3 July 2012 The EIA was prepared by the company and made predictions of likely effects. This was then critically reviewed by a Control Panel comprising representatives from State and Local environmental authorities, the company, independent experts, the green movements and representatives of local interest organisations. The Control Panel is charged with first identifying if the predicted effects were acceptable or not and then setting quantifiable limits which cannot be exceeded. Criteria were needed to decide whether or not the limits have been exceeded or not. These must be statistically based and with high power to detect change (see later for an explanation of power).
