All parties in America have a central element and that is their ability to attract thousands of small contributions through mass mailings to likely party supporters, Hershey(75). Hershey then points out that this ability allowed the national party an independent financial base. (75) Then in the 1960s the two parties wanted to increase every aspect of their parties from contributions to finding the most qualified candidates.
The first was the service party path followed first by the RNC. The foundation of this strategy was implemented in the 1960s by RNC chair Ray Bliss and was continued later by chairman Brock until the 1970s as a means to reviving the party post water-gate. (75) There were two keys to success in performing this new service role: money and campaign technology. (76) The republicans used direct-mail appeals that brought in larger levels of income. The example the book provides is that the RNC fund-raising jumped from $29 million to $105.9 million within the next few years.(76) This strategy offered a broad array of services from candidates to local party organizations. State and local party leaders were glad to accept the help since the party worked closely to identify with the business community. A great example of this strategy was the 1980 presidential election. The republicans suffered huge losses in the house and senate after water-gate and eventually cost them the White House. After only four years the republicans were able to take back the White House in the 1980 election largely due to the service party path.
Like the service party the democrats came up with there own plan to grow and expand their parties role in the 1960s. The democrats had a larger problem due to the diversity within their own party. You had reformers supporting the civil rights and opposing American involvement in Vietnam pushing the democratic party to change their view on these issues. This strategy was an effort to more "democratic" in the nominating process and in particular more representative of people like themselves such as: blacks, women, and young people.(76) The 1968 election was the first of the series of reforms which limited the autonomy of state parties and more authority to the national party for reason in my previous sentence. This change was not limited to democrats due to key court decisions that upheld these actions in certain states. State legislatures passed bills that implemented these reforms that applied to all parties within that state. By the 1970s the problems with this strategy became evident with several democrats staying home during conventions for the reason of feeling alienated. A great example would be the elections of 1980. After gaining large majorities in the house and senate the democrats lose control of the senate. Part of this was due to the republicans raising large sums of money and allowing the state parties use it in ways they deem necessary. The other part was have divided the democratic party w ...

The United States is experiencing disruptive politics, as promised by the Republican Party and President Donald Trump. The Republican Party possesses comfortable majorities in the US House (241/194) and US Senate (52/48), the presidency, a majority of US Supreme Court judges, and 32 state legislatures. With this strong mandate for change offered by the electorate in 2016, Republicans seek to reduce or eliminate tax, regulatory, health care, environmental policies; build a wall along the southern border, "drain the swamp" of lobbyists and insider interests, and more to fulfill campaign promises.
Mr. Trump has brought to the presidency unconventional ideas about governing and the role of government in society. Having registered as both Democrat and Republican at different points in his life, his leadership style has not won over all congressional Republicans. Additionally, with an administration mired in an assortment of controversies surrounding Russian interference in the 2016 elections, the Republican agenda has not moved forward as much as many in the party would like. The Democrats, roundly trounced in the elections (save for the nearly 3 million more popular votes Hillary Clinton won), are playing the role of “loyal opposition” by challenging the new administration, something the Republicans did so well during the Obama years. With political partisanship at record levels—meaning little to no inter-party compromises on issues—stalemate seems to be an apt description of politics in Washington, DC these days.
But isn't some degree of gridlock precisely what the separation of powers with checks and balances promotes? Even when one political party controls the branches of government, institutional limitations on the exercise of power are built into the political system. This was done at the founding of the nation in order to 1) protect wealth, and 2) promote liberty for freemen. The revolution that gave rise to the United States was not a social transforming event; rather, its focus was on establishing a new political order. The new political system created by the Constitution allows for slow, incremental, deliberative change through mechanisms that are more likely to thwart than to embrace change. This may have been an adequate response the post-Revolutionary War environment they found themselves in at the end of the 18th Century, but can it survive the rapid changes upon us today?
Scholars see several disturbing trends in American government on the left and the right that contribute to the disruptions we observe today: the unprecedented use of social media by the president, his appointees, and members of Congress; gerrymandered election districts that produce overly partisan candidates; nearly unfettered money in campaigns; and elected officials who care more for their reelection than the public good. Gary and his wife of 34 years, Melissa,
came to Texas in 1986 and started
to build. With an unwavering belief in

achieve without government in their face,
Gary built a real estate investment company

