MEET CONSERVATIVE
GARY GATES
Talk is Cheap.
Conservative Means Action.
Gary Gates is the most
conservative candidate in
this race...and he has the
story to prove it.
Watch Gary’s story at
www.ConservativeMeansAction.com
www.GaryGatesForTexas.com • Facebook: Gary Gates for Texas
Gary and his wife of 34 years, Melissa,
came to Texas in 1986 and started
to build. With an unwavering belief in
entrepreneurship and what someone can
achieve without government in their face,
Gary built a real estate investment company
that now owns thousands of apartment
homes and provides work to hundreds of
Texans.
Gary and Melissa have given back to
the community through their extensive
involvement in Republican clubs, other
conservative causes and the vital fight against
those who would prey on the unborn. At
the same time, they have supported causes
to help children and young people, like their
local Pregnancy Resource Center and the
Fort Bend County Fair and local wrestling
programs.
The tragic loss of their premature son, Jacob, in
1992 only stirred Gary and Melissa to do what they always
do – build. By 1998, they were blessed with 13 children – 11
of whom were adopted, including some with special needs
and others from the state’s foster care system. Gary and
his family live on a ranch in Richmond. They have been
members of Grace Community Bible Church since 1996.
AS RAILROAD COMMISSIONER, GARY WILL …
1. Protect Texas from Federal Over-reach
2. Stand up for Property Owners and Private
Property Rights
3. Improve Agency Effectiveness,
Accountability, and Agility

In a few short months, Ron Hickman has revolutionized
the Sheriff’s Department, improving public safety and
saving taxpayer dollars
Redistribution of Manpower to mission critical areas
58 personnel were transferred from non-essential areas to increase the field presence in Patrol for call for service operations, thus
increasing the pool of personnel responding to calls for service. 10 additional personnel added to the Criminal Investigations Bureau
to increase investigative resources.
Realignment of Budget
We received permission from Commissioner’s Court for the first time ever to split our Sheriff’s budget into three separate fund
accounts to stop the drift of money from one area to another. This establishes a better business plan and helps maintain operational
priorities. Developed a better overall business approach to department management.
Grants
Received a grant to add 21 positions to monitor freeway congestion and improve traffic flow. The Sheriff’s Office will be the only
police agency monitoring every freeway in the County. Added $700,000 to the Texas Anti-Gang Center bringing our total in secured
grants to $3,842,000.
Privatized Commissary Services
Increased profits and reduced staff dependency to provide commissary services to inmates by outsourcing.
Canceled Unnecessary Contracts & Purchase Orders
Canceled over a million dollars in unnecessary contracts and purchase orders for services, such as paid inmate chaplaincy services
and consulting services. Not one consulting contract issued since taking office.
Harris County Sheriff’s Academy
Re-established the Basic Correction Course and Basic Peace Office Course at the Harris County Sheriff’s Academy for the first time
since 2009. Training a better prepared and more motivated public servant.
Detention Officers
Raised the minimum age to 21 and added physical requirements. Eliminated the two week on-line training for Detention Officers.
Jail Inspection
Passed the surprise jail inspection in December with positive comments on the improvements made to employee and inmate
morale. Added project for video recording for the 1200 Baker Street Jail.
Homeless Outreach Team
Started a public / private partnership to create a Homeless Outreach team that has placed 20 people in housing and made over 110
homeless contacts just in the last 90 days. All equipment and materials for this project were bought with private funds.
Morale
In just the first 6 months, department morale has skyrocketed with positive comments routinely coming from their public contacts
and from personnel.www.ronhickman.com

“I DO WHAT I DO BECAUSE YOUR LIVES
MATTER, AND YOU CAN TAKE THAT TO
THE BANK.” –SHERIFF RON HICKMAN
For the first time
in many years,
it appears that
Texas Republicans
will actually
have a voice
in determining
the Republican
nominee for
President. And lucky for us, there is
a highly qualified pool of candidates
from which to choose. This is, of
course, in sharp contrast to voters on
the Democrat side who get to bet on,
what a colleague of mine refers to as,
a “hobo fight”—one between two
horrible choices. In that contest, the
Democrats have on one side Hillary
Clinton, a fatally flawed candidate
who is engaged in a game of musical
chairs with the Justice Department
that should end with her indictment
when the music stops. On the other
side is Bernie Sanders, an avowed
socialist. Think about that for a
moment. The candidate who tied with
Mrs. Clinton—the presumed Democrat
nominee—in the Iowa caucuses, does
not deny, no in fact embraces, the fact
that he is a socialist. The Democrats
can only dream of the robust menu of
talent from which we get to choose.
That Republican field is one that
numbered 17 at the beginning of the
process and included 5 United States
senators, 8 governors, a billionaire, a
former CEO of a Fortune 100 company
and John Kasich, who was both a
congressman and a governor. To
be clear, any of those 17 would be
better than the last or next Democrat
nominee. Republicans should be
extremely proud of this field of
exceptional talent.
Of course, it is a field that continues to
shrink, both before and after the Iowa
caucuses and the New Hampshire
primary. At the time of this writing,
there still remain nine candidates in
the race, although in reality, the field
is much smaller. The Iowa caucuses
cemented top tier status for Senator
Ted Cruz, Senator Marco Rubio and
billionaire Donald Trump and set
up a highly competitive three-way
race going into the first in the nation
primary held in New Hampshire,
continuing to South Carolina and
Super Tuesday.

