The document discusses building a structured database of capacity building resources based on an inventory from WP1 and WP2. It will design a UML model and link resources to business associations to aid navigation. The objectives are to provide online access to the resource inventory and stories for different users and share knowledge between resources. Conceptual analysis defined key concepts like a resource network typology. Forms were designed to input resource descriptions into the database based on the conceptual model. This covers general information, specific attributes depending on the resource type, and access constraints. The database will cover free and restricted access resources, with the latter including data access programs.

In November 2015 the European Commission officially lunched the European Data Portal http://www.europeandataportal.eu . The mission of the portal is to become the catalogue of all European public data providing them in all official languages of the European Union. The portal is harvesting metadata from heterogeneous open data portals of 28 EU and other 11 European countries. It lists over 580 000 datasets and it is the biggest Open Data portal worldwide. From the techincal perspective, it is the first official Open Data portal implementing the new DCAT Application Profile specification.
The portal is the place to find European public data and it is a basis for other innovative services. One of them is Policy Compass https://policycompass.eu. It brings together open public data, social media, e-participation platforms, causal models, and argumentation technology for constructing, sharing, visualizing and debating progress metrics and impacts of policies.
Both portals are Open Source. They provide rich APIs and may become a data source for other applications.

use Concept Frequency - Inverse Document Frequency (CF-
IDF) as a weighting scheme and incorporate either or both
of the dynamics and semantics of user interests. To this end,
we first provide a comparative study on different user modeling strategies considering the dynamics of user interests in
previous literature to present their comparative performance.
In addition, we investigate different types of information (i.e.,
categories, classes and connected entities via various proper-
ties) for entities from DBpedia and the combination of them
for extending user interest profiles. Finally, we build our user
modeling strategies incorporating either or both of the best-
performing methods in each dimension. Results show that
our strategies outperform two baseline strategies significantly
in the context of link recommendations on Twitter.

Contact reports and proposals are essential to the development process and are made up of many distinct pieces of data collected within the database. The process of managing the entry of these key functions can be laborious, requiring data entry from multiple sources, extensive review, and sometimes re-entry. This session will demonstrate a team-based approach that incorporated subject matter expertise from prospect management, data management, and information systems culminating with the development of an application using The Raiser’s Edge application programming interface (API). The application automated the contact reporting and proposal processes, saving substantial staff time, improving data accuracy, enforcing entry of required data, and enhancing the security around donor data.

Predictive Web Analytics is aimed at understanding behavioural patterns of users of various web-based applications: e-commerce, ubiquitous and mobile computing, and computational advertising. Within these applications business decisions often rely on two types of predictions: an overall or particular user segment demand predictions and individualised recommendations for visitors. Visitor behaviour is inherently sensitive to the context, which can be de ned as a collection of external factors. Context-awareness allows integrating external explanatory information into the learning process and adapting user behaviour accordingly. The importance of context-awareness has been recognised by researchers and practitioners in many disciplines, including recommendation systems, information retrieval, personalization, data mining, and marketing. We focus on studying ways of context discovery and its integration into predictive analytics.
