The US Government Has Shutdown
Anyone attempting to access a government website today will be notified that,
"Due to a lapse in funding, the US Federal Government has shutdown." As I
prepared to do research for my upcoming trip, this caused me to have no access
to the necessary information I needed.
The United States governs the largest economy in the world. The current
shutdown has resulted in nearly a million people being furloughed. These people
are comprised of government employees, and employees of contractors who rely
on government contracts for their livelihood.
One gets the feeling of being stuck between two parents where the mother says
yes to a plan, the father says no, and the rest of the family is stuck in the middle.
What is a Shutdown of the US Government?
The Constitution provides congress with the power to authorize the use of federal
funds to pay for all expenditures of the government. Just like a family has a
budget for the next year, so should the government. When Congress, both the
House and the Senate, cannot agree on approving the country's funding, the
government is then forced to shut down.
This results in workers being furloughed, until funding is once again available. This
year, the House and the Senate had until September 30th, to resolve all fiscal
issues relating to funding the government.
When they failed at this task, and the President indicated he would not sign a bill
sent to him which defunded Obamacare, all government operations ceased. Some
parts of government continue to remain open, as some personnel are deemed to
be essential or in the national interest.
Many will remember the shutdown of 1995-1996 as the most serious shutdown
of recent times. President Clinton and the Congress were locked in a dispute over
the funding of Medicare, the environment, education and public health. Some
parts of the government were allowed to remain open, while others were forced
to close. Eventually the issues were resolved between the two parties, which
resulted in the full re-opening of the government in April of 1996.
Most other shutdowns lasted a few hours to a few days, and were not as serious
as the current one, or the one which occurred under President Clinton.
Shutdowns in the past were mainly a result of debt negotiations, while today's
shutdown is a result of a policy dispute between the two parties.
The main issue in the recent shutdown is the Affordable Care Act, more notably
known as Obamacare.
Obamacare was signed into law in March of 2010. Its main purpose was to
overhaul the United States healthcare system, by providing the population with
health care insurance which would be affordable, and provide quality insurance
options to those not currently insured.
Republicans disagree with this law, and have for years tried to dismantle it. With
over 40 votes being called in the House to stop Obamacare, all of which pass in
the House, but are rejected by the Senate, the Republican Party is currently using
the Annual Federal Budget to once again attempt to stop the full implementation
of Obamacare.
They strongly believe that the majority of the country does not want Obamacare,
and have raised issues with different parts of the law. There are other underlying
issues on both sides of the aisle, with Tea Party members being a major obstacle,
but the main battle is Obamacare.
Democrats believe in Obamacare, even though they recognize there are faults
with the law. They believe in allowing the program to be implemented as it
currently stands, and offer the chance for amendments to be discussed at a later
date. This could lead to fruitful and meaningful discussions by both sides. They do
not believe in a party or a faction of a party, using the budget as a hostage to
attain their goals.
Where Can We Go From Here?
If the current situation does not resolve itself, the Republican Party may decide to
use the Debt Ceiling, which is coming up for passage on the 17th of October, to
continue their opposition to Obamacare. Economists worldwide predict that if the
USA defaults on its debt, there would be catastrophic consequences that may
affect many in the US and other nations.
More than likely, the current issues will be resolved soon. Currently there are
signs of this happening, but with both sides still distrustful of each other, it
remains a cause for concern.
Next year's elections for House seats and Senate seats play a significant role in the
issue, with many Republicans and Democrats becoming seriously worried about a
backlash from voters and not being re-elected.
We could see the Republican Party pass a clean budget bill, but on the 17th of
October, the Debt Ceiling could prove to be another challenging time. In the
meantime, it's the public that's caught between the two fighting factions, and the
ones who are most affected by the position of their representative.
