The Retail Store aims to provide convenience, quality, and build community through its retail operations. Its mission is to offer customers quality products at great prices while striving to improve the communities it serves. Its vision is to be the leading retailer in small communities as measured by financial results and community advocacy. Key objectives include expanding to new communities and growing sales 10% in two years. Competition in the car market provides an example of how firms compete on price, with potential for consumers to benefit from lower prices or incentives when shopping among multiple dealerships. Effective project scope management is key to project success and involves project initiation, planning, definition, verification, and change control centered around a work breakdown structure.
This document discusses project planning, execution, and closure for an ERP implementation project. It explains that decision making can impact a project's budget, schedule, and resources. The memorandum also discusses factors to consider when accepting or rejecting vendor proposals, such as background, finances, relationships, and technology. Parties involved in decision making and factors that need agreement are also addressed.

Project Goals and Scope
Apex banking system is a reliable solution for the integration of all internal processes in a financial organization. It specializes in the core banking services. Also, it provides functional support for the products and services offered by the financial institution. The system complies with all reporting and accounting standards.
Each piece of software that has been developed is based on the set goals and objectives of the user. These goals and objectives are provided in the form of the requirements and the desired functionality of the given system. While addressing the issue of system requirements and requirement traceability, Apex banking system is going to look at the respective requirements for an online banking system with respect to the various areas of application as far as the system is concerned. Users in this system will be responsible check account balances, locking cards that have been lost or stolen, adjusting statements, waiving charges, view future auto deposits (2-3 days prior), and helping customer via phone if they decide to call in. Customer’s responsibilities are going to be checking account balance, requesting new accounts transfer or send money to someone, pay a bill, deposit check by picture, manage security such as passcodes, set up alerts and close accounts.
The system specifications in terms of the functionality of the system are defined by the functional requirements (Paetsch, Eberlein & Maurer, 2003). As far as the Apex online banking system is concerned, the requirement specifications are as described. Functional and the respective specifications for the system include what the system is expected to do to the user as well as to the other users of the system.
The system will provide the user with a clear user interface to facilitate the operations of the user to the system as far as banking is concerned. The user will be able to request to open an account online regardless of the user`s geographical location. The user will also be able to make the desired check deposits into the opened account regardless of the location of the user. The system is will provide the user with the services of bill paying. In case a user decides to terminate their banking services with the bank, the system will offer account termination services. The system will also facilitate the user to transfer funds from their account to any desired account. The specific requirements are as summarized below:
· Ability to request to open an account.

The document discusses project budget estimation and project crashing. It provides an introduction to project budgeting, noting that senior management must approve the budget to obtain resources. It then discusses top-down and bottom-up budgeting approaches. Project crashing is defined as shortening a project's timeline, typically by adding more resources, and key stages in project crashing management are outlined, including establishing crash objectives, identifying critical paths, finding crash limits, and selecting economic options to present for approval. The importance of being able to crash projects in response to changing needs is also highlighted.

CMMI KPA (Key Process Area). Explain its concept in a paragraph or two (10pt.)
Solution
Typically many of the project\'s key stakeholders, that is those affected by both the project and
the project\'s end result, do not fully understand the nature of the project plan. Since one of the
most important and difficult aspects of project management is getting commitment and buying,
the first step is to explain the planning process and the project plan to all key stakeholders. It is
essential for them to understand the importance of this set of documents and to be familiar with
its content, since they will be asked to review and approve the documents that pertain to them.
Components of the Project Plan Include:
Baselines. Baselines are sometimes called performance measures, because the performance of
the entire project is measured against them. They are the project\'s three approved starting points
and include the scope, schedule, and cost baselines. These provide the \'stakes in the ground.\'
That is, they are used to determine whether or not the project is on track, during the execution of
the project.
Baseline management plans. These plans include documentation on how variances to the
baselines will be handled throughout the project. Each project baseline will need to be reviewed
and managed. A result of this process may include the need to do additional planning, with the
possibility that the baseline(s) will change. Project management plans document what the project
team will do when variances to the baselines occur, including what process will be followed,
who will be notified, how the changes will be funded, etc.
Other work products from the planning process. These include a risk management plan, a quality
plan, a procurement plan, a staffing plan, and a communications plan.
Step 2: Define roles and responsibilities. Not all key stakeholders will review all documents, so it
is necessary to determine who on the project needs to approve which parts of the plan. Some of
the key players are:
Step 3: Hold a kickoff meeting. The kickoff meeting is an effective way to bring stakeholders
together to discuss the project. It is an effective way to initiate the planning process. It can be
used to start building trust among the team members and ensure that everyone\'s idea are taken
into account. Kickoff meetings also demonstrate commitment from the sponsor for the project.
Here are some of the topics that might be included in a kickoff meeting:
Step 4: Develop a Scope Statement. The Scope Statement is arguably the most important
document in the project plan. It\'s the foundation for the rest of the project. It describes the
project and is used to get common agreement among the sta.