U.S. REPRESENTATIVE
DISTRICT 7:
JAMES LLOYD
Support for a challenger against an
incumbent typically occurs when
the incumbent no longer effectively
represents his district or when the
challenger brings something special
to the race. In this race, both apply.
Congressman John Culberson, who has
held public office for nearly 30 years,
has become a Washington insider
and is out of touch with the district.
Culberson voted for the terrible
omnibus spending bill that funds
Planned Parenthood, Obamacare,
Obama’s illegal amnesty, and other
offensive liberal programs. James
Lloyd, on the other hand, brings
fresh ideas and a youthful passion for
conservative political reform. Lloyd
will be a hard-working, principled
conservative who will work to overturn
the Washington big government party.
RAILROAD COMMISSIONER:
GARY GATES
As Gary Gates is quick to point out,
“If you live in Texas, you are in the Oil
and Gas business.” That’s because so
much of our economy is tied to energy,
which is the business of the Railroad
Commission. And that’s why Texas
voters should care about this race.
We like Gary Gates because he is a
seasoned business owner who can take
a business approach and a passion for
the oil and gas business to the agency.
JUSTICE, SUPREME COURT,
PLACE 3:
JUSTICE DEBRA LEHRMANN
Justice Debra Lehrmann has been a
principled member of the Supreme
Court since 2010. Prior to her
appointment, Justice Lehrmann
served as a district judge for 23
years. Lehrmann has an impressive
list of endorsements including the
endorsements of 12 previous justices
of the Texas Supreme Court. TCR is
proud to add our endorsement to her
list and recommends a vote to keep
Justice Debra Lehrmann.
JUSTICE, SUPREME COURT,
PLACE 5:
RICK GREEN
Rick Green is an impressive candidate.
He completed college in just two years
and began law school at the age of
20. At 27, Rick Green was elected
to the Texas Legislature and was
named Republican Freshman of the
Year. In 2001, Rick Green and David
Barton founded Wallbuilders, which
promotes the country’s moral, religious
and constitutional heritage. TCR is
confident that Rick Green will apply
his passion for the Constitution to the
protection of our individual rights.
JUSTICE, SUPREME COURT,
PLACE 9:
EVA GUZMAN
During her sixteen years on the
bench—first as a district judge,
then a member of the 14th Court of
Appeals and now as a justice on the
Texas Supreme Court—Eva Guzman
consistently receives high marks in
judicial evaluation polls as well as
accolades from professional, civic, and
law enforcement groups. Eva Guzman
has served the people of Texas with
distinction and has earned re-election.
JUDGE, COURT OF CRIMINAL
APPEALS, PLACE 2:
RAY WHELESS
Ray Wheless has a breadth of
experience in private practice and as
a district judge that will be assets to
him on the Texas Court of Criminal
Appeals. Judge Wheless has presided
over both criminal and civil cases and
his versatility will give him a unique
perspective on the Court. TCR also
likes the fact that Wheless has been
active within the Republican Party for
35 years.
JUDGE, COURT OF CRIMINAL
APPEALS, PLACE 5:
SID HARLE
Judge Sid Harle has been presiding
over criminal cases for 27 years.
During that time, he has developed a
reputation as tough, but fair-minded.
Judge Harle’s extensive judicial
experience will be an invaluable asset
on the Court of Criminal Appeals.
STATE REPRESENTATIVE
DISTRICT 127:
DAN HUBERTY
Dan Huberty was elected to the
Legislature in 2010 and quickly
earned wide respect, including from
Texas Monthly magazine who named
him, “Rookie of the Year” for his
understanding of the issues. Huberty’s
background in education and
business has allowed him to serve his
constituents exceedingly well.
STATE REPRESENTATIVE
DISTRICT 128:
WAYNE SMITH
Wayne Smith has an impressive record
of achievement on conservative issues
that includes: Co-authored legislation
to provide $800 million in new funding
for border security, co-authored
legislation that would have banned
sanctuary cities in Texas, co-authored
$1.2 billion tax cut and supported
legislation that defunded Planned
Parenthood. Smith’s solid record on
our issues earns him our endorsement
for re-election.
STATE REPRESENTATIVE
DISTRICT 130:
TOM OLIVERSON
Dr. Tom Oliverson is a physician and
business owner who will bring a unique

So how do these frontrunners stack
up?
Texas Senator Ted Cruz: His image as
an outsider and anti-establishment
candidate combined with hard work
is largely responsible for his strength
and reflects an anger with the
establishment that also helps Donald
Trump while hurting candidates like
Jeb Bush and Chris Christie. Cruz’s
other strengths are his conservative
principles and his debate skills, both
of which also cut both ways. In a
traditional D versus R matchup,
conventional wisdom dictates that a
hardcore conservative is unelectable
in a general election. Fortunately
for Cruz, when given the choice
between a hardcore conservative
and the current Democrat field, the
conservative looks pretty good. Cruz’s
other problem is his likeability—he
just doesn’t have as much as one
would like, especially among swing
voters, which is due in part to his
brilliant skills as a debater. The facts
and reasoning that it takes to win a
debate are often the ones that lose
the hearts of voters, by appearing
callous and cold. The other challenge
that Cruz has is overcoming the curse
of Iowa— since 1980 there have
been 6 contested caucuses, in which
only twice did they actually predict
the eventual nominee. And of those
winners only one, George W. Bush in
2000, ultimately became President.
Billionaire Donald Trump: The Trump
achievement and maintenance of
frontrunner status has perplexed
the media and political pundits
alike. Those of us in the real world
though, get it. Trump has tapped into
a real anger with the establishment
and political business-as-usual in
the country. It is a sentiment that
inoculates him from his numerous
gaffes that would have been terminal
for any other candidate. Trump not
only shrugs off his missteps, he is
actually buoyed by them. The notable
exception, it could be argued, is his
boycott of the last Fox debate, which
many speculate led to his second place
showing in Iowa. The question though
is how long can Trump’s Teflon coating
last under heat before it starts to crack
and peel. Many predict that when
the veneer of his policy positions are
pulled back, and voters discover that
there is no “there” there, support will
shift to a more traditional candidate
like Rubio or Cruz.
Senator Marco Rubio: Rubio is young,
attractive and energetic, qualities
which have inspired comparisons to
JFK and give the Democrats reason for
great concern. Rubio is seen as the
reasonable conservative alternative
to a much more hardline conservative
(Cruz) and an unpredictable populist
(Trump); unfortunately, Rubio is
quickly becoming the establishment
choice, which hurts him with the
anti-establishment electorate, despite
the fact that Rubio was elected to
the Senate as the Tea Party choice
against the GOP establishment pick.
What’s interesting is that the voting
records of Cruz and Rubio as rated
by conservative groups are almost
identical. Rubio also has the nagging
issue of illegal immigration and his ties
to the “Gang of Eight” bill which he
now repudiates. This is a problem in
the Republican primary, but one that
he shares with Senator John McCain,
who overcame the issue to become
the Republican nominee in 2008.
So can we conclude that our nominee
will be chosen from these three
frontrunners? The easy answer is,
“probably.” But political campaigns,
especially presidential campaigns,
are unpredictable. There are other
candidates, but the question is
whether or not Jeb Bush, Chris
Christie or John Kasich can catch
“lightning in a bottle.” The good news
is that we will know before our own
primary.
So all bet-hedging aside, the
conservative decision will likely come
down to a choice between Senator
Ted Cruz and Senator Marco Rubio. It
certainly beats the alternative—just
think, our choice could be between a
criminal and a socialist. Isn’t it great
to be a Republican! 

