A presentation from Museums and the Web 2009 http://www.archimuse.com/mw2009/
Abstract: The Gemeentemuseum in The Hague is a museum for contemporary art and the applied arts. “Down To Earth” presents a case study of the museum’s recent project, a five-month survey, in which various staff members were interviewed about their knowledge, level of participation, attitude and opinion regarding new social media and community centered projects. Those interviewed included directors; curators; some collections workers, including restorers; some of those involved in documentation, in education, in exhibitions, in ICT; some marketing staff and some in public relations.
The data collected was used to identify five different user types: lecturers; educators; presenters; interactors and connectors. On the basis of these types, a viable and differentiated approach to social media could be planned and put into practice. Central to this approach is a focus on the development of sustainable solutions that fit the museum and its staff. The paper shows how a rather traditional, conservative museum can create its own strategies for dealing with new media in this way.

TCI 2014 Evolving the Regional Innovation Cluster Paradigm for an Innovation ...TCI Network
This document discusses using network analysis of innovation data to better understand and support regional innovation clusters. It argues that current cluster analysis is limited because it relies on past employment data and assumes clusters are geographically bounded. Network analysis can help identify emerging technologies and opportunities by revealing active collaboration networks. Examples are provided of network analysis of innovation data in various regions that uncovered core clusters, talent pools, and opportunities to better support innovation-driven growth.

Industrial policy is gaining renewed interest among governments. However, the global context has changed, making it difficult to replicate the success of past industrial policy approaches. Specifically, developed countries are no longer as supportive of developing country industrial policies, global manufacturing is increasingly consolidated, and manufacturing demand is declining. As a result, traditional large-scale industrial policy projects pursued by development organizations often fail to achieve results due to unrealistic timeframes and overcomplexity. To be more effective, industrial policy approaches need to shift focus to directly empowering entrepreneurs and identifying pockets of private sector growth, and development organizations need to exercise more flexibility to address changing needs.
TCI 2015 The Evolutionary Dimension in Cluster PolicyTCI Network
The document discusses the evolving role of clusters in supporting emerging industries and sustainable competitiveness. It argues that clusters must move beyond traditional spatial and sector boundaries to engage in cross-border collaboration, global value chains, and emerging opportunities across sectors. Cluster organizations should facilitate entrepreneurship and innovation in emerging industries, related diversification through new technologies, and public-private partnerships for open innovation. The role of cluster policy is also evolving to better support clusters in developing cross-cluster strategies, internationalization, and integration into priority emerging domains. Several examples from the Basque region of Spain are provided.
This document contains reflections on life, relationships, and finding meaning and happiness. It encourages the reader to pursue their dreams, seek the best in each situation, and forget past mistakes. It also stresses the importance of friendship, encouraging others, and bringing joy to each moment.

This document discusses methodological bases for defining and conceptualizing cluster brands. It proposes a scientific methodology to build place brands for clusters using tangible and intangible values of cluster members. The methodology involves focus groups, in-depth interviews, and surveys of cluster members to gather information democratically and involve diverse stakeholders. This process helps construct a strong place brand that explains the importance of the cluster and differentiates the location.
The document summarizes a joint action plan by 7 regional development agencies from southeast Queensland and northern New South Wales to identify manufacturing specializations in the region. It notes that manufacturing contributes around 18% to the regional economy and employs over 158,000 people. The plan discusses the importance of manufacturing and identifies 8 sectors with potential specializations: aviation, aerospace, defense, medical technologies, food and agrisciences, software development, resources technologies, transport and logistics, and clean technologies. It also notes that further work is needed to identify specific "smart specializations or niches" within these broad sectors.

The soap based mechanism for home environment using web services ecij
Recent advancements in smart home systems have increased the utilization of consumer devices and appliances in home environment. However, many of these devices and appliances exhibit certain degree of heterogeneity and do not adapt towards joint execution of operation. Hence, it is rather difficult to perform interoperation especially to realize desired services preferred by home users. In this paper, we propose a new intelligent interoperability framework for smart home systems execution as well as coordinating them in a federated manner. The framework core is based on Simple Object Access Protocol (SOAP) technology that provides platform independent interoperation among heterogeneous
systems. We have implemented the interoperability framework with several home devices to demonstrate
their effectiveness for interoperation. The performance of the framework was tested in Local Area Network(LAN) environment and proves to be reliable in smart home setting1.
TCI 2015 Cross-overs between Agro and High TechTCI Network
The document discusses crossovers between the agro and high-tech industries in the Netherlands. It notes that population growth and food security are global challenges and that food clusters are part of a global supply chain. However, expanding livestock industries is difficult in some regions due to social opposition. The document also discusses challenges around integrating agriculture and high-tech industries in the Eindhoven region of the Netherlands, including creating livable cities, protecting nature, and facilitating industry growth, while overcoming obstacles between the sectors. It concludes that while the necessary conditions exist, active cluster management is still needed to fully realize potential crossovers.