Optimizing Organizational Performance by Managing Project BenefitsUMT
Too many organizations today still measure the success of a project based only on the traditional project management standards of delivering On Time, On Budget and On Scope. While these criteria are valid measures of successful project management, they are less suitable when assessing a project’s true success: its contribution to the overall organization's performance. Indeed, the ulti-mate success of a project – whether cost savings, revenue increases or customer satisfaction improvements – may not be known until years after it has been successfully delivered.
The document discusses project management phases and principles. It describes the five phases of a project life cycle as: 1) initiation, 2) planning, 3) development, 4) implementation, and 5) closure. It also discusses project planning, the work breakdown structure (WBS), competitive bidding steps, and elements to consider in designing a project management information system (PMIS).

Project management is a key tool that companies use to improve overall performance. When projects are successfully managed, they deliver business results that contribute to organizational success. There are typically four phases to a project - initiation, planning, implementation, and closure. Following a disciplined approach to project management helps companies control spending, reduce project failures, and improve their ability to operate in competitive environments. While project management provides benefits, it also requires resources to implement formal processes and oversight roles.

Introduction
You have probably been part of an organization or team activity that did not appear to have
direction, purpose, or goals. This kind of experience sometimes produces frustration, espe-
cially in organizations that are supposed to have a purpose, simply because people want to
know that they are part of something larger than themselves and that they can make a dif-
ference. Sometimes organizations have goals, but it seems like only top management knows
what they are. This chapter will explore the value of having organizational and project goals
and sharing them with the people charged with realizing them.
This chapter follows up on earlier chapters that dealt with the field of project management,
project phases in the cycle, and organizational design. The chapter will address how projects
are started, how they are aligned with the organization’s goals, and how individual project
goals and objectives are set to serve customers.
Once a project is selected and initiated in phase 1, phase 2 involves defining the project in a
project plan and preparing the project framework for execution. The next five chapters will
address the highlights and critical activities and tools used in this phase. This chapter discusses
important front-end planning activities such as setting project goals and objectives, linking the

Section 4.1 Project Goals and Objec.
This document discusses project success criteria for engineering and refurbishment projects at Eskom, a South African power utility. It conducted a survey of stakeholders to identify key success criteria. The survey found that while time, cost and quality were important, other factors like satisfying business goals, customer satisfaction, and impact on plant were rated as even more important. Different stakeholders had differing views, with clients prioritizing satisfying goals, customer satisfaction and impact, while project managers prioritized quality, time and cost. Most respondents felt that time, cost and quality were not the only important success criteria. The document concludes that multiple factors are important for measuring project success.