Gary Gates is not your typical
candidate. In fact, there’s not
much about Gary Gates that can be
described as typical. He doesn’t act
like a candidate for statewide office.
He certainly doesn’t behave like a man
worth millions. You might not guess
that he is a triathlete with nearly 3
dozen competitions under his belt.
But he is all of that. And much more.
Gary and his wife Melissa began
buying real estate when he was just
19 years old. It started with one
house, then another and another.
It wasn’t long before Gary realized
the real financial opportunity was in
multi-family housing and began buying
and renovating apartments. Today
he has over 4300 units, mostly in the
Houston area, including the very first
apartment he ever bought. It is a real
estate empire that has made him a
millionaire, to say the least. It is also
one that has allowed him to provide
for a family—a very large family; Gary
and Melissa have 13 children—11 of
whom were adopted. The Gateses felt
led to start adopting after the loss of
their premature son in 1992.
Gary Gates is an unassuming and
private man. He doesn’t fit the
mold of your typical backslapping
politician. Had it not been for a
single life-changing incident, Gates
may have continued living his life
in anonymity, quietly buying and
renovating apartments out of the
public eye and raising his family. But
that all changed with a visit from CPS
that led to accusations of “emotional
abuse” leveled against Gates. When
you talk to Gary about the incident,
you discover that underneath his quiet
and unassuming manner lies the heart
and soul of a fighter. It is even more
obvious when he tells the story. Gates
did not back down. No, he fought the
system, punched the bully in the face
and won; taking his case all the way
to the Fifth Circuit Court of Appeals.
Gates has a short video posted at
www.conservativemeansaction.com
that details his fight.
Gates’ fight motivated him to become
active politically. It led him to support
candidates and start the Texas Citizens
Coalition, an organization that helps
give citizens a better understanding of
government and encourages citizen
involvement in the process. And now
he is a candidate—running for the
Texas Railroad Commission, whose
job is to regulate the oil and gas
industry, because he understands the
importance of energy to our state. As
Gates says, “If you live in Texas, you
are in the oil and gas business.” Gates
realizes the challenges that lie ahead
for the RRC, pointing out that the fees
that fund the agency are down due to
the low price of oil and that it must
adapt and become more efficient.
“The RRC needs a successful business
owner and I am the only candidate in
this race that has a proven track record
of growing businesses,” he says.
Gary Gates is a businessman who
has created hundreds of jobs. He
is a man who understands not only
the stifling vice grip of regulation on
business, but also the effects of out
of control bureaucrats who can bully
with impunity. He is also a family man
who opened his home and his heart to
children in need. But most of all, Gary
Gates is a fighter. And one thing is for
sure, we need more fighters like Gary
Gates who will stand up and fight for
all of us in Austin.

It has been since
the 1980’s that
your vote in the
Republican Primary
has mattered so
much! In the wake
of the 8th year of
President Obama’s
liberal policies, it
is up to each and
every Republican Primary voter to pick
a conservative nominee that can beat
Hillary Clinton or Bernie Sanders in the
General Election. The Democratic Party
Nominee will either be an untrustworthy
Progressive or an authentic Socialist,
so the stakes for our Country’s future
couldn’t be higher!
The future of our free market economic
system is in the balance, up to four US
Supreme Court Justices could be replaced
by the next President, and retaking
the Presidency is key to unlocking the
Republican majorities in both Houses of
Congress to repeal Obama Care. We must
pass a Balanced Budget Amendment to
the US Constitution, reign in an out of
control Federal Bureaucracy, and restart
the Budget Process in Congress wrecked
by Harry Reed and his Senate Democrat
Allies over the past seven years.
I was proud to vote for a balanced
budget in the Texas Legislature that
reduced the growth of Government to
just 1.8% a year for general revenues.
The Texas Senate under the Leadership
of Lt. Governor Dan Patrick is already
studying 93 public policy changes this
interim, and as the newly Elected Senate
Republican Caucus Chairman you can
count on me to support my colleagues’
efforts to pass conservative solutions
to Texas Challenges. After you cast
your ballot on March 1st, you can help
by attending your Republican Precinct
convention election night, and then
joining me in attending your Senatorial
District Conventions March 19th. At my
District Convention, I will go over the
successes of the last Legislative session
and the bills that made a real difference
in the lives of all Texans.
I invite you in advance to testify at Senate
Select Committee on Property Tax Relief
and Reform hearings in the Spring. As
Chairman, my committee members and
I are touring the State taking testimony
on ever increasing Property Tax bills. The
fact is that Property Tax bills are rising
3 times faster than median household
income in Texas since 2003. In Harris
County, Property Tax Revenue has risen
40% over the past three years, and it is
time to seriously consider slowing the
rate of all government spending to a
combined limit of the inflation rate and
population growth.
The turnout in the Republican Iowa
caucuses set a record, and it is time
for all Texas Republicans to make
a difference in the voting booth as
well. Join the “Taxman” in voting for
conservatives up and down the Ballot,
and get ready to support our Party’s
Nominees as they take on the Democrats
in the Fall Election. Your Republican SD-7
Senator will be there to help lead the
way!
Godspeed,
Senator Paul Bettencourt

