1. TEXT OF THE PRESS CONFERENCE ADDRESSED BY THE
LEADERSHIP OF ALGON EKITI STATE DEBUNKING THE ALLEGED
ILLEGAL DEDUCTION OF N1Bn BY EKITI STATE GOVERNMENT
FROM JAAC FUND
Gentlemen of the Press,
You are no doubt aware of the mis-information being circulated by
leaders of NULGE in Ekiti State that various sums of money coming from
FAAC to Ekiti Local Governments are being deducted by the State
Government.
2. We have taken the pains to reconcile all sums paid into the JAAC
Account from FAAC with amount distributed and found no iota of truth in the
allegations. But for the use of the story by a particular rag-tag newspaper
yesterday, Saturday, 25th August, 2012, I felt there was no need to be drawn
into unnecessary debate with some politicians who wear the garb of NULGE
leaders.
3. I wish to set the records straight by making available to you the fund
allocated and distributed at JAAC over the period from January to July, 2012:

1 January - 2,483,321,461.55

From my knowledge of arithmetic, it is clearly impossible for there to be a
surplus of over N1,000,000,000.00 after these first line charges have been
taken from the totality of what come to JAAC. I am not in doubt that NULGE
was out to make mischief.
4. Aside the above, I wish to put on record that Ekiti State Government in
obedience to section 162 (7) of the 1999 Constitution of the Federal Republic
of Nigeria has paid the following sums, representing 10% of its Internally
Generated Revenue (I.G.R) to Local Government as they fall due:
MONTHS IGR TRANSFERRED TO
LOCAL GOVERNMENTS

June, 2012 25,000,000.00
July, 2012 25,000,000.00
TOTAL N249,740,150.51
5. To show the level of ignorance of NULGE leadership, they picked only
an item of receipt, leaving out VAT, 10% IGR, Excess Crude etc. It is
curious that NULGE President who is a member of JAAC could go out to
distort facts. Other members of JAAC include representatives of Nigeria
Union of Teachers (NUT), State Universal Basic Education Board (SUBEB),
Local Government Service Commission (LGSC), Auditor General for Local
Government, Directors of Finance, Auditors from all the 16 Local
Governments led by their Chairmen.
6. As part of the State Government’s support for Local Governments, it
offered to contribute N1,396,811,554.28 to the 5km township roads in all the
16 Local Government Areas of Ekiti State. As at date, a total of
N248,350,297.07 has been paid to the benefiting Local Governments. Let
me note too, that the State Government has always given all necessary
technical support to ensure the success of Local Government Administration
in the State. The quarterly briefing to ensure that we give quality services to
our people at the grassroots level have been a focus of the State
Government.
4. 7. At this stage, I wish to note that the bone of contention between NULGE
and Local Government Administration is the payment of the minimum wage
and CONHESS/CONMESS salary to workers. It is the legitimate right of
Trade Unions, to agitate for the welfare of its members, but the activities of
NULGE leadership in Ekiti State, border on brigandage and criminality. Only
recently, one of its branches threatened to burn down the Local Government
Secretariat on issues outside the purview of the Union. It really appears that
the tail wants to wag the dog.
8. It is most unfortunate that this dimension has been introduced within the
short tenure of NULGE’s new leadership. The duties of Union leadership go
beyond what pedestrian personality can afford to manage. I want to call on
the good people of Ekiti State to request the drifting leadership of Ekiti State
NULGE to settle down to responsible Union Leadership and stop being used
by self seeking politicians.
9. I thank you gentlemen of the fourth estate of the realm for your
patience.
