1. The quality of work is constrained by the project’s
budget, deadlines, and scope (features).
2. The project manager can trade between
constraints.
3. Changes in one constraint necessitate changes in
others to compensate, or quality will suffer.
It is widely accepted in management theory that
managers must consider some restrictions when
making decisions. One of the most usual constraints
is the project management triangle, used since 1950.
The rationale is based on three pillars:

Characteristics of this year’s
Brazilian presidential election
candidates:
1. Political capability is constrained by the
economic agenda and its liberal commitment.
2. The electors can trade between constraints
when choosing candidates.
3. Changing one constraint means changing
the candidate.

I am not advocating constraints
between the concepts
themselves. Still, to pick from
the majority of the candidates,
you have to trade between
these constraints.
So the relevant question is: What
will be crucial for Brazil after
Bolsonaro? The answer depends
on who you ask: The business and
economic crowd will emphasize
the economic agenda, while
political fauna will emphasize the
candidate’s political capabilities.
That difference lies diagnosing
the Gordian knot of today’s
Brazil: economy or politics? The
two go hand to hand and can
feed into each other for good or
bad; however, different groups
see that the order matters in
today’s Brazil.

Suppose the USA is a good proxy for Bolsonaro’s legacy. In that case, I
tend to side with the political fauna: The latest US polls suggest that
around 1/3 of Americans lack faith in the US democratic system. They
are unsure that their votes will be counted in the future, do not think
Biden was fairly elected, and believe violence against the government
is justified. That is primarily due to Trump’s legacy, Bolsonaro’s model
and inspiration.

It is undoubtedly excruciatingly challenging to prosper economically while alienating such a big part of
society. The country has to heal this wound first. An optimal candidate would do both simultaneously:
political reconciliation and economic planning aligned with future global challenges.
Sadly there is no optimum state in politics, much less in the scorched earth of the Brazilian field.
As a result, Brazil will have to deal with the Brazilian Candidate Triangle.

Marina Silva and Jair Bolsonaro would not be able to promote the structural changes necessary for the development of Brazil. The future of Brazil is threatened either with the victory of Marina Silva and Jair Bolsonaro that do not formulate anything in this direction. It is urgent to elect a candidate who is able to break with neoliberalism and implement a national development model that privileges national interests and not those of international capital, especially those of financial capital.

This article aims to outline scenarios for Brazil's presidential elections in 2022. In the race for the Presidency of the Republic, Lula and Bolsonaro have the preference of the electorate, followed by Ciro Gomes with a wide difference. By considering Lula and Bolsonaro as their preferred candidates, the Brazilian people are not realizing that both have neoliberal economic programs which, in Bolsonaro's case, is radically ultra-neoliberal, while in Lula's case it incorporates developmentalist and humanist elements. Ciro Gomes, in turn, who presents the best economic program for Brazil because it is a national developmentalist, will hardly surpass Lula or Bolsonaro in the 1st round of the presidential elections. One scenario assumes that the elections will take place without incident and the winner will assume power from 2023 and the alternative scenario is that there will be no elections thanks to the coup of state to be perpetrated by Bolsonaro before and during the elections. This means that Brazil may have two alternative futures: 1) Neoliberalism with humanist social policies and democracy with Lula in power if he is victorious in the elections if they are held; and, 2) Ultra-neoliberalism with social tightening and dictatorship with Bolsonaro in power if he succeeds in preventing the holding of elections.

The facts of history demonstrate that when the economic crisis deepens, the crisis of governability materializes with the paralysis of the government that can occur in Brazil after the elections of 2018 produced to a large extent by the struggle between the political forces of right and left which may result in a civil war followed by the establishment of a right-wing or left-wing dictatorship. The greatest possibility is that a right-wing dictatorship is implanted either with Bolsonaro's victory to keep him in power and Haddad's victory after overthrowing him.

The crisis of governance in Brazil today is materialized in practice with the sharp decrease in the confidence indexes of the Brazilian population in public institutions and in street demonstrations against the poor quality of public services in general. Is it possible to reconcile one of the institutional strategies to promote development, known in the literature as “the developmental state”, with contemporary democratic systems of government? Response one pol-04 As we begin our focus on Congress in this class, I find it to be interesting timing. Many of the categories discussed in this week’s lesson are happening right in front of us. I could not help but have examples streaming through my head while reading this week’s lesson and assigned reading. Possible the most interesting category was plebiscitary politics. I say this due to all of the direct contact politicians from Congress are having with the American people. Last night I just began flipping through the news outlets on television and every show had at least one sitting member of congress on the show. Then I searched a few popular political hashtags on twitter and it was filled with congressional members’ accounts. As posed in this week’s lesson, is all of this “camera time” causing things in Congress to be at a stalemate? No more is it the compromising body (Grulke, 2018). I feel that this is an area where things could be genuinely discussed and debated between Congress and constituents, however the constant state of campaigning (which is another category but I believe these two are linked) does not lend the interaction to be genuine and mutually beneficial, rather it is used to maintain and garner more votes. Much like how town hall meetings were used before the age of 24 hour news and social media, politicians have the ability and opportunity to reach out to more people than ever before through these “tools”; I just do not believe they are using them properly, rather just for self-gain. As I mentioned above, I believe the categories plebiscitary politics and governing as campaigning have become intrinsically linked. The constant state of campaigning by congressional members, specifically in the House of Representatives, means less time actually governing (Grulke, 2018). Utilizing the “tools” mention above in the plebiscitary category, members are always seeking more contributions from donors and making sure they are saying whatever they need to, to achieve more votes; not focused on making the best decisions for the majority or protecting the minority. With the having a two year term cycle for members of the House, the minute they have secured another term they are out campaigning immediately for the next election. That is just ludicrous! I do not believe in “career” politicians, especially in the House of Representatives since the Framer’s intended the House to be comprised of the “common citizen”. Perhaps it is time to impose term limits for members of Congress? You get two years to work to make a difference, that is it; make those two years count! Having term limits would also allow for more citizens to be in Congress, mixing it up (Morgan, 2017). A social class is a group of people who have similar social status according to different criteria. In Brazil, we have as social classes the economic and financial elite, middle class and low social class. The economic and financial elite are made up of the traditional elite, the business and the big offices elite, the elite of the new rich and the rural elite. The middle class consists of the intellectual elite, corporate elite and lower middle class. The low social class is constituted by the urban and rural proletariat. Class interests are at stake in the upcoming presidential elections. I hope that my friends readers of this article will reflect deeply and make the choice that best meets the interests of Brazilian society as a whole and not just of a social class.