perspective to the Texas Legislature

130. His background, qualifications
and conservative positions on issues
such as the 2nd Amendment, sanctity
of life and small government make
Tom Oliverson the best choice for
conservatives.
STATE REPRESENTATIVE
DISTRICT 150:
DEBBIE RIDDLE
Debbie Riddle has been standing
up for conservative principles for
over a dozen years. She is a staunch
opponent of illegal immigration and
vehemently opposes Sharia law in our
government. Riddle’s conservative
record includes: Life-long pro-life
leader (91%+ rated by all pro-life
groups), author of “Jessica’s Law”
protecting children from pedophiles,
co-author of the “Castle Doctrine”
protecting your family in your
home, and co-authored the “Pastor
Protection” bill allowing pastors
the freedom to exercise their 1st
Amendment rights.
JUSTICE, 14TH COURT OF
APPEALS, PLACE 2:
BUD WIESEDEPPE
Since graduating from SMU Law
School, Bud Wiesedeppe has built an
impressive legal career focused on
the area of business litigation. Bud’s
experience and dedication to the
protection of private property rights
are qualities conservatives should want
on the Court of Appeals.
DISTRICT JUDGE, 125TH
JUDICIAL DISTRICT:
SHARON HEMPHILL
Sharon Hemphill is a Board Certified
trial attorney with over two decades
of experience who not only holds
a J.D., but also a LL.M (Masters of
Laws). Hemphill is also active in the
community and a longtime grassroots
activist and member of numerous
Republican organizations.
JUDGE COUNTY CIVIL COURT
AT LAW #1:
CLYDE LEUCHTAG
Judge Clyde Leuchtag serves on the
bench of County Civil Court at Law #1
and handled hundreds of cases since
June 2015. His opponent is a lifelong
Democrat who previously ran as a
Democrat against a Republican judge.
The decisions don’t get any easier than
this one.
COUNTY ATTORNEY:
JIM LEITNER
Jim Leitner is far and away the most
qualified candidate in the two-way race
for Harris County Attorney. Leitner has
a legal career that spans 40 years and
includes experience as former General
Counsel to the Sheriff of Harris County,
former First Assistant District Attorney
in Harris, Bell, & Lampasas Counties
and 20 years in private practice.
Leitner also has 300+ jury trials and
300 appellate briefs under his belt.
HARRIS COUNTY SHERIFF:
RON HICKMAN
When you talk to Sheriff Ron Hickman,
something becomes very obvious, very
fast—he loves law enforcement and
he is exceptionally good at it. He’s also
very smart, which is clear when he
starts discussing statistics and budget
figures. Since taking over, Hickman
has made many reforms including
implementing business methodologies
and upgrading technology. There is no
doubt that Harris County is safer with
Ron Hickman as Sheriff.
COUNTY TAX ASSESSOR-
COLLECTOR:
MIKE SULLIVAN
Under the leadership of Mike Sullivan,
customer service and efficiency have
flourished at the office of Harris
County Tax Assessor-Collector. Sullivan
continues to drive innovation at the
office and his passion for the office
shows in his dedication to efficient
delivery of services, while maintaining
a sharp eye on the budget.
COUNTY SCHOOL TRUSTEE,
POSITION 2, PRECINCT 4:
ERIC DICK
Eric Dick has a heart for public service
and deep compassion for others, which
was epitomized by his effort to repeal
the City of Houston’s charitable feeding
ban. Eric, a strong fiscal conservative,
is running for the HCDE to add another
needed voice of fiscal accountability.
JUSTICE OF THE PEACE,
PRECINCT 4, PLACE 1:
LINCOLN GOODWIN
Judge Lincoln Goodwin has had a
diverse legal career that includes a
US District Court clerkship, a private
practice and a former position as
an Assistant District attorney. With
experience in both criminal and
civil law, Judge Goodwin is uniquely
qualified to preside as the JP Precinct
4, Place 1.
CONSTABLE, PRECINCT 4:
MARK HERMAN
When Constable Ron Hickman was
appointed Harris County Sheriff, Mark
Herman was tapped by Harris County
Commissioners Court to succeed him.
Herman has served over three decades
in the Precinct 4 Constable’s office,
rising through the ranks to the position
of Assistant Chief, where he supervised
nearly 250 deputies. Herman’s long
history in the office makes him the
perfect successor.
CONSTABLE, PRECINCT 5:
TED HEAP
Ted Heap has 30-plus years of
experience and is the only candidate
in the race who is a law enforcement
officer, which is vital for someone
leading frontline officers. Heap has
been recognized for his service and
promoted through the ranks, achieving
the rank of Chief at the Precinct 5
Constable’s office.
HARRIS COUNTY
REPUBLICAN CHAIRMAN:
RICK RAMOS
Rick Ramos has an inspiring story.
He and his family fled a communist
dictatorship in the dead of night to
seek a better life in the U.S. With
desire and hard work, Ramos built
a successful legal practice and
achieved the American Dream. Now
Ramos wants to apply his grit and
determination to reforming and
revitalizing the local party. Ramos’
youth, energy, passion and heritage
make him ideally suited to lead the
HCRP in the critical 2016 election. 

