2. An illicit operation consisting of a
sufficient combination of apparatus and
chemicals that either has been or could be
used in manufacture or synthesis of controlled
substances.
3. Possible Locations of a Clandestine
Lab
ā¢ Apartments
ā¢ Basements
ā¢ Trucks
ā¢ Vans
ā¢ Sheds
ā¢ Mines
ā¢ Hotel rooms
ā¢ Motor homes
ā¢ Farm labour camps
ā¢ Attics
6. In Trunk of a car
In Suitcase
In Travel Trailer
7. Lab Operators
There are three categories of clandestine
lab operators:
ļSmall-scale
ļCommercial
ļEducated
8. Small-scale Operators
ā¢ Person is generally a drug-user
ā¢ No objective of Financial gains
ā¢ They obtain their chemicals through retail purchases
at grocery and drugstores
ā¢ Operation are conducted in homes, apartments, as
well as hotel and motel rooms.
9. Commercial Operators
ā¢ Manufactures for financial gain
ā¢ May or may not be users
ā¢ Has an established network to obtain large quantities of
chemicals and equipments required for manufacturing
ā¢ Different portions of operation may take place at separate
locations, to avoid detection by law enforcement
10. Educated Operator
ā¢ Least-encountered type of clandestine lab operator
ā¢ Usually has formal training in chemistry
ā¢ He has legitimate access to sources of regulated
chemicals
ā¢ Operator may be a hybrid between the small-scale
and commercial operator.
ā¢ May or may not be a drug user.
11. Manufacturing Process
The four basic manufacturing processes used
are-
ļ¼ Extraction
ļ¼ Conversion
ļ¼ Synthesis
ļ¼ Tableting
12. Extraction Process
ā¢ It is the separation of a precursor chemical from plant
material or over-the-counter medication
ā¢ No chemical change in the raw material occurs during the
process
Examples of extraction labs include hashish production,
coca paste production and extractions from pharmaceutical
preparations.
13. Conversion Process
ā¢ Conversion process takes a raw material and changes it into
the desired product.
ā¢ Involves minor structural changes within the molecule of the
compound, or of the chemicalās salt
e.g. Morphine to Heroin , Methamphetamine
base to Methamphetamine, Cocaine base to crack
15. Synthesis process
ā¢ Includes a chemical reaction or a series of chemical
reactions
e.g. LSD, phencyclidine, phenylacetone and
certain methamphetamine reactions
21. Chemical needs
The three types of chemicals use in manufacture of
controlled substances includes-
ļ¼ Precursors
ļ¼ Reagents
ļ¼ Solvents
22. About 34 different chemicals can be used to produce.
ā¢ Ephedrine
ā¢ Pseudoephedrine
ā¢ Phenylpropanolamine
ā¢ Red phosphorus
ā¢ Iodine
ā¢ Hydrochloric acid
ā¢ Ether
ā¢ Anhydrous ammonia
23. Knowledge needs
ā¢ Knowing how to combine the equipment and
chemicals to produce a controlled substance is a
necessary element.
28. Hazards..
ā¢ Flammable hazards
unstable reactions, vapor exposure, fire potential
ā¢ Electrical hazards (exposed wiring, reversed
switches)
ā¢ Acutely toxic atmospheres
ā¢ Gas cylinders, leaking or damaged
ā¢ Chemical reactions in progress
ā¢ Poor or absent ventilation
ā¢ Booby Traps
29. Common booby Traps
ā¢ Grenades on trip wires
ā¢ Fish hooks hung at eye levels
ā¢ Punji pits
ā¢ Explosives connected to electrical switches
ā¢ Contact explosives
ā¢ Video cassette tapes
30. Lab Hazard Safety Priorities
ā¢ Prevent unauthorized entry
ā¢ Avoid breathing odors
ā¢ Always wear gloves when handling any items associated with
a clan lab
ā¢ Do not touch liquids, powders, nor other substances
ā¢ Observe from a distance
ā¢ Attempt to turn off nothing
ā¢ Do not use radio until you are out
of or well away from the lab
31. Response should include
ā¢ Local law enforcement
ā¢ DEA
ā¢ EPA
ā¢ Fire department
ā¢ HAZMAT team
ā¢ Local health
Department
ā¢ EMS supervisory
personnel
ā¢ Forensic chemist