Sintonía is a regional competitiveness initiative formed in Puebla, Mexico in 2012. It aims to create shared value by organizing local industries into clusters comprising businesses, academia, government, and society. Sintonía acts as an intermediary to facilitate networks, partnerships, and joint projects between these groups. Some key clusters it focuses on include health, energy, agriculture, and tourism. Example shared value projects discussed are improving maternal health care through partnerships between public/private hospitals, and promoting sustainable energy through educational events.
TCI 2014 The Cluster Management as an Incubator for Service InformationTCI Network
The document discusses cluster management as an incubator for service innovation. It begins by defining cluster services as either endogenous (beneficial for cluster members) or exogenous (compiled by members for external customers). While services provide benefits, challenges exist in developing service strategies. The author proposes that cluster structures can help overcome these challenges. A survey found potential to foster service orientation in clusters. The document develops a typology of cluster services and proposes ways cluster management can target increased service understanding, orientation, and expertise among members.
This document discusses the history and evolution of business clusters from early commercial centers to modern high-tech clusters. It defines key cluster concepts and outlines the role of policymakers in both spontaneously formed "wild" clusters and structured "domesticated" clusters. The document advocates for cluster-based economic development policies to improve competitiveness at both the microeconomic company level and the macroeconomic regional level.
The document discusses five essentials for successful social media activity for businesses: translating offline experiences online in an engaging way; stimulating employees to share customer experiences and listening to ideas for content; looking for patterns in content to structure future posts; doing a "spring clean" of social media contacts and generating new ones; and monitoring results and decluttering social media profiles. The full blog post provides more guidance and is written by Shelley Röstlund. The document discusses the development of a knowledge graph-based pre-certification service called beCert that helps aquaculture producers navigate the certification process. It aims to address three pain points producers face: the unpredictability of aquaculture production, the heavy paperwork burden of certification, and the complexity of dealing with different certification requirements. beCert extracts knowledge from certification standards to generate compliance reports and simplify documentation management. A pilot with a Taiwanese fishery cooperative demonstrated how beCert could streamline the process and enable remote auditing using blockchain technology. The service has potential for customization to help other industries with regulatory compliance as well.

This document analyzes economic trends in Mongolia from 2010-2019 using GDP, employment, and average wage data from the country's National Statistical Organization. It finds that while livestock and retail industries remain important, employment is shifting to construction, finance, and processing. Average wages have grown the most in construction, ICT, and processing industries, with mining wages being twice as high. The document also examines regional economic specialization through a location quotient analysis for 2009 and 2019, finding that specialization has remained steady in mining areas but declined elsewhere, such as in Darkhan. This decline may be partly due to internal migration driving urbanization toward Ulaanbaatar and a lack of developed regional supply chains.
Cambodia's economic growth path and competitivenessTCI Network
Cambodia experienced robust economic growth over the past two decades thanks to sound macroeconomic policies that attracted investment. However, total factor productivity has moderated and competitiveness has eroded as wages have risen. While investment continues to support growth, employment growth has slowed as the agriculture sector sheds jobs. The economy contracted in 2020 due to the pandemic but is projected to recover in 2021, though sustaining growth will require improving competitiveness through diversification.
Mr. Peang Ratana is a freelance researcher and lecturer who has taught at several universities in Cambodia. He discusses how digital tools like Google Forms, Microsoft Forms, Google Meet, Slido, Facebook Live, Telegram, and Messenger can be used for eLearning and distance education. These platforms allow for online surveys, interactive question and answer sessions, video conferencing, live streaming, and messaging. Kahoot is also mentioned as a game-based learning platform that brings engagement to online education.
The document discusses the Philippine FinTech landscape. It notes that the Philippines recorded sharp economic declines in 2020 due to the Covid-19 pandemic, which small businesses bore much of the negative impact from lockdowns. It provides an overview of the Philippine FinTech cluster map and key players like banks, payment providers, regulators, infrastructure providers, and consumers. The document also summarizes the country's FinTech history, regulatory approach, opportunities and challenges for further growth.