S TA N D I N G U P F O R O U R C O N S E R VAT I V E VA L U E S
The pugnacious and always outspoken
Gary Polland is one of the leading
conservative voices in Texas. Whether
it’s through the popular TCR Internet
newsletter and website, his TCR voters
guides, or as co-host of Red, White and
Blue - the popular political roundtable
show on PBS Houston - Polland has made
himself into a force for tough, thoughtful
conservatives.
Polland has been a practicing attorney for
more than 40 years. His practice is a mix
of trial work in family and juvenile courts.
He is Board Certified in Civil Trial law and
has a reputation as a tough and skilled
advocate for his clients.
Polland served as Harris County
Republican Chairman from 1996 to
2002 and was overwhelmingly returned
to office every time he ran. As party
chairman, he earned national recognition
for his leadership. His aggressive party-
building efforts, including leading the fight
against a bad arena deal and against the
court ordered striking down of the Texas
sodomy law, were featured in publications
like Human Events, The American
Spectator, the Houston Chronicle and
Inside Houston Magazine.
Over the years, Polland’s political alliances
have stretched from the White House
to the halls of Congress and to the Texas
Legislature and Governor’s Mansion.
He is a confidant to state, national and
local officials. His support and advice
have proven invaluable to conservatives
seeking office. His TCR guides for voters
offer insight and information on local,
state and national issues and elections,
they have become a key feature of the
campaign season in Texas.
Polland received the “Elected Official of
the Year” award from the Republican
National Hispanic Assembly. The “Tuff
Tusk” award from the National Federation
of Pachyderm Clubs and was also named
“Reaganite of the Year” by the Reagan
Alumni Association. Polland was also
honored to receive the “Torch Bearer”
award from TORCH; a faith based religious
organization. Polland authored “A Time
for Choosing: 25 Years Later” and is in the
process of revising and updating President
Reagan’s classic speech.
Whether it’s on the web, in books, on
television or at the forefront of the
latest political battle, Gary Polland is a
conservative leader that voters have come
to rely on for insight and information. 

“For almost 15 years, I’ve worked through the Texas Conservative Review to
make sure conservatives across the State know about the issues and know

proud to endorse Gary Gates for Railroad Commissioner.”
Dr. Steve Hotze
President, Conservative Republicans of Texas
“Gary Gates exemplifies the characteristics and experience that we need
from a man in public office. He is a dedicated Christian and devoted family

Gates is a committed conservative on both social and fiscal issues and has
the courage of his convictions. As President of Conservative Republicans of
Texas, I am proud to announce our endorsement of Gary Gates for Railroad
Commissioner.”
Terry Lowry
The Link Letter and What’s Up Radio Program
“Gary Gates is the most conservative candidate in this race. He has personal
experience fighting against over-reach and a proven record of successfully
growing a business from the ground up. In the election to fill this open spot
on the RRC, we need someone who will bring an outsiders perspective, not
a career bureaucrat. We are proud to endorse Gary Gates.”

  • 2. 2   MEET CONSERVATIVE GARY GATES Talk is Cheap. Conservative Means Action. Gary Gates is the most conservative candidate in this race...and he has the story to prove it. Watch Gary’s story at www.ConservativeMeansAction.com www.GaryGatesForTexas.com • Facebook: Gary Gates for Texas Gary and his wife of 34 years, Melissa, came to Texas in 1986 and started to build. With an unwavering belief in entrepreneurship and what someone can achieve without government in their face, Gary built a real estate investment company that now owns thousands of apartment homes and provides work to hundreds of Texans. Gary and Melissa have given back to the community through their extensive involvement in Republican clubs, other conservative causes and the vital fight against those who would prey on the unborn. At the same time, they have supported causes to help children and young people, like their local Pregnancy Resource Center and the Fort Bend County Fair and local wrestling programs. The tragic loss of their premature son, Jacob, in 1992 only stirred Gary and Melissa to do what they always do – build. By 1998, they were blessed with 13 children – 11 of whom were adopted, including some with special needs and others from the state’s foster care system. Gary and his family live on a ranch in Richmond. They have been members of Grace Community Bible Church since 1996. AS RAILROAD COMMISSIONER, GARY WILL … 1. Protect Texas from Federal Over-reach 2. Stand up for Property Owners and Private Property Rights 3. Improve Agency Effectiveness, Accountability, and Agility Gary Gates doesn’t care about Political Correctness. Gary cares about Texas.paid political ad • Gary Gates for Railroad Commissioner
  • 3. 3  In a few short months, Ron Hickman has revolutionized the Sheriff’s Department, improving public safety and saving taxpayer dollars Redistribution of Manpower to mission critical areas 58 personnel were transferred from non-essential areas to increase the field presence in Patrol for call for service operations, thus increasing the pool of personnel responding to calls for service. 10 additional personnel added to the Criminal Investigations Bureau to increase investigative resources. Realignment of Budget We received permission from Commissioner’s Court for the first time ever to split our Sheriff’s budget into three separate fund accounts to stop the drift of money from one area to another. This establishes a better business plan and helps maintain operational priorities. Developed a better overall business approach to department management. Grants Received a grant to add 21 positions to monitor freeway congestion and improve traffic flow. The Sheriff’s Office will be the only police agency monitoring every freeway in the County. Added $700,000 to the Texas Anti-Gang Center bringing our total in secured grants to $3,842,000. Privatized Commissary Services Increased profits and reduced staff dependency to provide commissary services to inmates by outsourcing. Canceled Unnecessary Contracts & Purchase Orders Canceled over a million dollars in unnecessary contracts and purchase orders for services, such as paid inmate chaplaincy services and consulting services. Not one consulting contract issued since taking office. Harris County Sheriff’s Academy Re-established the Basic Correction Course and Basic Peace Office Course at the Harris County Sheriff’s Academy for the first time since 2009. Training a better prepared and more motivated public servant. Detention Officers Raised the minimum age to 21 and added physical requirements. Eliminated the two week on-line training for Detention Officers. Jail Inspection Passed the surprise jail inspection in December with positive comments on the improvements made to employee and inmate morale. Added project for video recording for the 1200 Baker Street Jail. Homeless Outreach Team Started a public / private partnership to create a Homeless Outreach team that has placed 20 people in housing and made over 110 homeless contacts just in the last 90 days. All equipment and materials for this project were bought with private funds. Morale In just the first 6 months, department morale has skyrocketed with positive comments routinely coming from their public contacts and from personnel.www.ronhickman.com Pol Adv paid for by Ron Hickman for Sheriff, Jim Wright Treasurer Republican Primary Early voting: February 16–26 • Election Day: Tuesday, March 1 “I DO WHAT I DO BECAUSE YOUR LIVES MATTER, AND YOU CAN TAKE THAT TO THE BANK.” –SHERIFF RON HICKMAN For the first time in many years, it appears that Texas Republicans will actually have a voice in determining the Republican nominee for President. And lucky for us, there is a highly qualified pool of candidates from which to choose. This is, of course, in sharp contrast to voters on the Democrat side who get to bet on, what a colleague of mine refers to as, a “hobo fight”—one between two horrible choices. In that contest, the Democrats have on one side Hillary Clinton, a fatally flawed candidate who is engaged in a game of musical chairs with the Justice Department that should end with her indictment when the music stops. On the other side is Bernie Sanders, an avowed socialist. Think about that for a moment. The candidate who tied with Mrs. Clinton—the presumed Democrat nominee—in the Iowa caucuses, does not deny, no in fact embraces, the fact that he is a socialist. The Democrats can only dream of the robust menu of talent from which we get to choose. That Republican field is one that numbered 17 at the beginning of the process and included 5 United States senators, 8 governors, a billionaire, a former CEO of a Fortune 100 company and John Kasich, who was both a congressman and a governor. To be clear, any of those 17 would be better than the last or next Democrat nominee. Republicans should be extremely proud of this field of exceptional talent. Of course, it is a field that continues to shrink, both before and after the Iowa caucuses and the New Hampshire primary. At the time of this writing, there still remain nine candidates in the race, although in reality, the field is much smaller. The Iowa caucuses cemented top tier status for Senator Ted Cruz, Senator Marco Rubio and billionaire Donald Trump and set up a highly competitive three-way race going into the first in the nation primary held in New Hampshire, continuing to South Carolina and Super Tuesday. IN RACE TO THE WHITE HOUSE TEXAS FINALLY GETS TO WEIGH-IN! By Gary Polland, Editor-in-Chief - CONTINUED ON PAGE 8 Republicans should be extremely proud of this field of exceptional talent.

