Politics and governance PNG is a constitutional monarchy that received independence from Australia in 1975. However, it maintains a parliamentary democracy governed by a single parliamentary body in Port Moresby. It has three arms of government: (a) the legislative arm (National Parliament headed by the Speaker); (b) the executive arm (the National Executive Council (NEC), headed by the Prime Minister, who is also the Chief Executive of the National Government); and (c) the judiciary arm (headed by the Chief Justice). The National Parliament is a 111-member the unicameral legislature elected for five-year terms by universal suffrage. The Prime Minister is appointed and dismissed by the Governor-General on the proposal of Parliament. The Cabinet – known as the NEC – is appointed by the Governor-General on the recommendation of the Prime Minister. PNG has a very complex and costly decentralized system of government. At the subnational level, there are three levels of administration: the province, district, and local level government (LLG). There are a total of 89 districts and 319 LLGs.
