Mental health has been in the news quite a bit lately. Dozens of U.S. states are currently suing Meta for contributing to the youth mental health crisis by inserting addictive features into their products, while the U.S. Surgeon General is touring the nation to bring awareness to the growing epidemic of loneliness and isolation. The country has endured periods of low national morale, such as in the 1970s when high inflation and the energy crisis worsened public sentiment following the Vietnam War. The current mood, however, feels different. Gallup recently reported that national mental health is at an all-time low, with few bright spots to lift spirits.
To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups.
Technology
For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did.
While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis.
Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad.
Age and Gender
When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying it’s good or excellent vs. 57% of Gen Z saying the same.
Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation that’s least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state they’re comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers.

As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Asians are also considerably less likely to be aware of mental health services in their communities (42% vs. 55%) and most likely to seek out information on social media (51% vs. 35%).

berpengalaman minimal 6 (enam)tahun dan memiliki sertifikat Ahli Teknik Sistem
Tata Udara dan Refrigerasi Jenjang Ahli Madya serta memiliki NPWP dan KTP yang
masih berlaku; Minimal Sarjana (S1) Berijazah Teknik Mesin sebanyak 1
(satu) orang berpengalaman minimal 5 (lima)tahun dan memiliki
sertifikat Ahli Teknik Sistem Tata Udara dan Refrigerasi Jenjang Ahli Muda
serta memiliki NPWP dan KTP yang masih berlaku;
2. - Minimal Sarjana (S1) BerijazahTeknik Elektro sebanyak 1 (satu) orang
berpengalaman minimal 6 (enam)tahun dan memiliki sertifikat Ahli Teknik Tenaga
Listrik Jenjang Ahli Madya dan Memiliki NPWP dan KTP yang masih berlaku;
Minimal Sarjana (S1) Berijazah Teknik Mesin sebanyak 1 (satu) orang
berpengalaman minimal 5 (lima) tahun dan memiliki sertifikat Ahli Teknik
Transportasi Dalam Gedung Jenjang Ahli Muda dan Memiliki NPWP dan
KTP yang masih berlaku;
- Minimal Sarjana (S1) Berijazah Teknik Sipil sebanyak 1 (satu) orang
berpengalaman minimal 5 (lima) tahun dan memiliki sertifikat Ahli Teknik Proteksi
Kebakaran Jenjang Ahli Muda dan Memiliki NPWP dan KTP yang masih berlaku;
Minimal Sarjana (S1) Berijazah Teknik Elektro sebanyak 1 (satu) orang
berpengalaman minimal 5 (lima) tahun dan memiliki sertifikat Ahli Teknik
Elektronika dan Telekomunikasi Dalam Gedung Jenjang Ahli Muda dan
Memiliki NPWP dan KTP yang masih berlaku;
- Minimal Sarjana (S1) Berijazah Teknik Mesin sebanyak 1 (satu) orang
berpengalaman minimal 5 (lima)tahun dan memiliki sertifikat Ahli Teknik Plambing
dan Sistem Pompa Mekanik Jenjang Ahli Muda dan Memiliki NPWP dan KTP yang
masih berlaku; Minimal Sarjana (S1) Berijazah Teknik Mesin sebanyak 1
(satu) orang berpengalaman minimal 5 (lima) tahun dan memiliki
sertifikat Ahli Teknik Plambing dan Sistem Pompa Mekanik Jenjang Ahli
Muda dan Memiliki NPWP dan KTP yang masih berlaku;
- Minimal Diploma 3 (D3) Berijazah Arsitektur Landscape sebanyak 1 (satu) orang
berpengalaman minimal 3 (tiga) tahun dan memiliki SKT Pelaksana Penata Taman
serta Memiliki NPWP dan KTP yang masih berlaku; Minimal Diploma III
Berijazah Teknik Elektro sebanyak 1 (satu) orang berpengalaman minimal
3 (tiga) tahun dan memiliki SKT Teknisi Instalasi Penerangan dan Daya
Fase Tiga serta Memiliki NPWP dan KTP yang masih berlaku;
4) Surveyor (2 Orang)
Minimal Sarjana Muda (D3) Teknik Sipil berpengalaman minimal 3 (tahun) tahun dan
memiliki sertifikat keterampilan Quantity Surveyor serta memiliki NPWP dan KTP
yang masih berlaku;.
5) Juru Gambar/Draftman (2 Orang)
Minimal Sarjana Muda (D3) Teknik Arsitektur berpengalaman minimal 3 (tahun)
tahun dan memiliki sertifikat keterampilan Juru Gambar/Draftman-Arsitektur serta
memiliki NPWP dan KTP yang masih berlaku;
6) Teknisi Pemasangan Lift 2 (dua) orang
Masing-masing Memiliki Sertifikat Teknisi K3 Pemasangan dan Pemeliharaan dan
Kesehatan Kerja (K3) Pemasangan dan Pemeliharaan Lift dan Eskalator yang