  • 5. 5   U.S. REPRESENTATIVE DISTRICT 7: JAMES LLOYD Support for a challenger against an incumbent typically occurs when the incumbent no longer effectively represents his district or when the challenger brings something special to the race. In this race, both apply. Congressman John Culberson, who has held public office for nearly 30 years, has become a Washington insider and is out of touch with the district. Culberson voted for the terrible omnibus spending bill that funds Planned Parenthood, Obamacare, Obama’s illegal amnesty, and other offensive liberal programs. James Lloyd, on the other hand, brings fresh ideas and a youthful passion for conservative political reform. Lloyd will be a hard-working, principled conservative who will work to overturn the Washington big government party. RAILROAD COMMISSIONER: GARY GATES As Gary Gates is quick to point out, “If you live in Texas, you are in the Oil and Gas business.” That’s because so much of our economy is tied to energy, which is the business of the Railroad Commission. And that’s why Texas voters should care about this race. We like Gary Gates because he is a seasoned business owner who can take a business approach and a passion for the oil and gas business to the agency. JUSTICE, SUPREME COURT, PLACE 3: JUSTICE DEBRA LEHRMANN Justice Debra Lehrmann has been a principled member of the Supreme Court since 2010. Prior to her appointment, Justice Lehrmann served as a district judge for 23 years. Lehrmann has an impressive list of endorsements including the endorsements of 12 previous justices of the Texas Supreme Court. TCR is proud to add our endorsement to her list and recommends a vote to keep Justice Debra Lehrmann. JUSTICE, SUPREME COURT, PLACE 5: RICK GREEN Rick Green is an impressive candidate. He completed college in just two years and began law school at the age of 20. At 27, Rick Green was elected to the Texas Legislature and was named Republican Freshman of the Year. In 2001, Rick Green and David Barton founded Wallbuilders, which promotes the country’s moral, religious and constitutional heritage. TCR is confident that Rick Green will apply his passion for the Constitution to the protection of our individual rights. JUSTICE, SUPREME COURT, PLACE 9: EVA GUZMAN During her sixteen years on the bench—first as a district judge, then a member of the 14th Court of Appeals and now as a justice on the Texas Supreme Court—Eva Guzman consistently receives high marks in judicial evaluation polls as well as accolades from professional, civic, and law enforcement groups. Eva Guzman has served the people of Texas with distinction and has earned re-election. JUDGE, COURT OF CRIMINAL APPEALS, PLACE 2: RAY WHELESS Ray Wheless has a breadth of experience in private practice and as a district judge that will be assets to him on the Texas Court of Criminal Appeals. Judge Wheless has presided over both criminal and civil cases and his versatility will give him a unique perspective on the Court. TCR also likes the fact that Wheless has been active within the Republican Party for 35 years. JUDGE, COURT OF CRIMINAL APPEALS, PLACE 5: SID HARLE Judge Sid Harle has been presiding over criminal cases for 27 years. During that time, he has developed a reputation as tough, but fair-minded. Judge Harle’s extensive judicial experience will be an invaluable asset on the Court of Criminal Appeals. STATE REPRESENTATIVE DISTRICT 127: DAN HUBERTY Dan Huberty was elected to the Legislature in 2010 and quickly earned wide respect, including from Texas Monthly magazine who named him, “Rookie of the Year” for his understanding of the issues. Huberty’s background in education and business has allowed him to serve his constituents exceedingly well. STATE REPRESENTATIVE DISTRICT 128: WAYNE SMITH Wayne Smith has an impressive record of achievement on conservative issues that includes: Co-authored legislation to provide $800 million in new funding for border security, co-authored legislation that would have banned sanctuary cities in Texas, co-authored $1.2 billion tax cut and supported legislation that defunded Planned Parenthood. Smith’s solid record on our issues earns him our endorsement for re-election. • 8. 8   So how do these frontrunners stack up? Texas Senator Ted Cruz: His image as an outsider and anti-establishment candidate combined with hard work is largely responsible for his strength and reflects an anger with the establishment that also helps Donald Trump while hurting candidates like Jeb Bush and Chris Christie. Cruz’s other strengths are his conservative principles and his debate skills, both of which also cut both ways. In a traditional D versus R matchup, conventional wisdom dictates that a hardcore conservative is unelectable in a general election. Fortunately for Cruz, when given the choice between a hardcore conservative and the current Democrat field, the conservative looks pretty good. Cruz’s other problem is his likeability—he just doesn’t have as much as one would like, especially among swing voters, which is due in part to his brilliant skills as a debater. The facts and reasoning that it takes to win a debate are often the ones that lose the hearts of voters, by appearing callous and cold. The other challenge that Cruz has is overcoming the curse of Iowa— since 1980 there have been 6 contested caucuses, in which only twice did they actually predict the eventual nominee. And of those winners only one, George W. Bush in 2000, ultimately became President. Billionaire Donald Trump: The Trump achievement and maintenance of frontrunner status has perplexed the media and political pundits alike. Those of us in the real world though, get it. Trump has tapped