The Global
Participation
Fund
Lombe Tembo Shuma
26th October, 2022
What is the Global
Participation Fund
(GPF)?
ORCID adoption is currently higher in countries with
higher income levels
● Based on an analysis of ORCID adoption
by established authors in 59 countries*,
using Dimensions, Crossref and ORCID
data
● While indicative, this data points to the
disadvantages that researchers in the
Global South face in getting equitable
visibility and recognition for their work
(* Simon Porter, Digital Science)
https://doi.org/10.3389/frma.2022.779097 3
ORCID received start-up loans in 2011–2013 which
are now coming due for repayment
● $2.1m in total loans:
○ All with a 10-year period
○ 2.75% annual interest
● Predominantly from publishers and publisher
organizations:
4
○ AIP
○ APS
○ Copyright
Clearance Center
○ Crossref
○ CUP
○ Elsevier
○ Hindawi
○ IEEE
○ IOP
○ Oxford University Press
○ PLOS
○ RSC
○ Sage
○ SpingerNature
○ Taylor & Francis Group
○ The Royal Society
○ Wiley
4
ORCID’s Global Participation Program (GPP) is a two-
pronged approach to achieving this vision
Membership Equity Program (MEP)
● Discounted membership fee structure for
consortium members:
○ 80% discount for low-income
countries*
○ 50% discount for lower-middle
income countries*
● Lower threshold of 3 members for the
initial year
● Fully funded by ORCID
Global Participation Fund (GPF)
● Two grant programs:
○ Community Development and
Outreach to fund local partners to build
ORCID communities of practice in the
Global South
○ Technical integration to fund
development of systems that are likely to
drive participation in the Global South
● Made possible by the generosity of ORCID’s
founding lenders (admin costs funded by
ORCID)
5
* As defined by World Bank income classifications
One of ORCID’s Diversity, Equity and Inclusion (DEI)
goals is to increase the adoption of ORCID in
underrepresented regions
● Help researchers in the Global South increase
their visibility and claim credit for their work
● Improve funder, publisher and policy maker
understanding of the contribution and impact of
researchers in those countries
● Improve the ability of academic institutions to
better understand their global collaborations and
benchmark their performance against others
Desired Outcomes
● Foster the development of communities of
practice in low- and lower-middle income
countries by adapting ORCID’s existing
national/regional consortia model
● Work with local partners who can build
understanding and use of ORCID in local contexts
● Target specific technical integrations that will
drive adoption or use of ORCID in under-
represented communities
Approach
6
Increasing Global Participation is one of the four
themes of our new strategic plan
https://info.orcid.org/2020-2025-strategic-plans/ 7
Fund Objectives
and Structure
The focus and goals of the Fund align with ORCID’s
strategic objective to increase global participation
Focus Communities
Organizations engaged in research and scholarship in low- and lower-middle-income countries,
particularly in the Global South, where ORCID participation to date has been low.
Goals
Remedy ORCID participation gaps in the focus communities area by providing grants to:
● Develop ORCID Communities of Practice in low- and lower-middle-income countries
● Build understanding and use of ORCID in local contexts
● Create and enhance technical integrations to support these burgeoning communities
9
Initially, we are launching two distinct grant
programs targeting the focus communities
1. Community Development and Outreach Grants
○ BUILD COMMUNITIES: support local partners to build ORCID Communities of Practice
○ SUPPORT COMMUNITIES: local outreach, training, and tech support resources to create & grow
ORCID consortia in the focus communities
2. Technical Integration Grants
○ BUILD INTEGRATIONS: build/update ORCID integrations in open-source systems that are likely
to support and encourage ORCID participation by those in the focus communities
○ BUILD UTILITIES: create/improve open-source components, libraries, or resources that will
enable or facilitate ORCID participation for those in the focus communities
○ SUPPORT USE: creation documentation, outreach, and support for resources created through
this Grant Program
10
The structure of the program supports a diversity of
grantees to spread the risk and increase the chance
of positive outcomes
11
Other Grantee Benefits
● Dedicated ORCID staff contact
● Invitation to participate in the ORCID
grantee forum and community
● Invitations to Grantee community events
● Invitations to ORCID virtual and in-
person events
● Inclusion in ORCID’s ongoing
communications program
2 Grant cycles per year
~5 Grants per cycle
$5–20k Funding award per grant
Grant Monitoring
and Evaluation
We have established seven evaluation criteria to determine
which grantees are most likely to have the largest impact on
the fund objectives
1. Benefits the Fund’s Target Communities
2. Supports local partners
3. Program completeness / justification
4. Feasibility
5. Relationship to the organization's
mission/goals
6. Use of resources / approach efficiency
7. Sustainability
Each criterion will be rated on a scale of zero
to four
13
Recap — Fund Objectives
Focus Communities
Organizations engaged in research and scholarship in low- and lower-middle-income countries,
particularly in the Global South, where ORCID participation to date has been low.
Goals
Remedy ORCID participation gaps in the focus communities area by providing grants to:
● Develop ORCID Communities of Practice in low- and lower-middle-income countries
● Build understanding and use of ORCID in local contexts
● Create and enhance technical integrations to support these burgeoning communities
14
The two grant programs target different but overlapping
fund goals
FUND GOAL Community Dev and Outreach Grants Technical Integration Grants
1. Develop ORCID
Communities of
Practice
Financially support local partners to build
ORCID Communities of Practice in the Focus
Communities.
2. Build understanding
and use of ORCID
Support local outreach, training, and tech
support resources for the creation and
growth of ORCID consortia that serve
organizations in the Focus Communities.
Support the creation of technical documentation, outreach,
and support for resources created through this Grant
Program.
3. Realize ORCID
Benefits Through
Integrations
Fund software development to build and update ORCID
integrations in open-source systems that are likely to support
and encourage participation by those in the Focus
Communities. Integrations should be in line with our best
practice guidelines
Support the creation and improvement of open-source
components, libraries, or resources that will enable or
facilitate ORCID participation for those in the Focus
Communities.