Project integration management involves coordinating all aspects of a project, including developing a charter, scope statement, and management plan. It also includes executing the project according to plan, monitoring for changes, controlling changes through an approval process, and closing out the project. Software can help with tasks like documentation, tracking, reporting, and integrating all project information. Effective integration is key to the overall success of projects.
Creating Competitive Advantage with Strategic Execution Capability V1.0Jon Hughes
The document discusses the Strategic Execution Framework (SEF), which is a model that helps organizations align strategy creation with execution by assessing six key capabilities: Ideation, Nature, Vision, Engagement, Synthesis, and Transition (INVEST). Conducting a diagnostic using the SEF can identify strengths and weaknesses in these capabilities and their linkages. Addressing weaknesses through initiatives to develop capabilities can help organizations more effectively execute strategies and gain competitive advantage. Common weaknesses identified include a lack of understanding interrelationships between capabilities, poor synthesis of strategies into coordinated programs and projects, and an inability to transition projects to operations.
This document provides an introduction to project management concepts. It defines a project as a specific, finite activity that produces an observable and measurable result under certain preset requirements. Project management is defined as an approach to management of work within the constraints of time, cost, and performance requirements. The key objectives of a project are scope, performance, time and cost. Projects can be classified based on duration, investment amount, ownership, and risk. The project life cycle consists of initiation, planning, execution/monitoring/control, and closure phases. Effort levels are lowest at the start and end of a project and highest during the intermediate phases.

The document discusses various aspects of project planning including defining the project scope, determining tasks and dependencies, estimating resources and costs, developing a baseline schedule, and monitoring progress against the baseline. It also covers investment criteria for evaluating projects, such as net present value, benefit-cost ratio, internal rate of return, payback period, and accounting rate of return. The document provides information on feasibility studies, their purpose and components.
The document provides an overview of key concepts in project management:
1. It defines a project as a specific, finite activity that produces an observable and measurable result under certain preset requirements. Project management is the process of planning, organizing, and controlling resources to achieve specific goals within constraints such as time and cost.
2. There are four major objectives of a project: scope, performance, time, and cost. A project goes through different phases in its life cycle from initiation to planning, execution, monitoring and control, and closure.
3. The level of uncertainty is highest at the beginning of a project when stakeholder influence is also highest. Cost of changes decreases as the project progresses while risk and cost of

This document discusses project selection and portfolio management. It provides an overview of different approaches organizations use to screen and select projects, including checklists, scoring models, and financial models. The document also discusses challenges in maintaining an optimal portfolio of projects. Several case studies of industries like pharmaceuticals, banking, and manufacturing are provided to illustrate how companies use various criteria and processes to evaluate projects and ensure their portfolios have the right mix of projects.

Project success can be defined in different ways and depends on meeting objectives. Key factors that contribute to project success include having clear objectives, managing scope, schedule and budget, effective communication and stakeholder management, competent project team, and support from senior management. A project manager can help ensure success by focusing on these critical success factors throughout the project life cycle from planning to execution to closure.
Value Management (VM) is a systematic process used at Seattle Public Utilities (SPU) to improve capital projects and maximize their functional value. VM involves two studies - Value Planning during project planning to ensure the correct problem is addressed, and Value Engineering during design to improve the project's function and reduce costs. SPU requires VM reviews for projects over $5 million. VM studies are conducted by independent consultant teams and SPU staff. Recommendations from the studies are implemented to improve SPU projects and provide increased value to ratepayers.

Original Prompt:
Compare Carroll's strategies for creating sound in
Jabberwocky
with those used by Swenson in
A Nosty
Fright.
Pay attention to connotative and denotative meanings of the words and how the poet plays with sound.
Edilzon Ramirez
Response to Prompt:
In both poems there is a common element. And that is a wordplay to make nonsense poetry. The effect of this, is that we must think more in depth to figure out the real meaning behind the works of literature. In Jabberwocky, the writer begins by setting up the mood giving us the background of the events that are about to occur. The use of exclamation marks throughout the poem afterwards, are what in my opinion, give it the sound. For example, “O frabjous day! Callooh! Callay!” suggests sort of a proud/relived cry. Which is furthered backed up by the whimsical words that have a positive connation to them due to the slaying of the jabberwocky, who terrorized the people.
While in “A Nosty Fright” another poem with nonsense words or portmanteau the mood is sad, and it only becomes gloomier. Like Miss Brill, the poet describes things together, in the first stanza “roldengod and the soneyhuckle” and jumps to a lonely chipmunk, suggesting that it has lost its companion. There is hope for it when it meets the grasshopper. Ultimately, it comes to an end “Here we part,” said the hassgropper. “Pere we hart,” mipchunk, too”. All hope is lost for the chipmunk and is waiting for the winter to come. This symbolizes death because during the months of October, November, and December many mammals including the chipmunks hibernate and its almost like it wanted to go to sleep permanently remarking things like “Will it ever be morning, Nofember virst”.
Some say, that the chipmunk is a representation of the author and her sexuality. She like the chipmunk, was alone and the typhoon that was mentioned earlier, was her losing her mind. The words and the sounds they make, further makes this evident because it is gibberish written by someone who is broken.

