In most developed countries, health care systems involve government control or sponsorship. For
instance, in Great Britain, Scandinavia, and the countries of the former Soviet Union, the government
controls almost all aspects of health care, including access and delivery. For the most part, health
services in these countries are free to everyone; the systems are financed primarily by taxes. Other
countries, such as Germany and France, guarantee health insurance for almost all their citizens, but
the government plays a smaller role in managing health care. Both systems are financed at least in
part by taxes on wages.
The US government, by contrast, does not pay for most of its citizens’ health care. Generally,
Americans receive health care through employer-sponsored insurance, or they arrange to pay for

Where Do We Want to Be?
Even in a country that lacks an overall, cohesive health policy, it is useful to ask: How unhappy are we with our health care, and what do we want to change? Do not expect consistent responses from the American public. When the nation was debating the Clinton health plan, a number of organizations surveyed the public. Respondents reported they believed that the health care system was in trouble. At the same time, they expressed satisfaction with their own largely employer-financed health care programs. Public support for universal coverage was strong, but individuals did not want to pay higher taxes to support it (Peterson, 1995). An ABC New/Washington Post poll in October 1993 showed the following (Schick, 1995):
• 51% of the public favored the Clinton health plan.
• 59% thought that it was better than the existing system.
• Only 19% thought that their care would get better under it, and 34% thought worse care would result.
• However, 57% were against tax increases to pay for it, whereas 40% would be willing to pay.
The American public also appears to be split over the Patient Protection and Affordable Care Act (ACA) as a whole. Data about opposition to the act can be misleading, with a significant portion of opposition coming from people who believe the ACA did not go far enough. They would prefer a public option, for example, or a single-payer system. Overall, the public is
negative about the individual mandate and the employer mandate, but is much in favor of the insurance changes that have been implemented. People are confused about the insurance exchange provisions of the act as well. An April 2013 tracking poll found that “about half the public says they do not have enough information about the health reform law to understand how it will impact their own family, a share that rises among the uninsured and low-income households” (Kaiser Family Foundation, 2013). The same poll reported that 42% of respondents did not know that the ACA was still the law of the land. Twelve percent believed it had been repealed by Congress, 7% believed it had been overturned by the Supreme Court, and 23% didn’t know whether it was still in effect or not.
Americans report being in good health more than any other OECD country. Their complaints are mostly about financial risks and to some extent access and waiting. A 2010 study of six developed countries showed that Americans were satisfied with their doctors and the availability of effective care, but were also more likely to report that the system needed to be completely rebuilt (Papanicolas, Cylus, & Smith, 2013).

Office puts it, in the latest edition of its annual publication The Long-Term Budget Outlook:
Growth in health care spending has outstripped economic growth regardless of the source of its
funding. The major factor associated with that growth has been the development and increasing
use of new medical technology. In the health care field, unlike in many sectors of the economy,
technological advances have generally raised costs rather than lowered them.
Notice the three points in that quote. First, health care spending is rising rapidly “regardless of
the source of its funding.” Translation: although much health care is paid for by the government,
this isn’t a simple case of runaway government spending, because private spending is rising at a
comparably fast clip. “Comparing common benefits,” says the Kaiser Family Foundation,
changes in Medicare spending in the last three decades has largely tracked the growth rate in
private health insurance premiums. Typically, Medicare increases have been lower than those of
private health insurance.
Second, “new medical technology” is the major factor in rising spending: we spend more on
medicine because there’s more that medicine can do. Third, in medical care, technological
advances have generally raised costs rather than lowered them although new technology surely
produces cost savings in medicine, as elsewhere, the additional spending that takes place as a
result of the expansion of medical possibilities outweighs those savings.

Much of what is today called art was not made as art. This is the case not only
with regard
to early European artifacts and monuments, but also with regard
to
objects made outside the West in places where the concept of
art traditionally has
not been recognized. Not infrequently (although less frequently than in the past),
many of the objects from outside the West that
were not made as art are grouped
together and called "primitive art." This is
so
despite the fact that art historians
and anthropologists, among others, have been fussing about the
term
"primitive
art" and its synonyms since the middle of the twentieth century.

In
19^7, Adrian Gerbrands was one of the first to offer a thorough discus
sion of what he called "the problem of the name."2 Yet his proposed
substitute term?non-European art?was also criticized by those in the

