1. Ms. Toni Corbett’s Bio:
Ms. Corbett has over 13 years of professional information
technology experience. Ms. Corbett’s diverse background
encompasses software development, process
development/improvement, mathematical modeling,
requirement analysis, statistical analysis, change
management/configuration management, system analysis,
project management, and enterprise architecture to include
DoD, Federal Enterprise Architecture (FEA), Zachman, and
The Open Group Architecture Framework (TOGAF)
architecture frameworks and product/artifact development.
Ms. Corbett is proficient in the full life cycle methodology
ranging from requirements analysis to operations and
maintenance (O & M). Ms. Corbett is proficient in Object
Oriented Methodology, Configuration Management,
Client/Server Technology, Spacecraft Operations,
Information Risk Assessment, Relational and Object Oriented
Database Processing and Design, and various programming
languages, UML, Rational Unified Process (RUP),
Requirements, Risk and trade-off analyses. While Ms. Corbett competencies encompass the entire
Software Development Life Cycle (SDLC), her title of choice is System Engineer. Ms. Corbett has
increased her technical competencies throughout her career by supporting both commercial and
government clients. Her breadth of experience includes multiple system platforms (UNIX, DOS, etc.) and
several large-scale Enterprise Architecture efforts. Her initial interests - software development and
system administration - buttressed her increased interest in facilitating system development/integration
using System Engineering methodologies. Ms. Corbett is well-versed, resourceful and actually enjoys
research. She continues to extend her experience by assuming new challenges using her IT and system
engineering background for successful application of system engineering and project management
methodologies.
As a seasoned Senior Systems Engineer within the Intelligence Community, Ms. Corbett has acquired the
following Intelligence Analysis experiences encompassing: Signals Intelligence (SIGINT), Human
Intelligence (HUMINT) including systems, organizations, methods, and processes to include: Collection,
Tasking, Processing, Exploitation, Dissemination (CTPED); Language Analysis with knowledge of current
IC needs for translation/interpretation. Ms. Corbett has a deep understanding of IC policy, programs,
directives, executive orders, legislation, organizations, structures, processes, missions, and issues. To
include experience analyzing and evaluating systems and processes relative to IC governing standards
and mission objectives. She also performs IC related Enterprise Architecture (EA) gap and overlap
analyses. Ms. Corbett has experience with conceptual and logical data modeling. She has experience
authoring or co-authoring tailored approaches for EA, requirements analysis or systems engineering for
civil, defense or intelligence agencies. Ms. Corbett also leverages her experience with
leading/facilitating cross community task force, tiger teams, technical working group leadership and
management with internal and external constituents (clients, senior management, analysts,
Government and contractor teams) for validating architecture products/artifacts. Ms. Corbett has
firsthand experience with leading and serving as a primary author for proposal procurement efforts,

resume volume lead, and technical management.
Not only is she making a huge impact across technological fronts as a Senior Enterprise Architect for the
Office of the Director of National Intelligence (ODNI) tackling critical issues within the Intelligence
Community domain and across the numerous disciplines that encompass the community, but she is a
passionate advocate for female engineers, scientists, and mathematicians alike. In an environment
where diversity remains to be a major corporate initiative, Toni serves in the capacity of a trusted
Advisor to Executive level government clients. Both her breadth and depth of subject matter knowledge
makes Toni a highly valued engineer in her field.

3. Deputy Chief of Staff
Cheryl L. Partee
Cheryl Partee is the Deputy Chief of Staff for the U.S. Army Corps of Engineers
(USACE) in Washington DC, responsible for the headquarters staff operations and
policies associated with a $45 billion construction and service enterprise with over
38,000 employees across the world. Prior to this role, she was the Budget Officer for
the Corps of Engineers Southwestern Division in Dallas, TX, responsible for a multi-
year/multi-million dollar budget that serviced the Division’s civil and military funding
requirements.
Ms. Partee has over 29 years of civilian service experience in resource and program
management and has served in several domestic and international assignments with
the Army, Navy, Air Force and Defense Contract Management Agency. Prior to her
work with USACE, she was the Senior Budget Analyst with Naval Facilities
Engineering Command-Southern Division directly responsible for a multi-faceted
facilities engineering budget encompassing several appropriations. Cheryl also served
as financial and cost analysts for the Air Force in the areas of budget and economic
analysis. She gained extensive international experience from her time with DCMA-
Pacific. In this role, she led a diverse, multi-functional resource management team of
US civilians and foreign nationals geographically dispersed throughout seven different
countries.
Ms. Partee is an Army “brat” born in Fort Knox, KY and was raised all over the world.
She earned her Bachelor of Science degree (Magna Cum Laude) from Limestone
College, Gaffney, SC and earned Masters of Business Administration and Public
Administration degrees, both from Syracuse University.
Ms. Partee is the recipient of the 2010 National Women of Color Award for
Professional Achievement in Government. She is a graduate of the Defense
Comptrollership Program (DCP), the Navy Leadership Program and is a Certified
Defense Financial Manager with Acquisition Specialty. Ms. Partee is an active
member of several professional organizations: American Society of Military
Comptrollers (ASMC), Society of Military Engineers (SAME), Association of Syracuse
Defense Comptrollers (SU-ASDC), National Black MBA Association (NBMBA) and the
National Defense Industrial Association (NDIA).