into a real anger with the establishment and political business-as-usual in the country. It is a sentiment that inoculates him from his numerous gaffes that would have been terminal for any other candidate. Trump not only shrugs off his missteps, he is actually buoyed by them. The notable exception, it could be argued, is his boycott of the last Fox debate, which many speculate led to his second place showing in Iowa. The question though is how long can Trump’s Teflon coating last under heat before it starts to crack and peel. Many predict that when the veneer of his policy positions are pulled back, and voters discover that there is no “there” there, support will shift to a more traditional candidate like Rubio or Cruz. Senator Marco Rubio: Rubio is young, attractive and energetic, qualities which have inspired comparisons to JFK and give the Democrats reason for great concern. Rubio is seen as the reasonable conservative alternative to a much more hardline conservative (Cruz) and an unpredictable populist (Trump); unfortunately, Rubio is quickly becoming the establishment choice, which hurts him with the anti-establishment electorate, despite the fact that Rubio was elected to the Senate as the Tea Party choice against the GOP establishment pick. What’s interesting is that the voting records of Cruz and Rubio as rated by conservative groups are almost identical. Rubio also has the nagging issue of illegal immigration and his ties to the “Gang of Eight” bill which he now repudiates. This is a problem in the Republican primary, but one that he shares with Senator John McCain, who overcame the issue to become the Republican nominee in 2008. So can we conclude that our nominee will be chosen from these three frontrunners? The easy answer is, “probably.” But political campaigns, especially presidential campaigns, are unpredictable. There are other candidates, but the question is whether or not Jeb Bush, Chris Christie or John Kasich can catch “lightning in a bottle.” The good news is that we will know before our own primary. So all bet-hedging aside, the conservative decision will likely come down to a choice between Senator Ted Cruz and Senator Marco Rubio. It certainly beats the alternative—just think, our choice could be between a criminal and a socialist. • 10. 10   Gary Gates is not your typical candidate. In fact, there’s not much about Gary Gates that can be described as typical. He doesn’t act like a candidate for statewide office. He certainly doesn’t behave like a man worth millions. You might not guess that he is a triathlete with nearly 3 dozen competitions under his belt. But he is all of that. And much more. Gary and his wife Melissa began buying real estate when he was just 19 years old. It started with one house, then another and another. It wasn’t long before Gary realized the real financial opportunity was in multi-family housing and began buying and renovating apartments. Today he has over 4300 units, mostly in the Houston area, including the very first apartment he ever bought. It is a real estate empire that has made him a millionaire, to say the least. It is also one that has allowed him to provide for a family—a very large family; Gary and Melissa have 13 children—11 of whom were adopted. The Gateses felt led to start adopting after the loss of their premature son in 1992. Gary Gates is an unassuming and private man. He doesn’t fit the mold of your typical backslapping politician. Had it not been for a single life-changing incident, Gates may have continued living his life in anonymity, quietly buying and renovating apartments out of the public eye and raising his family. But that all changed with a visit from CPS that led to accusations of “emotional abuse” leveled against Gates. When you talk to Gary about the incident, you discover that underneath his quiet and unassuming manner lies the heart and soul of a fighter. It is even more obvious when he tells the story. Gates did not back down. No, he fought the system, punched the bully in the face and won; taking his case all the way to the Fifth Circuit Court of Appeals. Gates has a short video posted at www.conservativemeansaction.com that details his fight. Gates’ fight motivated him to become active politically. It led him to support candidates and start the Texas Citizens Coalition, an organization that helps give citizens a better understanding of government and encourages citizen involvement in the process. And now he is a candidate—running for the Texas Railroad Commission, whose job is to regulate the oil and gas industry, because he understands the importance of energy to our state. As Gates says, “If you live in Texas, you are in the oil and gas business.” Gates realizes the challenges that lie ahead for the RRC, pointing out that the fees that fund the agency are down due to the low price of oil and that it must adapt and become more efficient. “The RRC needs a successful business owner and I am the only candidate in this race that has a proven track record of growing businesses,” he says. Gary Gates is a businessman who has created hundreds of jobs. He is a man who understands not only the stifling vice grip of regulation on business, but also the effects of out of control bureaucrats who can bully with impunity. He is also a family man who opened his home and his heart to children in need. But most of all, Gary Gates is a fighter. And one thing is for sure, we need more fighters like Gary Gates who will stand up and fight for all of us in Austin. ”GARY GATES: A FIGHTER WHO WON’T BACK DOWN” By Marc Cowart, TCR Managing Editor ...we need more fighters like Gary Gates who will stand up and fight for all of us in Austin.

