Big data and open government data can provide significant economic and social benefits to citizens if used effectively. While open data aims to make non-sensitive government data freely available, there are challenges to overcome, including data owners wanting to hoard information, privacy concerns, and ensuring citizens feel they are benefiting from a fair deal. If these challenges are addressed, open data could fuel new multi-billion pound industries and more efficient public services, as seen in a weather analytics company that was sold for $930 million after using open government data on weather and agriculture.

Our talk will highlight the current debates surrounding net neutrality in Europe, the United States and other parts of the world. We will look at the results of the SaveTheInternet.eu campaign which was lunched a year ago on 30c3. We will discuss various legal protections for net neutrality, look closer at the experience of the Netherlands and we will give an overview of all important open ends of the debate.
Since two years net neutrality is on the agenda of politicians world wide. These are important debates, as net neutrality became one of the central questions about our freedom on the internet. With different faces around the globe we see a trend towards more violations of the neutrality principle which the internet was founded upon. The efforts of telecommunication companies to find new ways to monetize their networks and us users within them are countered in some countries with legislation preventing this new business models.
In 2010, after two years of preparation and a fierce battle, the Dutch
parliament accepted a change to the Telecommunications Act which made net neutrality a principle that was protected by law. In this talk we will take stock after two years of legal protection of net neutrality in The Netherlands. Did it work and do the Dutch now have undiscriminated access to all services on the internet? Has the doomsday scenario of the providers, that subscriptions would become outrageously expensive, become reality? In which cases was the Dutch law enforced?
Are there any loopholes in the Dutch implementation? If others are to
fight for net neutrality, what are the pitfalls to avoid? And, on a more
meta-level, is it enough? Will net neutrality protect your freedom to
access websites and services, or do we need a broader type neutrality?

But making data open is not enough, we will also establish mechanisms to promote and collate feedback from those actually using the data. And we will use this feedback to improve our services and ensure they respond to real needs.
The UK Government new Transparency Strategy: “Making Open Data Real” was published on 4th August and is open for public consultation until 27 October 2011 at www.data.gov.uk/openda.... This, together with the UK’s existing strong record on Transparency and Open Data, means that our focus will fall on the Open Government Partnership grand challenges of:
* Improving Public Services; and
* More Effectively Managing Public Resources.
We will consult publicly on this country action plan primarily via existing fora, including the Public Sector Transparency Board; the Local Public Data Panel and the Transparency Sector Boards that are currently being established. These bodies already advise the Government on wider transparency and Open Data issues. In addition, we will also convene and consult with a wider group of stakeholders to consider the country plan specifically.

Since the first day of his Administration, President Barack Obama has made Open Government a high priority. The Memorandum on Transparency and Open Government was the first executive action to bear the President’s signature, and the President has pledged his Administration to work toward “an unprecedented level of openness in Government.”
Over the past two and a half years, Federal agencies have done a great deal to make government more transparent and more accessible, to provide people with information that they can use in their daily lives, to solicit public participation in government decision-making, and to collaborate with all sectors of the economy on new and innovative solutions. These Open Government efforts are now entering a new phase, as we collaborate with other countries in the global Open Government Partnership (OGP).
President Obama has emphasized three independent reasons to support Open Government:
1.Open Government promotes accountability, which can improve performance. In the words of Supreme Court Justice Louis Brandeis: “Sunlight is said to be the best of disinfectants.”
2. Transparency enables people to find information that they “can readily find and use.” For this reason, the President has asked agencies to “harness new technologies” and “solicit public feedback to identify
information of greatest use to the public.”
3. In many domains, government should develop policies, rules, and plans with close reference to the
knowledge, expertise, and perspectives of diverse members of the public. As the President has said,
“[k]nowledge is widely dispersed in society, and public officials benefit from having access to that
dispersed knowledge” and hence to “collective expertise and wisdom.”
As it developed a U.S. National Action Plan (“National Plan”), the Federal Government engaged in extensive consultations with external stakeholders, including a broad range of civil society groups and members of the private sector. It solicited input from the Administration’s own Open Government Working Group, comprised of senior-level representatives from executive branch departments and agencies. White House policymakers also engaged the public via a series of blog posts, requesting ideas about how to focus Open Government efforts on increasing public integrity, more effectively managing public resources, and improving public services. Responsive submissions were posted online.
This National Plan builds on, but does not replace, the Open Government Initiative inaugurated by the President’s Memorandum on Transparency and Open Government. The National Plan will briefly highlight what has been accomplished thus far and lay out some of our goals and plans for the future.

PAISA
PAISA is a citizen-led effort in India that aims to improve transparency in government expenditures and public participation in local service delivery. It does this through collecting expenditure data from schools using citizen volunteers and presenting it in a way that is easy for citizens to understand. It also trains "fiscal detectives" through a two-year course to monitor expenditures and demand accountability. Some of PAISA's results include government recognition of the need for real-time expenditure data and greater awareness of government finances among students.
Prioritizing Open Data Sets
The document provides 3 rules for prioritizing open data sets: 1) Look at past public requests and what other governments publish to identify in-demand data; 2) Target policy objectives like health, accountability, and transportation; and 3) Partner with others when possible and follow common data structures to maximize usefulness and access, but avoid exclusivity and move quickly to establish standards.

El informe CPPI utiliza dos enfoques metodológicos diferentes para calcular la clasificación del índice: uno administrativo o técnico y otro estadístico, basado en análisis factorial (FA). We believe in transparency and openness because it will help us achieve some crucial changes in public services in the UK [CLICK TO PROGRESS] In health, it is about helping people live longer, better-quality lives. Even now, too many people die needlessly-early deaths. [CLICK TO PROGRESS] In education, it is about ensuring that social mobility is not a dream but a reality. [CLICK TO PROGRESS] In justice, it is about keeping us all safe, and ensuring that the huge cost of prison and the reform system are working to drive down re-offending. With health data, we are not just talking about personal health and public health, but also life sciences, growth which we believe will be worth another £15bn (US$24bn) to the UK economy.
