3. Look at the current status (quo) and current trends (quo vadis) of the collaborative economy (collaborative economy 1.0, UBER, AIRBNB et al., Uberisation, monoculture, platform capitalism, collaborative economy 3.0 (platform cooperativism et al.), front end vs. back.
Over the past five years that we have been tracking the growing number of ventures in the space, we have seen many succeed beyond even their own expectations and go on to disrupt an entire industry. On the other hand, there is a growing list of start-ups that have made the call to shut their doors, or no longer exist in their original form. Earlier this year we conducted a review of 45 of the more significant collaborative economy start-ups across Europe/UK, Asia-Pacific and the United States, that have either closed down or experienced a potentially fatal setback to understand the common challenges in the space.

This short presentation is concerned with some of the important changes that impact upon cultural heritage in the contemporary world, and is based on the work being undertaken by RICHES – Renewal, Innovation, and Change: Heritage and European Society – a research project funded by the European Commission’s Seventh Framework Programme. The project’s main objective is to reduce the distance between people and culture, recalibrating the relationship between heritage professionals and heritage users in order to maximise cultural creativity and ensure that all of Europe can benefit from the social and economic potential of cultural heritage.
Cultural Heritage is made, held, collected, curated, exhibited, or simply exists in many arenas. In this context, it is possible to speak of the ‘decentring’ of culture and cultural heritage away from institutional structures towards the individual. Undeniably, the nature of the change brought about by the pace and scope of developments in digital technology is unprecedented. With the advent of digitisation and the migration from the analogue to the digital, what demands have arisen in relation to how we understand, collect and make available Europe’s cultural heritage? In what ways is the individual forcing a rethinking of the institution and how can the latter renew and remake themselves? What hierarchies of knowledge, expertise and authority in cultural heritage are being disrupted, transformed or undermined by the digital? Beyond this, the talk will consider how citizens can play a co-creative role in cultural heritage, the significance of identity and ‘belonging’, and the importance of cultural heritage as a force in economic development. Researchers as well as policy makers, funding bodies and managers of cultural heritage institutions and sector professionals are all challenged by these questions as they engage with the transmission and exploitation of cultural heritage. The talk will present evidence and recommendations emerging from the research undertaken and is located within the broad context of debates and discussion about the value, preservation, promotion and future of Europe’s cultural heritage.

However, it is very difficult to realize DAO in real world due to the prematurity of blockchain technology. 오늘 5월 15일 '공유경제 가능성과 성장을 위한 정책 방향' 세미나가 있었습니다.
정말 알찬 내용에 유익한 토론의 기회였습니다. 보다 많은 분들과 공유하고 싶은 세미나였습니다. 페북 중계 못한게 아쉽네요. 기재부 국장님께서도 참석해서 정부의 공유경제에 대한 의지를 보여주셨습니다. 저도 발표를 했지만 구자현 한국개발원 연구원님과 박지순 고대교수님의 발제 내용이 너무 좋아서 많이 배웠습니다. 패널토론도 질문과 의견들 너무 좋았습니다.
오늘 행사는 고려대 미래성장연구소와 한국공유경제협회가 중앙일보 후원으로 열렸습니다.

"출발 늦은 한국 공유경제, 참여 개인 수익 높이면 급성장 가능"
한국이 미국·중국에 비해 공유경제의 출발이 늦었지만, 공유경제 플랫폼에 참여하는 개인이 조합원이 돼 이익을 가져가는 '조합형 공유경제 플랫폼'을 도입하면 추격이 가능하다는 주장이 나왔다.
"블록체인 발달로 조합형 플랫폼 구현 가능"
이 자리에서 주제 발표를 맡은 조산구 공유경제협회장은 "우버 같은 공유경제 플랫폼 업체가 상장을 통해 돈잔치를 벌이는 한 편에선 이 플랫폼에 참여한 드라이버들이 상대적으로 낮은 소득에 시달리는 문제가 생기고 있다"고 지적했다. 그러면서 "한국은 (공유경제에 있어서) 이미 출발이 늦은 만큼 플랫폼에 참여하는 개개인을 주인으로 하는 조합형 모델을 도입하면 급성장 가능성이 있다"며 "블록체인 기술이 발전하면서 플랫폼 조합주의의 구현도 가능해졌고, 이를 적극 활용해야 한다"고 말했다.

구자현 한국개발연구원 연구위원은 책임 있는 혁신을 강조했다. 그는 "공유경제 산업의 상당부분이 자영업, 소상인 등 상대적 취약 계층의 이해와 맞물려 있어 혁신의 과실을 이들과 함께 나눌 방안이 제도 개선때 함께 연구돼야 한다"고 말했다. 박지순 고려대 법학전문대학원 교수는 "공유경제 활성화는 '플랫폼 노동자'라는 새로운 노동 계층을 낳는다"며 "이들의 근로자성을 어느 정도로 인정할지 사회적 합의가 선행돼야 (공유경제 분야에서) 도약이 가능할 것"이라고 말했다.
"공유 경제 활성화 위해 인프라 공유 필요"
이어진 패널 토론에서도 다양한 지적이 나왔다. 김동호 중앙일보 논설위원은 "올들어 시행 중인 규제샌드박스 심사가 신사업에 대한 또 하나의 관문이 되고 있다"며 "신사업에 대해 중국처럼 '선 시행 후 규제'까지는 못하더라도 규제샌드박스 문턱을 더 낮춰야 한다"고 지적했다.
양희동 이화여대 경영학부 교수는 "공유경제가 활성화하려면 물류 같은 인프라 공유가 필요하다"며 "정부가 할 일은 경제 주체들이 신뢰를 바탕으로 인프라를 공유할 토대를 만드는 것"이라고 말했다. 최현경 산업연구원 연구위원은 "공유경제 활성화를 위해 규제완화를 얘기하지만, 산업별로 갖고 있는 문제점이 다르고 해결방안도 다르다"며 "산업별 해법을 찾기 위한 작업이 필요하다"고 말했다.
토론에 참석한 한훈 기획재정부 정책조정국장은 "정부는 국민편익, 관련산업 발전, 기존 종사자 이익 보호라는 세 가지 기조를 바탕으로 공유경제 활성화 문제에 접근하고 있다"고 말했다.

블록체인과 AI 및 5G와 같은 혁신기술로 공유경제는 날로 진화 중이다.
공유경제는 우리가 접한 많은 사회적 현안을 풀 수 있는 해법이자 미래를 향한 길이다.
이러한 공유경제를 우리는 어떻게 이해하고 어떤 전략으로 어떻게 추진해야할 것인가?
개인 간 유휴자원의 공유로 시작된 공유경제는 시민 중심의 경제로 발전하고 있다. 혁신 기술로 강력해진 개개인이 경제 가치 소비자에서 생산자로서 경제의 중심이 되고 있다. 누구나 경제 가치를 만들고 일상이 사업이 된다. 원할 때 원하는 만큼만 공유로 소유해서 누릴 수 있다. 공유경제로 적은 비용으로 더 편하게 더 많은 것을 더 다양하게 누릴 수 있게 된다. 인류의 생존과 지속성장을 위해서도 공유경제는 인류가 가야할 길이다. 머지않아 공유경제는 일반화될 것이다.

Blockchain brings a huge impact on the Internet. The new Internet with blockchain and disruptive technologies is called as the Internet Squared of the People. Harnessing the internet squared, our society could be upgrade to the society squared. One of example is the fair sharing economy overcoming the monopoly by few sharing platform like uber and airbnb. Wehome on blockchain is the real example of the cooperative home sharing owned by the guests and hosts.