This week's discussion prompt:
Explain how Faith in "Young Goodman Brown," Georgiana in "The Birthmark," and Elizabeth in "The Black Minister's Veil" are use to reveal some truth about the central male characters in each story. Describe the similarities that you see among these women characters.
Peer's Post:
-Emily Seide
In each of the three short stories, the female characters play a large role in the character development of the three male protagonists (Goodman, Aylmer, and Hooper). Throughout each story, the women leave a lasting impact on their significant other’s mentality of the world and perception of others. In “Young Goodman Brown”, Brown is faced with troubling sights that make him alter his point of view on his town and the townspeople. Brown was introduced to the true form of some nasty people, including his wife, Faith. When he returns home the next morning from a place of sinister evil, his encounter with Faith and his townspeople has made him a hardcore skeptic of anyone and everyone around him. Goodman Brown never trusted a soul after that night because he was forced to believe that evil resides in everyone. In “The Birthmark”, Aylmer goes insane trying to remove his wife, Georgiana’s, birthmark. Even after hearing how beautiful and well liked she is, Georgiana agrees to get her birthmark removed. Rather than seeing this as a perfect part of her, Aylmer sees the birthmark as a flaw that gives her an imperfect complexion. Later in the story, as the birthmark fades and she wakes up, she states that he should’ve admired what he had in the first place, then dies. This made Aylmer realize that he took time for granted, and now he lives a life without Georgiana due to his impatience with her already beautiful complexion. And finally, in “The Minister’s Black Veil”, Reverend Hooper consistently wears a black veil that covers the majority of his face. Several people were afraid and intimidated by it, except for his fiancée, Elizabeth. After further questioning, she begins to fear the veil due to what it symbolizes- the sin in all human beings. Hooper’s plea for Elizabeth to stay reveals the extent of which he is willing to sacrifice, and the decision for him to continue to wear the veil reveals great sorrow; “Do not leave me in this miserable obscurity forever!” (Hawthorne, 36). In each of the short stories, each female character, always a love interest, is first skeptical of the main character’s choice of actions, then later comply. In each short story, a life lesson is learned for each male character.

Technology changes education
Postman argues that television technology substantively changes aspects of culture such as news, politics, religion, and education in ways that suit the technology, not the human culture that uses the technology. It is a point others have made as well, though it is still contested by many other philosophers and social critics. One excellent example of technological change is on-line course delivery. While there are some who say that the new medium does not provide an education, others (such as your instructor) believe they can accomplish a better education in some subject areas. What have you noticed? What differences are there in on-line education that are due to the way it is technologically mediated? What differences do they make in the education you are receiving? Do you think this is a better or worse education? Why might your instructor think it can be better (and not just because he manages the class while in his pajamas)?