dikeluarkan Kementerian Tenaga Kerja Republik Indonesia;
7) Tenaga Tukang sebanyak 15 (lima belas) orang masing-masing memiliki sertifikat
keterampilan SKT Tukang Pasang Plafond/Ceiling Fixer/Ceiling Fixing 2 (dua) orang,
3. SKT Tukang Cor Beton 2 (dua) orang, SKT Tukang Cat 2 (dua) orang, SKT Tukang
Aluminium 3 (tiga) orang, SKT Teknisi Kaca 2 (dua), SKT Tukang Pasang keramik
(Lantai dan Dinding) 2 (dua) orang, SKT Tukang Plambing 2 (dua) orang serta KTP
yang masih berlaku;
8) Tenaga Administrasi/Logistik
SMA/SMK atau sederajat minimal 2 (dua) orang berpengalaman minimal 3 (tiga)
tahun sebagai tenaga Administrasi;
Diubah Menjadi:
1. Daftar Personil Inti/tenaga ahli/teknis/terampil minimal yang diperlukan untuk
pelaksanaan pekerjaan:
1) Manager Proyek (1 Orang)
Minimal Sarjana (S1) Berijazah Arsitektur/Sipil sebanyak 1 (satu) orang
berpengalaman minimal 8 (delapan) tahun dan memiliki sertifikat keahlian (SKA)
Manajemen Proyek dan SKA K3 Konstruksi Jenjang Ahli Madya dengan melampirkan
Daftar pengalaman pekerjaan dan Surat Perjanjian Kerja serta memiliki NPWP dan
KTP yang masih berlaku;
2) Site Engineer (1 Orang)
Minimal Sarjana (S1) Berijazah Arsitektur sebanyak 1 (satu) orang berpengalaman
minimal 5 (lima) tahun dan memiliki sertifikat keahlian (SKA) Arsitek Jenjang Ahli
Madya dengan melampirkan Daftar pengalaman pekerjaan dan Surat Perjanjian
Kerja serta memiliki NPWP dan KTP yang masih berlaku;
3) Pelaksana 6 (enam) orang
- Minimal Sarjana (S1) BerijazahTeknik Sipil sebanyak 1 (satu) orang berpengalaman
minimal 8 (delapan) tahun dan memiliki sertifikat keahlian Ahli Bangunan Gedung
Jenjang Ahli Madya serta memiliki NPWP dan KTP yang masih berlaku;
- Minimal Sarjana (S1) Berijazah Teknik Mesin sebanyak 1 (satu) orang
berpengalaman minimal 5 (lima)tahun dan memiliki sertifikat Ahli Teknik Sistem Tata
Udara dan Refrigerasi Jenjang Ahli Muda serta memiliki NPWP dan KTP yang masih
berlaku;
4. - Minimal Sarjana (S1) Berijazah Teknik Mesin sebanyak 1 (satu) orang
berpengalaman minimal 5 (lima) tahun dan memiliki sertifikat Ahli Teknik
Transportasi Dalam Gedung Jenjang Ahli Muda dan Memiliki NPWP dan KTP yang
masih berlaku;
- Minimal Sarjana (S1) Berijazah Teknik Mesin sebanyak 1 (satu) orang
berpengalaman minimal 5 (lima) tahun dan memiliki sertifikat Ahli Teknik Plambing
dan Sistem Pompa Mekanik Jenjang Ahli Muda dan Memiliki NPWP dan KTP yang
masih berlaku;
- Minimal Sarjana (S1) Berijazah Teknik Elektro sebanyak 1 (satu) orang
berpengalaman minimal 5 (lima) tahun dan memiliki sertifikat Ahli Teknik Elektronika
dan Telekomunikasi Dalam Gedung Jenjang Ahli Muda dan Memiliki NPWP dan KTP
yang masih berlaku;
- Minimal Diploma III Berijazah Teknik Elektro sebanyak 1 (satu) orang
berpengalaman minimal 3 (tiga) tahun dan memiliki SKT Teknisi Instalasi
Penerangan dan Daya Fase Tiga serta Memiliki NPWP dan KTP yang masih berlaku;
4) Juru Gambar/Draftman 2 (dua) Orang
Minimal Sarjana Muda (D3) Teknik Arsitektur berpengalaman minimal 3 (tahun)
tahun dan memiliki sertifikat keterampilan Juru Gambar/Draftman-Arsitektur serta
memiliki NPWP dan KTP yang masih berlaku;
5) Tenaga Surveyor (1 Orang)
Minimal Sarjana Muda (D3) Teknik Sipil berpengalaman minimal 3 (tahun) tahun dan
memiliki sertifikat keterampilan Quantity Surveyor serta memiliki NPWP dan KTP
yang masih berlaku;
6) Teknisi Pemasangan Lift 1 (satu) orang
Masing-masing Memiliki Sertifikat Teknisi K3 Pemasangan dan Pemeliharaan dan
Kesehatan Kerja (K3) Pemasangan dan Pemeliharaan Lift dan Eskalator yang
dikeluarkan Kementerian Tenaga Kerja Republik Indonesia;
7) Tenaga Tukang sebanyak 15 (lima belas) orang masing-masing memiliki sertifikat
keterampilan SKT Tukang Pasang Plafond/Ceiling Fixer/Ceiling Fixing 2 (dua) orang,
SKT Tukang Cor Beton 1 (satu) orang, SKT Tukang Cat 2 (dua) orang, SKT Tukang
Aluminium 2 (dua) orang, SKT Teknisi Kaca 2 (dua), SKT Tukang Pasang keramik
(Lantai dan Dinding) 2 (dua) orang, SKT Tukang Taman/Landscape 2 (dua) orang,
SKT Tukang Plambing 1 (satu) orang dan SKT Tukang Las Konstruksi Plat dan Pipa 1
(satu) Orang serta KTP yang masih berlaku;
8) Tenaga Administrasi/Logistik
SMA/SMK atau sederajat minimal 2 (dua) orang berpengalaman minimal 3 (tiga)
tahun sebagai tenaga Administrasi;
(Sertifikat Keahlian/keterampilan, ijazah, KTP dan NPWP dilampirkan dalam
dokumen penawaran).