Received a grant to add 21 positions to monitor freeway congestion and improve traffic flow. The Sheriff’s Office will be the only
police agency monitoring every freeway in the County. Added $700,000 to the Texas Anti-Gang Center bringing our total in secured
grants to $3,842,000.
Privatized Commissary Services
Increased profits and reduced staff dependency to provide commissary services to inmates by outsourcing.
Canceled Unnecessary Contracts & Purchase Orders
Canceled over a million dollars in unnecessary contracts and purchase orders for services, such as paid inmate chaplaincy services
and consulting services. Not one consulting contract issued since taking office.
Harris County Sheriff’s Academy
Re-established the Basic Correction Course and Basic Peace Office Course at the Harris County Sheriff’s Academy for the first time
since 2009. Training a better prepared and more motivated public servant.
Detention Officers
Raised the minimum age to 21 and added physical requirements. Eliminated the two week on-line training for Detention Officers.
Jail Inspection
Passed the surprise jail inspection in December with positive comments on the improvements made to employee and inmate
morale. Added project for video recording for the 1200 Baker Street Jail.
Homeless Outreach Team
Started a public / private partnership to create a Homeless Outreach team that has placed 20 people in housing and made over 110
homeless contacts just in the last 90 days. All equipment and materials for this project were bought with private funds.

For the first time
in many years,
it appears that
Texas Republicans
will actually
have a voice
in determining
the Republican
nominee for
President. And lucky for us, there is
a highly qualified pool of candidates
from which to choose. This is, of
course, in sharp contrast to voters on
the Democrat side who get to bet on,
what a colleague of mine refers to as,
a “hobo fight”—one between two
horrible choices. In that contest, the
Democrats have on one side Hillary
Clinton, a fatally flawed candidate
who is engaged in a game of musical
chairs with the Justice Department
that should end with her indictment
when the music stops. On the other
side is Bernie Sanders, an avowed
socialist. Think about that for a
moment. The candidate who tied with
Mrs. Clinton—the presumed Democrat
nominee—in the Iowa caucuses, does
not deny, no in fact embraces, the fact
that he is a socialist. The Democrats
can only dream of the robust menu of
talent from which we get to choose.
That Republican field is one that
numbered 17 at the beginning of the
process and included 5 United States
senators, 8 governors, a billionaire, a
former CEO of a Fortune 100 company
and John Kasich, who was both a
congressman and a governor. To
be clear, any of those 17 would be
better than the last or next Democrat
nominee. Republicans should be
extremely proud of this field of
exceptional talent.
Of course, it is a field that continues to
shrink, both before and after the Iowa
caucuses and the New Hampshire
primary. At the time of this writing,
there still remain nine candidates in
the race, although in reality, the field
is much smaller. The Iowa caucuses
cemented top tier status for Senator
Ted Cruz, Senator Marco Rubio and
billionaire Donald Trump and set
up a highly competitive three-way
race going into the first in the nation
primary held in New Hampshire,
continuing to South Carolina and
Super Tuesday.