HAIR
Hair deeply affects people, can transfigure or repulse them. Symbolic of life, hair bolts from our head. Like the earth, it can be harvested, but it will rise again. We can change its color and texture when the mood strikes us, but in time it will return to its original form, just as Nature will in time turn our precisely laid-out cities into a weed-way. Giving one's lover a lock of hair to wear in a small locket [3] around his neck used to be a moving and tender gesture, but also a dangerous one, since to spell-casters, magicians, voodoo-ers, and necromancers of all sorts, a tuft of someone's hair could be used to cast a spell against them. In a variation on this theme, a medieval knight wore a lock of his lady's pubic hair into battle. Since one of the arch-tenets of courtly love was secrecy, choosing this tiny memento instead of a lock of hair from her head may have been more of a practical choice than a philosophical one, but it still symbolized her life-force, which he was carrying with him. Ancient male leaders wore long flowing tresses as a sign of virility (in fact,
"kaiser" and "tsar" both mean "long-haired"
). In the biblical story of Samson, the hero's loss of hair brings on his weakness and downfall, just as it did for the hero Gilgamesh before him. In Europe in more recent times, women who collaborated with the enemy in World War II were humiliated by having their hair cut short. Among some orthodox Jews, a young woman must cut off her hair when she marries, lest her husband find her too attractive and wish to have sex with her out of desire rather than for procreation. Rastafarians regard their dreadlocks as "high-tension cables to heaven." These days, to shock the bourgeoisie and establish their own identity, as every generation must, many young men and women wear their hair as freeform sculpture, with lacquered spikes, close-cropped patterns that resemble a formal garden maze, and colors borrowed from an aviary or spray-painted alley. The first time a student walked into my classroom wearing a "blue jay," it did startle me. Royal-blue slabs of hair were brushed and sprayed straight up along the sides of his head, a long jelly roll of white hair fell forward over his eyebrows, and the back was shiny black, brushed straight up and plastered close to the head. I didn't dislike it, it just seemed like a lot to fuss with each day. I'm sure my grandmother felt that way about my mother's "beehive," and I know my mother feels that way about the curly weather system which is my own mane of long thick hair. One's hairstyle can be the badge of a group, as we've always known -- look at the military's crew cut, or the hairstyles worn by some nuns and monks. In the sixties, wearing long hair, especially if you were a man, often fetched a vitriolic outburst from parents, which is why the musical Hair summed up a generation so beautifully. The police, who seemed so clean-cut and cropped then, were succee.

Write a research report based on a hypothetical research study. Con.docxarnoldmeredith47041
Write a research report based on a hypothetical research study. Conducting research and writing a report is common practice for many students and practitioners in any of the behavioral sciences fields.
A research report, which is based on scientific method, is typically composed of the different sections listed below:
Introduction:
The introduction states a specific hypothesis and how that hypothesis was derived by connecting it to previous research.
Methods:
The methods section describes the details of how the hypothesis was tested and clarifies why the study was conducted in that particular way.
Results:
The results section is where the raw uninterpreted data is presented.
Discussion:
The discussion section is where an argument is presented on whether or not the data supports the hypothesis, the possible implications and limitations of the study, as well as possible future directions for this type of research.
Together, these sections should tell the reader what was done, how it was done, and what was learned through the research. You will create a research report based on a
hypothetical
problem, sample, results, and literature review. Organize your data by creating meaningful sections within your report. Make sure that you:
Apply key concepts of inferential hypothesis tests.
Interpret the research findings of the study.
Examine the assumptions and limitations of inferential tests.
Develop a practical application of the research principles covered in this course.
Focus of the Research Report
To begin, create a hypothetical research study (you do not have to carry out the study; you will just have to describe it) that is based on the three pieces of information listed below. Once you have your hypothetical study created, write a three- to four-page research report (excluding title and reference pages) that outlines the study. You are encouraged to be creative with your research study, but be sure to follow the format outlined below and adhere to APA formatting as outlined in the Ashford Writing Center.
Your hypothetical research study should be based on the following information:
Recent research has indicated that eating chocolate can improve memory. Jones and Wilson (2011) found that eating chocolate two hours before taking math tests improved scores significantly. Wong, Hideki, Anderson, and Skaarsgard (2009) found that women are better than men on memory tests after eating chocolate.

How to Make a Field Mandatory in Odoo 17Celine George
In Odoo, making a field required can be done through both Python code and XML views. When you set the required attribute to True in Python code, it makes the field required across all views where it's used. Conversely, when you set the required attribute in XML views, it makes the field required only in the context of that particular view.

