What is a cosmetic?

• A local application chemical formula, which is based on scientific concepts and is intended for maintenance and care of the
aesthetic characteristics of the skin and its annexes, without producing undesirable effects.



• It is understood as cosmetics, personal hygiene and perfumes, those preparations:

• consisting of natural or synthetic substances or mixtures thereof,



• external use in various parts of the human body: skin, hair system, nails, lips, bodies

genitalia, teeth and mucous membranes of the oral cavity,



• with a view exclusively or mainly to sanitize, perfuming them, changing their appearance, protecting them or keeping them
in good condition and / or correcting body odors.



These preparations can not suggest that they have any therapeutic activity.

Cosmetic definition (FDA)



• The Food, Drug, and Cosmetic Act (FD & C Act) define a cosmetics by the use for which they are intended as "articles
intended to be rubbed, poured, sprinkled or sprayed not cover the skin to clean, beautify , promoting attractiveness, or
altering the appearance "[FD & C Act, sec. 201 (i)].



• Among the products included are:

skin moisturizers,

perfumes,
Lipsticks,

nail polish,

preparations to be applied on the outside of the eye and

facial makeup preparations,

shampoos,

permanent

hair colors,

dentifrices,

deodorants and

any other material intended for use as a component of a cosmetic product.

Defining Drug Administration (FDA)



• the FD & C Act define the drug (drug) according to their use as:



• (A) articles intended for use in the diagnosis, cure, mitigation, treatment or prevention of disease.



• (B) articles (other than food) intended to affect the structure or any function of the body of man or other animals "[FD & C
Act, sec. 201 (g)].




Cosmeceuticals



• The FD & C Act does not recognize the category "cosmeceuticals". A product can be a drug, a cosmetic, or a combination of
both, but the term "cosmeceutical" has no meaning in law.
• Some products are adapted to the definition of cosmetic and medicine at a time, for example, because it is used for hair
hygiene and scalp. These are calledcosmeceuticals.

For example:

An antidandruff shampoo is also used as a medicament for the treatment of dandruff.

A similar situation would anticaries toothpastes, deodorants that are both antiperspirants and makeup with sunscreen. These
products must meet the requirements of cosmetics and medicines.
