VinTALK’s redundant Class IV IP-PBX call platform is co-located at the Time Warner Telecom co-
location facility in San Diego, California. This state-of-the-art facility houses VinTALK’s IP soft
switching equipment and the network interconnections over which we deliver high quality voice
services to our customers.

It is this network infrastructure that allows VinTALK to deliver outstanding telecommunications
services.

The VinTALK network includes:
   • Connection of high-speed T-1 lines from our customers to our network
   • Voice switches that process all inbound and outbound calls
          - All calls on the VinTALK network are free to our customers (see min. allotment)
          - Local calls to customers on other operator networks, such as Qwest, Verizon,
              BroadVox, MCI and Global Crossing are delivered over the Public Switched
              Telephone Network (PSTN) and are also free to our customers.
          - Long Distance and International calls are also completed over the Vinculum IP
              network at lower rates than any domestic or international provider.
   • Interconnection to the Public Switched Telephone Network for voice traffic
   • Interconnection to the Public and Private Internet for data traffic

Key infrastructure components at the VinTALK data center include:

Redundancy of Power and Air-Conditioning
      • N+1 redundancy on all power systems ensure that failure in one area will not
          interrupt service at any level.
      • Dual power circuits in each cage provide redundancy against failure of power within
          the lines running to the racks
      • Battery power and UPS supply interruption-free fail-over power for at least 120
          minutes with the facility at full capacity
      • Power generators are fully operational within 15 seconds. Diesel in the generators
          will allow the facility to operate for 48 hours and the facility has contracts with multiple
          local diesel providers to power the facility indefinitely
      • Air temperature and humidity is kept at a constant level throughout the facility to
          prevent damage to equipment and switches. All areas are kept at 70(+/-2) degrees F
          and 30-60% relative humidity.
      • Redundant call platform servers providing 99.9% call delivery.
      • Redundant internet providers to ensure “always on” capability.
Network Security and Operation
       • N+1 redundancy on all switches and equipment ensure that VinTALK meets its high
          (99.999%) uptime guarantee to our customers
       • Quality of Service guarantees are met by monitoring and adjusting service levels in
          near real time through our Network Operations Center (NOC) 24/7/365.
       • All of VinTALK' equipment sits behind a dedicated firewall to protect against
          unauthorized access

Physical Security
       • Full physical security is included for the network site
       • Multi-zoned dry pipe water-based fire suppression systems protect against damage
           to switched and equipment in the event of an emergency
       • Overhead cable raceways shield all cables and lines from contact and/or abuse

     • High-speed access and bandwidth so that your network responds instantly
     • These communications facilities also ensure that your customers see you as a
         company with outstanding, modern and dynamic communications.

Monitoring and Support

            current performance and anticipate any needed change.

Customers of VinTALK have complete access to their communications services 24 hours per day, 365 days
per year through web-site access. Using this interface, customers can, at any time – from any location
worldwide, access their systems, programs and data. With this access, customers can instantly monitor,
view, change, install or update their telephone systems.

VinTALK supplies a 24/7/365 NOC for customers to use in reporting problems, seeking assistance, or just
asking for help.