3. Competition in Action: Comparing Car Prices
Competition is key to the market economy. Firms competing
with one another cannot
charge too much or they will lose customers.
The effect of competition can often be seen in the new car
market. Choose a car model
that interests you. Use print or online sources to find three
nearby car dealerships that
sell that model. Find out how much each dealer would charge
for the model with the
features you want. Do not include incentives such as cash back,
special financing, or free
servicing in the price. Use the table below to show your
findings.
Car Model:

4. Circle the best price. Next, compare any incentives the dealers
are offering, such as cash
back, free servicing, or cheaper financing. You plan to borrow
90 percent of the cost with
a 5-year (60-month) loan at 7 percent interest, unless an
incentive provides a better rate.
Calculate the effect of dealer incentives on the total cost.
Complete the chart below.

between the highest and lowest prices
for the car, excluding incentives?
2. How much of a difference is there
between the prices including incentives?

anaging the scope of a project is
the most important function of
a project manager. The project
6. may be in any sphere of industrial or non-
industrial activity, manufacturing or service
environment, private or public enterprise,
government or non-government
undertaking. Effective scope management
of a project also ensures the successful
management of other key project
management areas, including time, cost,
and quality.
Project scope management can be
further sub-divided into its components
which include the following.
• project initiation;
• scope planning;
• scope definition;
• scope verification; and
• scope change control.
At the heart of all project scope
components is the work breakdown
structure (WBS). All components of scope
management interact with each other
through the WBS (see figure 1). A WBS, as
the name suggests, is a hierarchical
breakdown of the project into its
constituent elements.
Having a detailed WBS means having
a large number of levels. This allows for
more accurate management of the project.
However, detailed WBS also requires
devoting more resources to gathering and
compiling information for reporting
7. purposes. A decent balance must be
achieved between project reporting
requirements and the desired degree of
control. Some examples of WBS are given
in this article.
Effective management of scope has a
positive effect on other project
management areas too. These can include
procurement management, contracts
management, risk management, and
human resource management.
The five components of project scope
management are presented in this article
with WBS at the core.
PROJECT INITIATION
Projects are initiated in order to satisfy
a business need. The business need may
arise because of a market demand
situation. For example, a company may
decide to undertake an expansion project
for existing facilities in order to catch up
with increasing market demand.
A business need may arise to satisfy a
new environmental regulation that
requires companies to treat and purify
effluent streams. Projects undertaken to
improve service factors of a customer
service company is another example
justifying a business need to undertake a
project. Figure 2 shows typical business
needs that may trigger a project.
8. Once a business need is identified and
aligned with a company's strategic
objectives, a project may be initiated
subject to satisfaction of feasibility criteria.
Usually a mini project is authorized and
resources assigned to carry out a feasibility
analysis before the full-scale project is
launched. The project manager is the first
full-time resource assigned to the project.
Although a discussion on project manager
competencies is outside the dimensions of
this article, a project manager must be able
to display a high level of both management
and leadership qualities.
Project feasibility analysis is comprised
of technical, economic, and financial
aspects.
• Technical feasibility explores the
availability of technological know-
how; competency of management and
operations teams; availability of land,
infrastructure, utilities, etc.
• Economic feasibility evaluates the
benefit-cost ratios of different
technological options available. It also
evaluates rates of return for the project
over its anticipated lifetime. And,

Project Scope Management
9. ABSTRACT: Managing the scope of a project is the most
important function of a project man-
ager. The project may be in any sphere of industrial or non-
industrial activity, manufacturing or
service environment, private or public enterprise, government or
non-government undertaking.
Effective scope management of a project also ensures the
successful management of other key
project management areas, including time, cost, and quality.
Project scope management can be
further sub-divided into its components which include project
initiation, scope planning, scope
definition, scope verification, and scope change control.
KEY WORDS: Project scope management, planning,
verification, and work breakdown structure

