This document outlines three logistical considerations and proposed solutions for a business that hauls tires. The first consideration is obtaining a tire hauling permit if tires will be transported. The second is meeting additional government regulations if 500 or more tires are stored at one location, which can be addressed by storing fewer than 500 tires at each location. The third consideration involves complying with laws giving infrastructure projects priority for waste tires; proposed solutions include designating an exception or arranging direct purchase agreements between the business and its clients.

THREE INITAL LOGISTICS CONSIDERATIONS AND THEIR PROPOSED
SOLUTIONS
1. Consideration: If you will be hauling tires you will need to obtain a tire
hauling permit.
Solution: Determine applicable government entity and obtain the permit.
2. Consideration: If the business stores 500 or more tires (at any time) in
one location, it will be responsible for meeting additional government
stipulations. Licensing and permit requirements, business location zoning
restrictions, and (possible) inspection by various government angencies
including, but not limited to the Enviromental Protection Agency (EPA), and the
California Intergrated
Waste Management Board (CIWMB).
Solution: Limit the number of stored tires held at a single location to less
than 500. One way to acomplish this would be by storing tires at various
property locations. An additional solution would be ensuring that the transfer of
tires from the original party (sorce) to the purchaser (end use party) is short
in duration.
3. Consideration: The government laws which mandate priority recipients
(Infrastructure) of waste tire stock.
Solution: A possible solution would be to stratigecly use the EPA's priority
reform initiaves to designate an exception to the infrastructure
priority protocol. Other methods might include bypassing the issue entirely
by arranging with the (tire sorce) businesses client a direct consignment-type
purchase agreement by contract. The structure of this agreement must be
carefuly scrutinized to ensure the legality of the transaction. Some of the
issues in question would involve the disposal fees, the definition and designation
of secondary waste tire material, and possible interference with the EPA tax
charged for the enviromental sustainability act, among other issues.
