The October 2016 spectrum auction in India ended in failure as none of the 700MHz spectrum was sold. ICT development failure as none of the 700MHz spectrum was sold rusulting in negative consequences for mobile users, a blow to ICT development in India and failure to deliver National Telecoms Policy 2012. The auction also failed in fiscal terms because of its failure to reach the revenue target from the sale of spectrum. Based on advice from TRAI, the Government of India planned to raise Rs 536,239 crores (US$ 80 bn) but only raised Rs 65,789 crores (US$ 10 bn).
One objective of auctioning spectrum for mobile use is to encourage new market entry in order to create competitive markets. However, as the mobile industry matures, new market entry an network level is improbable.
The paper provides evidence that the TRAI proposed reserve prices for the forthcoming spectrum auction in India carry a high risk of another failed spectrum auction. The perspective is a financial one, rather than focusing on technical issues.

Depending on the market up to 2020 the amount of spectrum assigned to mobile operators will increase by a factor of 1.7 to 2 times and beyond 2020 by a further 8 to 10 times. Current thinking with regards spectrum pricing and assignment needs to be revised to solve the economic equation to allow 5G.

The 2300MHz band is already widely used for FWA and mobile LTE and is now becoming a key resource for 5G-NR. According to the ITU IMT-2020 requirements, 5G must deliver a 10 fold increase in the user experienced data rate from 10 Mbit/s to 100 Mbit/s, a factor 100 increase in area traffic capacity to 10 Mbit/s/m2, and a 10 fold reduction in latency to 1 milli-second. To deliver this, mobile operators require additional spectrum, particularly in mid-bands which offer a good combination of capacity and coverage. With a 100 MHz of spectrum, the 2300MHz band (LTE band 40 LTE and 5G-NR band N40) is a crucial TDD mid-band spectrum resource for mobile broadband and FWA which has better propagation characteristics than other TDD mid-bands, such as 2600MHz (N41) and 3500MHz (N77/N78).

The NBTC also allocated the 380-400MHz spectrum to the Transport Ministry for trunked radio system on the subway system.

The current and future traffic growth will push telecom operators to important investments in new networks. In this context, regulators have several tools to promote investments in LTE, 5G and fiber. These slides were presented by Deloitte Economic Advisory during the 2018 INT Tunisia international conference.
The DRC is considering imposing a tax on voice bundles of USD 0.0075 per minute, USD 0.003 per SMS and USD 0.00005 per MB. At the same time, the regulator has prohibited any price increases. The net effect will be to slow investment and economic growth. The new proposed taxes on SMS, minutes and data will limit the commercial freedom of mobile operators and force SMS, voice, data and mixed bundles to be withdrawn because prices cannot be increased. The net effect will be an indirect price increase through the withdrawal of bundles. This will hit the poor hardest.