The document discusses the new dynamics of competitiveness in Asia. It notes that Asia faces challenges from COVID-19, China's rising influence through initiatives like Belt and Road and Made in China 2025, tensions in international trade, the formation of the RCEP trading bloc, pressures to transition to digital and green economies, and increasing development levels in some countries. Asian nations must navigate relationships with both China and Western powers, while addressing domestic issues like pandemic recovery, supply chain reconfiguration, infrastructure development, and responding to global challenges through local solutions.
1) The document outlines a study that assessed the reliability and validity of students' self-reported learning outcomes against stated course learning outcomes.
2) Preliminary results found the outcome-specific questionnaires to have high reliability. Most courses saw significant increases in student self-ratings from beginning to end.
3) Further analysis is still needed to determine if end-of-course self-ratings correlate with assessments of student task performance against learning outcomes.
Creating Shared Value: What Makes a Gamechanger?TCI Network
This document discusses creating shared value and identifying shared value gamechangers. It begins by explaining the motivation for studying shared value impact and looking for gamechangers. It then defines creating shared value as making a profit while delivering a social need. The document discusses why shared value gamechangers that fundamentally change an industry should be identified. It proposes developing a framework to assess the impact of shared value initiatives on firms and society. Finally, it reviews literature on shared value and shared measurement to develop such a framework.

How to Interpret Trends in the Kalyan Rajdhani Mix Chart.pdfChart Kalyan
A Mix Chart displays historical data of numbers in a graphical or tabular form. The Kalyan Rajdhani Mix Chart specifically shows the results of a sequence of numbers over different periods.
How information systems are built or acquired puts information, which is what they should be about, in a secondary place. Our language adapted accordingly, and we no longer talk about information systems but applications. Applications evolved in a way to break data into diverse fragments, tightly coupled with applications and expensive to integrate. The result is technical debt, which is re-paid by taking even bigger "loans", resulting in an ever-increasing technical debt. Software engineering and procurement practices work in sync with market forces to maintain this trend. This talk demonstrates how natural this situation is. The question is: can something be done to reverse the trend?

zkStudyClub - LatticeFold: A Lattice-based Folding Scheme and its Application...Alex Pruden
Folding is a recent technique for building efficient recursive SNARKs. Several elegant folding protocols have been proposed, such as Nova, Supernova, Hypernova, Protostar, and others. However, all of them rely on an additively homomorphic commitment scheme based on discrete log, and are therefore not post-quantum secure. In this work we present LatticeFold, the first lattice-based folding protocol based on the Module SIS problem. This folding protocol naturally leads to an efficient recursive lattice-based SNARK and an efficient PCD scheme. LatticeFold supports folding low-degree relations, such as R1CS, as well as high-degree relations, such as CCS. The key challenge is to construct a secure folding protocol that works with the Ajtai commitment scheme. The difficulty, is ensuring that extracted witnesses are low norm through many rounds of folding. We present a novel technique using the sumcheck protocol to ensure that extracted witnesses are always low norm no matter how many rounds of folding are used. Our evaluation of the final proof system suggests that it is as performant as Hypernova, while providing post-quantum security.

Conversational agents, or chatbots, are increasingly used to access all sorts of services using natural language. While open-domain chatbots - like ChatGPT - can converse on any topic, task-oriented chatbots - the focus of this paper - are designed for specific tasks, like booking a flight, obtaining customer support, or setting an appointment. Like any other software, task-oriented chatbots need to be properly tested, usually by defining and executing test scenarios (i.e., sequences of user-chatbot interactions). However, there is currently a lack of methods to quantify the completeness and strength of such test scenarios, which can lead to low-quality tests, and hence to buggy chatbots.
To fill this gap, we propose adapting mutation testing (MuT) for task-oriented chatbots. To this end, we introduce a set of mutation operators that emulate faults in chatbot designs, an architecture that enables MuT on chatbots built using heterogeneous technologies, and a practical realisation as an Eclipse plugin. Moreover, we evaluate the applicability, effectiveness and efficiency of our approach on open-source chatbots, with promising results.

In response to the urgency and scale required to effectively address climate change, open source solutions offer significant potential for driving innovation and progress. Currently, there is a growing demand for standardization and interoperability in energy data and modeling. Open source standards and specifications within the energy sector can also alleviate challenges associated with data fragmentation, transparency, and accessibility. At the same time, it is crucial to consider privacy and security concerns throughout the development of open source platforms.
This webinar will delve into the motivations behind establishing LF Energy’s Carbon Data Specification Consortium. It will provide an overview of the draft specifications and the ongoing progress made by the respective working groups.
Three primary specifications will be discussed:
-Discovery and client registration, emphasizing transparent processes and secure and private access
-Customer data, centering around customer tariffs, bills, energy usage, and full consumption disclosure
-Power systems data, focusing on grid data, inclusive of transmission and distribution networks, generation, intergrid power flows, and market settlement data
