Texas is a great place to live and
work. Our economy is one of the
fastest growing in the nation.
Within ten years, nearly 6 million
new residents will call the Lone
Star State home.
Sadly, that growth could slow
or come to a standstill if we don’t
have enough electricity for the
future. According to the Electric
Reliability Council of Texas
(ERCOT), electricity reserve
margins in Texas are expected to
fall below reliable levels by 2009.
We must begin building new

what TXU proposes to do.

A PRACTICAL
SOLUTION
TXU has announced a $10 billion investment in Texas
that will add reliable electric generating capacity, save
customers money and create jobs — all while lowering
key emissions.
The plan calls for 11 new coal-fired units to be
built at existing TXU plant sites. Coal offers a more
dependable, less expensive alternative to high-priced
natural gas. TXU is a leader in using coal to generate
electricity in an environmentally responsible manner.
TXU is planning to build the units in Fannin,
Freestone, McLennan, Milam, Mitchell, Robertson,
Rusk and Titus Counties. Air permit applications are
filed with the Texas Commission on Environmental
Quality (TCEQ). If approved, the first units are
expected to be operating as early as 2009.
RELIABLE TEXAS POWER
THE NEED
FOR POWER
TXU’s plan will improve air quality, lower
electricity prices and contribute to Texas’ economic
development by creating tens of thousands of jobs.
It’s a practical solution to a difficult challenge.
IMPROVED AIR QUALITY
TXU has a long tradition of caring for the
environment. Since 1998, the company has reduced
nitrogen oxide (NOx) emissions from its power
plants by 88 percent in the Dallas/Fort Worth area,
66 percent in west Texas, and in east and central
Texas by 51 percent. This expansion plan carries on
that tradition.
TXU’s program will decrease the company’s
total key emissions 20 percent below current levels
— actually making the air cleaner in Texas. At the
same time, TXU is doubling its solid-fuel generation
capacity.
The company will use the best available
emissions control technologies on the new units
and retrofit existing units to achieve this reduction.
This will be the largest voluntary emissions
reduction program of its type in the nation.
AN INVESTMENT IN CLEAN AND
RENEWABLE ENERGY
TXU plans to expand its use of renewable energy,
including wind power. Through TXU Renew, a new
company, the use of renewable energy would
double by 2011 with enough wind energy to power
275,000 homes. TXU also plans to invest up to an
additional $2 billion to develop the next generation
of cleaner power plant technology.
SECURE AND STABLE POWER
TXU’s plan offers customers greater peace of mind
by expanding electricity reserve margins and
diversifying our fuel supply. This development will
add an estimated 10 percent to ERCOT’s supply —
enough electricity to serve 6.5 million homes. TXU
will help provide the power Texas needs to meet its
growing demand through 2015.
LOWER-PRICED ELECTRICITY
The TXU plan will reduce electricity prices now.
New retail service offerings will increase customers’
options to better manage electricity consumption
and help further lower costs.
NEW JOBS AND ECONOMIC
DEVELOPMENT
TXU’s plan will help ensure that Texas’ economic
environment remains healthy by creating tens
of thousands of jobs. The plan will also add billions
of dollars to the gross state product.