Management Interact with Each
Other Through a WBS
Cost Engineering Vol. 48/No. 6 JUNE 2006 13
• Financial feasibility deals with
availability of necessary funds, cost of
borrowing money based on credit
rating of owner organization, etc.
Table 1 provides information on each
of the above mentioned feasibility aspects.
Key Output
10. Detailed feasibility analysis is the most
important output from the initiation phase
of scope management. This allows
management to give the go-ahead for
project to proceed or to shelve it.
Scope Planning
Scope planning is all about developing
a summary and intermediate level WBS.
Development of project scope is not
detailed enough at this stage for creation of
a comprehensive WBS.
After the project has been approved
and allowed to proceed, the project
manager gets down to work with his team
for the development of project scope. At
this stage it is useful to work with
knowledge of project cost, schedule, and
key quality parameters. However, like most
other project management areas, project
scope management is an iterative process.
Information received over time is
constantly fed back into the system, making
it a truly iterative process. Progressive
detailing and rolling wave planning are
other terms that are synonymous with the
scope planning phase.
An example of summary and
intermediate level WBS is given in figure 3
with key deliverables identified. Note that
detailed feasibility has already been
completed; all items to be considered in a
11. detailed feasibility analysis have been
judged to be feasible.
Organizing the work (project) in a
deliverable-oriented form allows the
project management team to focus on each
of the components and add details
progressively. It also allows formation of a
project organization to take care of each
component of the project.
However, this is not the only way of
organizing a WBS for this type of project.
Figure 4 illustrates another method of
preparing a WBS for the same project.
The example presented in figure 3
lends itself toward a balanced matrix
approach (project + functional). Most
organizations today are of the balanced
matrix type as opposed to pure project
organizations. The example presented in
figure 4 is more likely the work of a pure
project organization. Both approaches are
valid; it is just a matter of the way in which
the owner organization operates.
Key Outputs
• Summary and intermediate level work
breakdown structure (WBS);
• design basis memorandum (DBM);
• invitation to bid (ITB); and
• award basic engineering package
(BEP) contract.
12. Scope Definition
At the point of scope definition, the
framework for project scope has been put
in place as part of the scope planning
process. As noted earlier, the following
activities have already been carried out.
• project manager assigned.
• project management team formed.
• feasibility completed.
• summary level WBS created.
• project budget, schedule, key product
parameters outlined.
• design basis memorandum.
• invitation to bid.
Table 1 — Project Feasibility is Comprised of Technical,
Economic, and Financial Aspects
Economic Feasibility
• benefit-cost ratios;
• economic models;
• linear and non-linear programming
techniques;
• decision trees; and
• expert Judgment.
Financial Feasibility
• availability of necessary funds;
• cost of borrowing money; and
13. • credit rating of owner organization.
Technical Feasibility
• availability of technology;
• previous experience of similar
projects;
• competency of management team;
• competency of operations team;
• availability of raw material,
feedstock;
• infrastructure;
• utilities; and
• suitable land.
Figure 2 — Typical Business Needs that May Trigger a Project
14 Cost Engineering Vol. 48/No. 6 JUNE 2006
• BEP contract award.
It is time to add details to the
framework created. The WBS needs to be
expanded to include details down to the
work package level. Selection of
technology is one of the factors to be
considered for a feasibility analysis.
Subsequently in the scope planning phase,
a design basis memorandum (DBM) is
prepared. The DBM provides essential
information on required flow sheet rates
(capacity in tons/year); key product
14. characteristics, for example, composition,
purity, or conformance to a particular
standard; plant site data relating to
location, weather, humidity; and available
infrastructure and utilities.
DBM is then used to invite bids from
prospective bidders. Invitation to bid (ITB)
is the activity of inviting bids from a list of
selected and short-listed technology
providers (also known as process licensors).
Once a process licensor has been selected
as a result of the bidding process, work on
the scope definition phase can begin in
earnest.
Preparation of a basic engineering
package (BEP) marks the beginning of the
scope definition phase. A fully staffed
project management team has been
assembled to work in coordination with
process licensor on the basic engineering
package. Scope issues become
progressively clarified as buyer (owner
organization) and seller (process licensor)
work together. Responsibility of filling in
the details for WBS still rest with the
owner, project manager, and his/her team.
It must also be understood that the five
components of project scope management
are not discrete phases. Often they overlap
and proceed concurrently. In some cases,
based on magnitude of scope, some of the
phases may be merged together. WBS
represents scope of the project. Everything
15. included in the WBS is part of project
scope. Anything not shown clearly in a
WBS is out of project scope, along with any
implied activities.
Many a project manager has come to
grief for not preparing a comprehensive
enough WBS. In order to mitigate cost risks
there are two types of emergency funds
allocated as part of a project budget:
management reserve and contingency
fund.
• Management reserves are used for
unexpected changes to project scope,
for example a mandatory new
regulatory requirement.
• Contingency funds are used for
expected additional work that cannot