In the wake of the 8th year of President Obama’s liberal policies, it is up to each and every Republican Primary voter to pick a conservative nominee that can beat Hillary Clinton or Bernie Sanders in the General Election. The Democratic Party Nominee will either be an untrustworthy Progressive or an authentic Socialist, so the stakes for our Country’s future couldn’t be higher! The future of our free market economic system is in the balance, up to four US Supreme Court Justices could be replaced by the next President, and retaking the Presidency is key to unlocking the Republican majorities in both Houses of Congress to repeal Obama Care. We must pass a Balanced Budget Amendment to the US Constitution, reign in an out of control Federal Bureaucracy, and restart the Budget Process in Congress wrecked by Harry Reed and his Senate Democrat Allies over the past seven years. I was proud to vote for a balanced budget in the Texas Legislature that reduced the growth of Government to just 1.8% a year for general revenues. The Texas Senate under the Leadership of Lt. Governor Dan Patrick is already studying 93 public policy changes this interim, and as the newly Elected Senate Republican Caucus Chairman you can count on me to support my colleagues’ efforts to pass conservative solutions to Texas Challenges. After you cast your ballot on March 1st, you can help by attending your Republican Precinct convention election night, and then joining me in attending your Senatorial District Conventions March 19th. At my District Convention, I will go over the successes of the last Legislative session and the bills that made a real difference in the lives of all Texans. I invite you in advance to testify at Senate Select Committee on Property Tax Relief and Reform hearings in the Spring. As Chairman, my committee members and I are touring the State taking testimony on ever increasing Property Tax bills. The fact is that Property Tax bills are rising 3 times faster than median household income in Texas since 2003. In Harris County, Property Tax Revenue has risen 40% over the past three years, and it is time to seriously consider slowing the rate of all government spending to a combined limit of the inflation rate and population growth. The turnout in the Republican Iowa caucuses set a record, and it is time for all Texas Republicans to make a difference in the voting booth as well. Join the “Taxman” in voting for conservatives up and down the Ballot, and get ready to support our Party’s Nominees as they take on the Democrats in the Fall Election. Your Republican SD-7 Senator will be there to help lead the way! Godspeed, Senator Paul Bettencourt Texas Senate District 7 YOUR VOTE MATTERS By Senator Paul Bettencourt
  • 15. 15   perspective to the Texas Legislature on behalf of the people of District 130. His background, qualifications and conservative positions on issues such as the 2nd Amendment, sanctity of life and small government make Tom Oliverson the best choice for conservatives. STATE REPRESENTATIVE DISTRICT 150: DEBBIE RIDDLE Debbie Riddle has been standing up for conservative principles for over a dozen years. She is a staunch opponent of illegal immigration and vehemently opposes Sharia law in our government. Riddle’s conservative record includes: Life-long pro-life leader (91%+ rated by all pro-life groups), author of “Jessica’s Law” protecting children from pedophiles, co-author of the “Castle Doctrine” protecting your family in your home, and co-authored the “Pastor Protection” bill allowing pastors the freedom to exercise their 1st Amendment rights. JUSTICE, 14TH COURT OF APPEALS, PLACE 2: BUD WIESEDEPPE Since graduating from SMU Law School, Bud Wiesedeppe has built an impressive legal career focused on the area of business litigation. JUDGE COUNTY CIVIL COURT AT LAW #1: CLYDE LEUCHTAG Judge Clyde Leuchtag serves on the bench of County Civil Court at Law #1 and handled hundreds of cases since June 2015. His opponent is a lifelong Democrat who previously ran as a Democrat against a Republican judge. The decisions don’t get any easier than this one. COUNTY ATTORNEY: JIM LEITNER Jim Leitner is far and away the most qualified candidate in the two-way race for Harris County Attorney. Leitner has a legal career that spans 40 years and includes experience as former General Counsel to the Sheriff of Harris County, former First Assistant District Attorney in Harris, Bell, & Lampasas Counties and 20 years in private practice. Leitner also has 300+ jury trials and 300 appellate briefs under his belt. HARRIS COUNTY SHERIFF: RON HICKMAN When you talk to Sheriff Ron Hickman, something becomes very obvious, very fast—he loves law enforcement and he is exceptionally good at it. He’s also very smart, which is clear when he starts discussing statistics and budget figures. Since taking over, Hickman has made many reforms including implementing business methodologies and upgrading technology. There is no doubt that Harris County is safer with Ron Hickman as Sheriff. COUNTY TAX ASSESSOR- COLLECTOR: MIKE SULLIVAN Under the leadership of Mike Sullivan, customer service and efficiency have flourished at the office of Harris County Tax Assessor-Collector. Sullivan continues to drive innovation at the office and his passion for the office shows in his dedication to efficient delivery of services, while maintaining a sharp eye on the budget. COUNTY SCHOOL TRUSTEE, POSITION 2, PRECINCT 4: ERIC DICK Eric Dick has a heart for public service and deep compassion for others, which was epitomized by his effort to repeal the City of Houston’s charitable feeding ban. Eric, a strong fiscal conservative, is running for the HCDE to add another needed voice of fiscal accountability. JUSTICE OF THE PEACE, PRECINCT 4, PLACE 1: LINCOLN GOODWIN Judge Lincoln Goodwin has had a diverse legal career that includes a US District Court clerkship, a private practice and a former position as an Assistant District attorney. With experience in both criminal and civil law, Judge Goodwin is uniquely qualified to preside as the JP Precinct 4, Place 1. CONSTABLE, PRECINCT 4: MARK HERMAN When Constable Ron Hickman was appointed Harris County Sheriff, Mark Herman was tapped by Harris County Commissioners Court to succeed him. Herman has served over three decades in the Precinct 4 Constable’s office, rising through the ranks to the position of Assistant Chief, where he supervised nearly 250 deputies. Herman’s long history in the office makes him the perfect successor. CONSTABLE, PRECINCT 5: TED HEAP Ted Heap has 30-plus years of experience and is the only candidate in the race who is a law enforcement officer, which is vital for someone leading frontline officers. Heap has been recognized for his service and promoted through the ranks, achieving the rank of Chief at the Precinct 5 Constable’s office. HARRIS COUNTY REPUBLICAN CHAIRMAN: RICK RAMOS Rick Ramos has an inspiring story. He and his family fled a communist dictatorship in the dead of night to seek a better life in the U.S. With desire and hard work, Ramos built a successful legal practice and achieved the American Dream. Now Ramos wants to apply his grit and determination to reforming and revitalizing the local party.