The tragedies of 9/11 marked a turning point in the perception of the word “crisis,” especially to people in the United States who had never experienced such an attack on their own soil. The attacks were also a turning point in the perceptions of crisis management and crisis communications.
A crisis management/communications plan saved the lives of numerous people in the World Trade Center (WTC) on that fateful day. Rick Rescola was head of security for Morgan Stanley, which occupied 40 floors in one of the WTC towers. After the 1993 terrorist attack on the WTC, Rescola formed a crisis management team to try to avert an attack or to help employees survive another attack. The team members were in agreement that another attack would occur, and that it would probably occur at the WTC because of the symbolism of the towers being the tallest in the United States.
Team Rescola, as it was called, determined that the next attack would not be a ground attack, because the garage was protected after the 1993 incident. They even took a test flight around the buildings and predicted the attack would be by air.
Crisis communications was necessary to convince employees and managers that preparations needed to be made and that training for evacuation was necessary, and to explain how it would be done. Subsequently, there were drills. Rescola had lighting put in the stairways, and every person knew where the stairways were.
When the planes struck, WTC security advised all persons that it was safer to stay in the building. Rescola and his team began to evacuate employees. A glitch occurred in that one of the stairways was blocked by debris. Visibility was hampered either by smoke or darkness or both. Survivors and some of Rescola’s team members, consultants who were not in the building at the time, told the History Channel that team Rescola went to each floor and yelled, “Is anyone here?” If so, they led them out by alternate stairways. They say the team saved 95 percent of the total number of Morgan Stanley employees.
However, there was not enough time for them to reach every floor. Rescola and some of his team members died when the buildings collapsed. His wife said, when she saw the buildings go down on television, she knew her husband was there still trying to get everyone out.

Are Graphic Novels Literature: MAUS: a Survivor’s Tale as a Model
Literature has an ever-broadening definition. Oxford advanced learner’s English dictionary defines literature as a piece of writing that is valued as a work of art. With such a broad definition who is to say that newspapers, graffiti, advertisement and even shopping lists are not literature. For many years graphic novels have been considered immature and lacking of literary qualities and the debate of whether or not they are a form of literature has been put on pause. After the winning of Art Spiegelman’s graphic novel Maus: a Survivor’s Tale with Pulitzer’s literary prize, and Alan Moore’s graphic novel Watchmen being listed as one of all-time best novels by Time magazine, the subject has been opened for debate again.

Much of what is today called art was not made as art. This is the case not only
with regard
to early European artifacts and monuments, but also with regard
to
objects made outside the West in places where the concept of
art traditionally has
not been recognized. Not infrequently (although less frequently than in the past),
many of the objects from outside the West that
were not made as art are grouped
together and called "primitive art." This is
so
despite the fact that art historians
and anthropologists, among others, have been fussing about the
term
"primitive
art" and its synonyms since the middle of the twentieth century.
'
In
19^7, Adrian Gerbrands was one of the first to offer a thorough discus
sion of what he called "the problem of the name."2 Yet his proposed
substitute term?non-European art?was also criticized by those in the

The tragedies of 9/11 marked a turning point in the perception of the word “crisis,” especially to people in the United States who had never experienced such an attack on their own soil. The attacks were also a turning point in the perceptions of crisis management and crisis communications.
A crisis management/communications plan saved the lives of numerous people in the World Trade Center (WTC) on that fateful day. Rick Rescola was head of security for Morgan Stanley, which occupied 40 floors in one of the WTC towers. After the 1993 terrorist attack on the WTC, Rescola formed a crisis management team to try to avert an attack or to help employees survive another attack. The team members were in agreement that another attack would occur, and that it would probably occur at the WTC because of the symbolism of the towers being the tallest in the United States.
Team Rescola, as it was called, determined that the next attack would not be a ground attack, because the garage was protected after the 1993 incident. They even took a test flight around the buildings and predicted the attack would be by air.
Crisis communications was necessary to convince employees and managers that preparations needed to be made and that training for evacuation was necessary, and to explain how it would be done. Subsequently, there were drills. Rescola had lighting put in the stairways, and every person knew where the stairways were.
When the planes struck, WTC security advised all persons that it was safer to stay in the building. Rescola and his team began to evacuate employees. A glitch occurred in that one of the stairways was blocked by debris. Visibility was hampered either by smoke or darkness or both. Survivors and some of Rescola’s team members, consultants who were not in the building at the time, told the History Channel that team Rescola went to each floor and yelled, “Is anyone here?” If so, they led them out by alternate stairways. They say the team saved 95 percent of the total number of Morgan Stanley employees.
However, there was not enough time for them to reach every floor. Rescola and some of his team members died when the buildings collapsed. His wife said, when she saw the buildings go down on television, she knew her husband was there still trying to get everyone out.

