practice at Tushaus Virginia was
recruited to assist another local consulting firm to build their Computer
Telephony practice as well as building a security risk practice. In addition to
building new service offerings for the organization Virginia was providing
consulting services around risk mitigation and process improvement leveraging
principle of lean process fundamentals. She worked with small, medium and
enterprise customers to build risk strategies and to align business processes for
efficiency. Virginia studied regulation requirements for many business sectors
including but not limited to manufacturing, healthcare, financial, Indian Gaming,
police and fire, various service industries such as legal, marketing and food
service. As a result she became proficient at accessing organizations for both
technical and business risk and could provide customers with prioritized action
and risk plans to better position their organizations.
In 2009, tired of consulting and the hours of traveling Virginia joined Community
Care. She started as the Information Systems Manager. Excited about getting
back to her roots systems management she eagerly dived in. Working with CCI
system team she was able to implement technology standards and improve
service levels and system throughput in her first year. In 2010 when the existing
CIO left Virginia was asked by management if she would assume the role which
she has been doing since then.
As the CIO at Community Care, Virginia is responsible for oversight of the IT
systems and infrastructure, development of custom applications, data
warehouse development and management, medical records and coding and
clinical informatics. Managing the various needs of the organization to afford
growth and sustainability is often a challenge with the various regulatory bodies
which have conflicting requirements. Strategies around data management and
security are critical today and require planning, forethought and direction which
Virginia addresses on a regular basis. A key factor in managing operations is a
keen understanding of the business, business needs and process. In the past
few years Virginia has spent considerable time within the organization looking at
business process and making recommendations for change which have resulted
in better performance and controlled IT spend for new applications and services.
Network security is an ever increasing responsibility requiring not only diligence
at a system level but constant education of staff. This has evolved with changes
in user ID creation, use of various tools to engage and educate staff on security
and password management.
Outside of work Virginia is an avid photography and oil painting artist. This
creativity provides an outlet for the stressful demands of the CIO role. It also
provides perspective and focuses the mind to think broader when looking at a
blank canvas which aids in the everyday role of the CIO.
