This document provides an overview of procurement anti-corruption and anti-fraud training. It discusses the increasing reports of corruption and fraud among South African businesses, with procurement fraud being one of the most commonly reported issues. The objectives of the training are to identify risks, red flags, and best practices to develop an effective anti-corruption strategy. Various typologies of procurement corruption and fraud are defined, including bribery, bid rigging, ghost companies, unjustified sole-sourcing, and overcharging. The phases of the procurement cycle that are most susceptible to these issues are also examined.

Abstract:
Most Open Data initiatives assume the provision of data by governments which will then be picked up and used by a variety of sectors for the good of all.
But for countries with opaque governments, or whose NGOs lack technical capacity, the promises of Open Data will fall far short of the reality.
This active research shows how adopting Open Data standards for government data helps civil society organizations collaborate in building usable Open Data sets for transparency, governance — and tools that increase participation by citizens.
And for those in places where government do not reliably release Open Data, discover how to source unstructured data by other means. Finally, Khairil discusses the contrasting impacts and uses of this approach in the two different environments of Malaysia and Myanmar.

This document provides a template and list of sources for creating company profiles. The template includes sections for business overview, properties, subsidiaries, financial performance, ownership, outlook, key issues, transaction history, background, recent news, key developments, litigation, government involvement, leadership, competitors/suppliers, and basic industry information. The source list provides over 20 potential sources to search for company information, including free sources like Google, government databases, and paid databases. The purpose is to gather a comprehensive overview and pertinent details about companies using this standardized template and extensive list of sources.
The document discusses the potential consequences of open public data and presents differing scenarios. It outlines both positive outcomes like transparency, new services, and citizen empowerment, as well as potential negative consequences like unequal access to data and privatization of public services. The document explores levers that could influence these outcomes, such as data licensing and public sector funding, and calls for an ongoing discussion on managing open data.
Open data and open government can foster more transparent and engaged interactions between governments and citizens when both have equal access to information. Some key benefits include increased civic engagement, economic opportunities from data reuse and innovation, and more participatory governance. However, governments often resist open data due to concerns about costs, privacy, and losing control over data. For data to have value, it needs to be widely available in open and machine-readable formats along with guidelines for appropriate use. When combined with civic participation, open data can power applications that create social and economic benefits.
The document discusses effective lobbying strategies and techniques. It outlines that lobbying aims to gain active government support for issues through building credibility, clear objectives, investment in relationships and understanding policy processes. Effective lobbying uses a range of tools including media, research, and relationship building rather than demands. It takes a disciplined, long term approach to influence decision makers and achieve policy goals.
Web scraping, a technique to extract data from websites, plays a pivotal role in gathering information from government sites and the public sector. This data holds immense value for making informed decisions across various industries and enhancing public services.
Government websites are treasure troves of information, offering insights into policies, regulations, public spending, demographics, and more. By scraping data from these sources, analysts can monitor changes in legislation, track government expenditures, and identify emerging trends.
For example, in healthcare, web scraping can be used to collect data on public health initiatives, disease outbreaks, hospital performance metrics, and pharmaceutical regulations. Analyzing this data enables policymakers and healthcare providers to allocate resources effectively, improve patient care, and develop targeted interventions.
Similarly, in finance and economics, scraping data from government websites provides access to economic indicators, budget allocations, trade statistics, and labor market trends. This information aids investors, economists, and businesses in making strategic decisions, assessing market conditions, and forecasting economic trends.
In the education sector, web scraping facilitates the collection of data on school enrollment, academic performance, funding allocations, and educational policies. This data helps education policymakers, administrators, and researchers identify areas for improvement, allocate resources efficiently, and implement evidence-based reforms.
Furthermore, web scraping empowers governments and organizations to enhance public services by gathering feedback and sentiment data from social media, forums, and review websites. Analyzing this data enables policymakers to understand public opinion, identify issues, and address citizen concerns effectively.
However, web scraping also raises ethical and legal considerations, especially when scraping data from government websites. It's crucial to ensure compliance with data protection regulations, respect website terms of service, and obtain consent when necessary. Additionally, data quality and accuracy must be carefully evaluated to prevent misinformation and bias in decision-making processes.
In conclusion, web scraping plays a vital role in collecting data from government sites and the public sector to inform decision-making and enhance public services across various industries. By leveraging this technique responsibly, organizations can gain valuable insights to drive positive change and improve societal outcomes.

This document discusses components for tracking political accountability information including people, organizations, locations, and issues over time. It proposes storing key details about people and organizations in a common database (Popit). It also suggests tracking relationships between people and organizations in relation to political events, issues like corruption, and positions on policies. These components could provide a centralized platform to analyze political connections and issues of accountability by displaying relationships and involvement in issues over time.

Do People Really Know Their Fertility Intentions? Correspondence between Sel...Xiao Xu
Fertility intention data from surveys often serve as a crucial component in modeling fertility behaviors. Yet, the persistent gap between stated intentions and actual fertility decisions, coupled with the prevalence of uncertain responses, has cast doubt on the overall utility of intentions and sparked controversies about their nature. In this study, we use survey data from a representative sample of Dutch women. With the help of open-ended questions (OEQs) on fertility and Natural Language Processing (NLP) methods, we are able to conduct an in-depth analysis of fertility narratives. Specifically, we annotate the (expert) perceived fertility intentions of respondents and compare them to their self-reported intentions from the survey. Through this analysis, we aim to reveal the disparities between self-reported intentions and the narratives. Furthermore, by applying neural topic modeling methods, we could uncover which topics and characteristics are more prevalent among respondents who exhibit a significant discrepancy between their stated intentions and their probable future behavior, as reflected in their narratives.