So how do these frontrunners stack
up?
Texas Senator Ted Cruz: His image as
an outsider and anti-establishment
candidate combined with hard work
is largely responsible for his strength
and reflects an anger with the
establishment that also helps Donald
Trump while hurting candidates like
Jeb Bush and Chris Christie. Cruz’s
other strengths are his conservative
principles and his debate skills, both
of which also cut both ways. In a
traditional D versus R matchup,
conventional wisdom dictates that a
hardcore conservative is unelectable
in a general election. Fortunately
for Cruz, when given the choice
between a hardcore conservative
and the current Democrat field, the
conservative looks pretty good. Cruz’s
other problem is his likeability—he
just doesn’t have as much as one
would like, especially among swing
voters, which is due in part to his
brilliant skills as a debater. The facts
and reasoning that it takes to win a
debate are often the ones that lose
the hearts of voters, by appearing
callous and cold. The other challenge
that Cruz has is overcoming the curse
of Iowa— since 1980 there have
been 6 contested caucuses, in which
only twice did they actually predict
the eventual nominee. And of those
winners only one, George W. Bush in
2000, ultimately became President.
Billionaire Donald Trump: The Trump
achievement and maintenance of
frontrunner status has perplexed
the media and political pundits
alike. Those of us in the real world
though, get it. Trump has tapped into
a real anger with the establishment
and political business-as-usual in
the country. It is a sentiment that
inoculates him from his numerous
gaffes that would have been terminal
for any other candidate. Trump not
only shrugs off his missteps, he is
actually buoyed by them. The notable
exception, it could be argued, is his
boycott of the last Fox debate, which
many speculate led to his second place
showing in Iowa. The question though
is how long can Trump’s Teflon coating
last under heat before it starts to crack
and peel. Many predict that when
the veneer of his policy positions are
pulled back, and voters discover that
there is no “there” there, support will
shift to a more traditional candidate
like Rubio or Cruz.
Senator Marco Rubio: Rubio is young,
attractive and energetic, qualities
which have inspired comparisons to
JFK and give the Democrats reason for
great concern. Rubio is seen as the
reasonable conservative alternative
to a much more hardline conservative
(Cruz) and an unpredictable populist
(Trump); unfortunately, Rubio is
quickly becoming the establishment
choice, which hurts him with the
anti-establishment electorate, despite
the fact that Rubio was elected to
the Senate as the Tea Party choice
against the GOP establishment pick.
What’s interesting is that the voting
records of Cruz and Rubio as rated
by conservative groups are almost
identical. Rubio also has the nagging
issue of illegal immigration and his ties
to the “Gang of Eight” bill which he
now repudiates. This is a problem in
the Republican primary, but one that
he shares with Senator John McCain,
who overcame the issue to become
the Republican nominee in 2008.
So can we conclude that our nominee
will be chosen from these three
frontrunners? The easy answer is,
“probably.” But political campaigns,
especially presidential campaigns,
are unpredictable. There are other
candidates, but the question is
whether or not Jeb Bush, Chris
Christie or John Kasich can catch
“lightning in a bottle.” The good news
is that we will know before our own
primary.
So all bet-hedging aside, the
conservative decision will likely come
down to a choice between Senator
Ted Cruz and Senator Marco Rubio. It
certainly beats the alternative—just
think, our choice could be between a
criminal and a socialist. Isn’t it great
to be a Republican!

Gary Gates is not your typical
candidate. In fact, there’s not
much about Gary Gates that can be
described as typical. He doesn’t act
like a candidate for statewide office.
He certainly doesn’t behave like a man
worth millions. You might not guess
that he is a triathlete with nearly 3
dozen competitions under his belt.
But he is all of that. And much more.
Gary and his wife Melissa began
buying real estate when he was just
19 years old. It started with one
house, then another and another.
It wasn’t long before Gary realized
the real financial opportunity was in
multi-family housing and began buying
and renovating apartments. Today
he has over 4300 units, mostly in the
Houston area, including the very first
apartment he ever bought. It is a real
estate empire that has made him a
millionaire, to say the least. It is also

did not back down. No, he fought the
system, punched the bully in the face
and won; taking his case all the way
to the Fifth Circuit Court of Appeals.

Gates’ fight motivated him to become
active politically. It led him to support
candidates and start the Texas Citizens
Coalition, an organization that helps
give citizens a better understanding of
government and encourages citizen

Texas Railroad Commission, whose
job is to regulate the oil and gas
industry, because he understands the
importance of energy to our state. As
Gates says, “If you live in Texas, you
are in the oil and gas business.” Gates
realizes the challenges that lie ahead
for the RRC, pointing out that the fees
that fund the agency are down due to
the low price of oil and that it must
adapt and become more efficient.

this race that has a proven track record
of growing businesses,” he says.
Gary Gates is a businessman who
has created hundreds of jobs. He

the stifling vice grip of regulation on
