When developing a counterterrorism strategy, it is
important to understand how the words “peace” and
“truce” are understood under Islamic Law. Also known
as Shariah, Islamic Law states that peace occurs only
when all of society follows the Islamic doctrine.

3. Islamic Law
• Until dar al Islam, the “house of peace,” is achieved, dar
al harb, “the house of war,” remains existent. Dar al harb
requires devout followers to live under Jihad rules that
dictate the world must rid itself of dar al harb at all
measures.
Interpreted in a severe and hostile way, the doctrine
creates warfare that temporarily ceases when those
following Jihad rules deem their tactics unsuccessful.
Unlike the American definition of the word “truce,”
which reflects a mutual agreement to end warfare,
Islamic terrorists use it to regroup for their own benefit.
They use the interim to acquire more weaponry and
followers with the intent to continue fighting.