Are Graphic Novels Literature: MAUS: a Survivor’s Tale as a Model
Literature has an ever-broadening definition. Oxford advanced learner’s English dictionary defines literature as a piece of writing that is valued as a work of art. With such a broad definition who is to say that newspapers, graffiti, advertisement and even shopping lists are not literature. For many years graphic novels have been considered immature and lacking of literary qualities and the debate of whether or not they are a form of literature has been put on pause. After the winning of Art Spiegelman’s graphic novel Maus: a Survivor’s Tale with Pulitzer’s literary prize, and Alan Moore’s graphic novel Watchmen being listed as one of all-time best novels by Time magazine, the subject has been opened for debate again.
This research aims to address the highly controversial topic of whether graphic novels are literature or not, and intends to answer the question by conducting a study on Art Spiegelman’s graphic novel Maus: a Survivor’s Tale. The presented research will try to answer the main question Are Graphic Novels Literature?. Published classroom materials form the basis of syllabuses, drive teacher professional development, and have a potentially huge influence on learners, teachers and education systems. All teachers also create their own materials, whether a few sentences on a blackboard, a highly-structured fully-realised online course, or anything in between. Despite this, the knowledge and skills needed to create effective language learning materials are rarely part of teacher training, and are mostly learnt by trial and error.
Knowledge and skills frameworks, generally called competency frameworks, for ELT teachers, trainers and managers have existed for a few years now. However, until I created one for my MA dissertation, there wasn’t one drawing together what we need to know and do to be able to effectively produce language learning materials.
This webinar will introduce you to my framework, highlighting the key competencies I identified from my research. It will also show how anybody involved in language teaching (any language, not just English!), teacher training, managing schools or developing language learning materials can benefit from using the framework.

A Strategic Approach: GenAI in Education
Artificial Intelligence (AI) technologies such as Generative AI, Image Generators and Large Language Models have had a dramatic impact on teaching, learning and assessment over the past 18 months. The most immediate threat AI posed was to Academic Integrity with Higher Education Institutes (HEIs) focusing their efforts on combating the use of GenAI in assessment. Guidelines were developed for staff and students, policies put in place too. Innovative educators have forged paths in the use of Generative AI for teaching, learning and assessments leading to pockets of transformation springing up across HEIs, often with little or no top-down guidance, support or direction.
This Gasta posits a strategic approach to integrating AI into HEIs to prepare staff, students and the curriculum for an evolving world and workplace. We will highlight the advantages of working with these technologies beyond the realm of teaching, learning and assessment by considering prompt engineering skills, industry impact, curriculum changes, and the need for staff upskilling. In contrast, not engaging strategically with Generative AI poses risks, including falling behind peers, missed opportunities and failing to ensure our graduates remain employable. The rapid evolution of AI technologies necessitates a proactive and strategic approach if we are to remain relevant.

The empire's roots lie in the city of Rome, founded, according to legend, by Romulus in 753 BCE. Over centuries, Rome evolved from a small settlement to a formidable republic, characterized by a complex political system with elected officials and checks on power. However, internal strife, class conflicts, and military ambitions paved the way for the end of the Republic. Julius Caesar’s dictatorship and subsequent assassination in 44 BCE created a power vacuum, leading to a civil war. Octavian, later Augustus, emerged victorious, heralding the Roman Empire’s birth.
Under Augustus, the empire experienced the Pax Romana, a 200-year period of relative peace and stability. Augustus reformed the military, established efficient administrative systems, and initiated grand construction projects. The empire's borders expanded, encompassing territories from Britain to Egypt and from Spain to the Euphrates. Roman legions, renowned for their discipline and engineering prowess, secured and maintained these vast territories, building roads, fortifications, and cities that facilitated control and integration.
The Roman Empire’s society was hierarchical, with a rigid class system. At the top were the patricians, wealthy elites who held significant political power. Below them were the plebeians, free citizens with limited political influence, and the vast numbers of slaves who formed the backbone of the economy. The family unit was central, governed by the paterfamilias, the male head who held absolute authority.
Culturally, the Romans were eclectic, absorbing and adapting elements from the civilizations they encountered, particularly the Greeks. Roman art, literature, and philosophy reflected this synthesis, creating a rich cultural tapestry. Latin, the Roman language, became the lingua franca of the Western world, influencing numerous modern languages.
Roman architecture and engineering achievements were monumental. They perfected the arch, vault, and dome, constructing enduring structures like the Colosseum, Pantheon, and aqueducts. These engineering marvels not only showcased Roman ingenuity but also served practical purposes, from public entertainment to water supply.

- 1. The United States has arguably the most advanced health care in the world. And yet, a large proportion of Americans do not have access to this care due to its high cost. Providers, consumers, and the government have long searched for a way out of this paradoxical situation. HSAs offer one solution. The American health care system is complex. A part of the population has access to health care through Medicare and Medicaid. Another part simply pays for care out of pocket. A substantial proportion of the population uses third-party payers to pay for care. Payers have reacted to the rising costs of care by introducing various gatekeeper mechanisms. These have not been popular with consumers who see them as restrictive. The American population is aging and the need for care is likely to increase over the next decade. While the earnings of health care professionals have been increasing, insurance premiums have also increased. Among hospitals, many are non-profit organizations offering substantial charity care. But for-profit and non-profit hospitals alike must show return on investment to remain viable. Providers must also factor reimbursement policies of payers into their decisions, sometimes even clinical decisions. These groups of stakeholders—patients, providers, payers, and the government— have different goals and different responses to the rising cost of care. Based on your understanding, answer the following: In your opinion, can HSAs be aligned to the expectations of all these groups? Do you think HSAs can help improve health care cost, quality, and access? Why or why not?