12.Tambahan Waktu Pemasukan Dokumen Penawaran
Apabila adendum dokumen pengadaan mengakibatkan kebutuhan penambahan
waktu penyiapan dokumen penawaran maka Pokja ULP memperpanjang batas akhir
pemasukan penawaran.

b.melakukan persekongkolan dengan peserta lain untuk mengatur hasil pelelangan
sehingga mengurangi/menghambat/ memperkecil/meniadakan persaingan yang
sehat dan/atau merugikan pihak lain; dan/atau
Yang terjadi pokja membuat adendum tanpa memperpanjang batas akhir
pemasukan penawaran, padahal dengan adanya adendum tersebut mengakibatkan
penambahan waktu dalam menyiapkan dokumen penawaran.
6. Berdasarkan hal tersebut dapat di duga bahwa pokja sengaja melakukan
persekongkolan dengan peserta lain untuk mengatur hasil pelelangan sehingga
mengurangi/menghambat/ memperkecil/meniadakan persaingan yang sehat
dan/atau merugikan pihak lain;
Dengan melakukan adendum dengan tanpa memperpanjang batas akhir
pemasukan penawaran, padahal dengan adanya adendum tersebut mengakibatkan
penambahan waktu dalam menyiapkan dokumen penawaran dapat diduga bahwa :
1. Pokja sengaja membatasi dan menghambat peserta lain untuk menyiapkan
dokumen penawaran.
2. Pokja melakukan pengaturan dengan penyedia tertentu tentang calon
pemenang lelang /Tender.
Proses yang demikian tentunya sangat bertentangan dengan UU no.5 tahun 1999
tentang Larangan Praktek Monopoli Dan Persaingan Usaha Tidak Sehat,
sebagaimana tertulis dalam pasal :
Pasal 22
Pelaku usaha dilarang bersekongkol dengan pihak lain untuk mengatur dan atau
menentukan pemenang tender sehingga dapat mengakibatkan terjadinya
persaingan usaha tidak sehat.
Dalam pasal ini tidak ada ada definisi pasti tentang persekongkolan tender tetapi,
dari ketentuan pasal 22 tersebut dapat diketahui unsur-unsur persekongkolan tender
adalah (i) adanya dua atau lebih pelaku usaha; (ii) adanya persekongkolan; (iii)
terdapat tujuan untuk mengatur dan/atau menentukan pemenang tender;
dan (iv) mengakibatkan persaingan usaha tidak sehat.

35. BAHP, Berita Acara Lainnya, dan Kerahasiaan Proses
35.1 Pokja ULP menuangkan ke dalam BAHP atau Berita Acara tambahan
lainnya segala hal terkait proses pemilihan penyedia secara elektronik yang
tidak dapat diakomodir atau difasilitasi aplikasi SPSE
35.2 Berita Acara Tambahan lainnya sebagaimana dimaksud pada angka 35.1
diunggah (upload) oleh Pokja ULP menggunakan menu upload informasi
lainnya pada aplikasi SPSE.
7. 35.3 Evaluasi penawaran yang disimpulkan dalam Berita Acara Hasil Pelelangan
(BAHP) oleh Pokja ULP bersifat rahasia sampai dengan saat pengumuman
pemenang.
Yang terjadi pokja tidak mengunggah ( Berita acara tambahan lainnya yang berisi
tentang berita acara evaluasi penawaran no. 1151149/ BA.EDP/2018, sebagaimana
yang tercantum dalam berita acara hasil pelelangan )
Berita acara hasil pelelangan seharusnya di upload pada saat tahap pengumuman
pemenang ( tgl 21 juni 2018), tetapi oleh pokja baru di upload pada saat masa
sanggah ( tgl 25 juni 2018)
Berdasarkan kedua hal tersebut dapat diduga bahwa pokja sengaja mengkaburkan
hasil evaluasi pelelangan.