of Changes
Types of Change
• design specification change;
• process design development;
• project execution change;
• external budget transfer;
16. • estimate adjustment;
• field change; and
• commissioning change.
Reasons for Change
• correct deficiency to meet safety,
health or environmental regulations;
• correct deficiency to meet operational
requirements;
• correct deficiency in cost estimate; and
• adjust budget to reflect changed
execution basis.
Nature of Change
• discretionary; and
• non-discretionary.

be accurately quantified, for example
the amount of re-work required in
completing engineering design or
opting for more expensive but
expeditious airfreight of critical items
instead of sea freight.
A typical WBS developed during the
scope definition phase would look
something like what is shown in figure 5.
17. For the sake of brevity, one part of the
summary and intermediate WBS from
figure 3 is expanded to show detailed
activities.
Key Outputs
• basic engineering package (BEP);
• award engineering, procurement and
construction (EPC) contract. Detailed
engineering design will be
accomplished as part of the EPC
contract. And,
• detailed engineering design (DED).
Scope Verification
Scope verification is intricately
connected to the previous two processes,
scope planning and scope definition.
However, the distinguishing feature of this
process is the feed back loop it provides in
verifying the contents of all work done thus
far (see figure 6).
Scope verification involves checking
all design and engineering deliverables
required as part of scope planning and
definition phases. It is important to note
that the verification process does not have
to wait until after completion of its
predecessors, scope planning and
definition.
It is a continuous process that starts
18. almost concurrently with its predecessors.
Verification that work has indeed been
carried out in accordance with applicable
regulations and design documents is also
required for progress measurement.
For making progress payments to the
contractor, it is first required of the project
management team to verify the contents of
each progress payment invoice submitted
by the contractor.
Earned value management is a
technique frequently used for measuring
progress of a project. Earned value
management evaluates several indices to
measure the cost and schedule progress of
the project. Basically, it is the comparison
of the actual verified work performed
against the scheduled work that was
planned to be performed at the given time
interval (schedule performance).
Moreover, it also compares the actual
cost incurred at the given time interval
versus the budgeted cost (cost
performance). Schedule and cost
performance of a project at regular
intervals enable the project management
team to forecast any schedule or cost
overruns.
Application of earned value
management techniques tell us that under
19. par performance on schedule and cost
would soon incur schedule and cost
overruns that are irreversible.
Relationships of the five scope
management processes are shown in figure
6.
Key Outputs
• procurement; and
• construction
Scope Change Control
Practitioners of project management
realize that scope change is an inevitable
reality for any project. Management of
scope change is of vital importance
because scope creep can assume
horrendous proportions and may even
force project cancellation.
Scope creep is a term used to describe
unauthorized scope changes.
Unauthorized changes may creep into
project scope as a result of verbal
instructions, e-mail instructions, written
instructions that have been issued without
realizing the magnitude of change, etc.
An effective scope change control
mechanism must be put in place as early as
the start of the scope planning phase. It is
important to classify types of scope change
requests and the reason for the change.
20. Moreover, it should be made clear whether
change is discretionary or non-discretionary
(essential).
Overall the impact of scope change on
schedule, cost, and quality should be
evaluated. A general listing of the types,
reasons, and nature of changes is presented
in table 2.
Key Outputs
• acceptance tests; and
• commissioning.

uccessful management of scope in
essence defines the success of a
project for a project manager and
the project management team. Changes in
scope during the course of a project are
inevitable and nothing to be afraid of. Key
stakeholders should be kept well informed
of scope changes that have an effect on
schedule, cost, and quality. Stakeholder
buy-in can only be achieved by the
dissemination of correct information in an
21. expeditious manner.
