L’article que nous présentons dans ce numéro d’Opinions et Débats va à l’encontre des idées
reçues. Idées que nous avons tous, puisqu’elles portent sur l’une des pierres angulaires de
notre société : l’école. Il démontre comment ses manquements, ses défauts, conduisent des
pans entiers de la jeunesse, génération après génération, à se retrouver marginalisés : ni à
l’école, ni en formation et encore moins en entreprise

Le travail de Christian Gollier présenté dans ce numéro d’Opinions et Débats pose la question de l’équilibre des efforts à faire porter sur les différentes générations, que ce soit en faveur du climat, des infrastructures, de la préservation des ressources naturelles, ou de la R&D. En faisons-nous assez pour l’avenir de nos enfants ? Ou, au contraire, nos efforts sont-ils vains, nous épuisons-nous inutilement pour des résultats qui ne seront guère perceptibles ? Un débat qui prend tout son sens en cette période de croissance faible et de flambée des dettes. Il existe à cette problématique des réponses éthiques, politiques et même philosophiques. Il en existe aussi à la croisée des mathématiques et de la finance. En effet, il s’agit de calculer, mesurer, comparer, la portée de nos investissements et projets sur des échelles de temps long à l’aide d’un taux d’actualisation. L’objectif : étudier la rentabilité à venir de nos investissements présents, afin de déterminer si nos actions sont socialement désirables pour les générations futures mais aussi actuelles. Par exemple, nos efforts en faveur du climat et de la préservation de notre planète ont-ils une utilité réelle ou, au contraire, entravent-ils croissance et consommation ? Elaborer un juste taux d’actualisation apporte une réponse concrète, permettant de dépasser le débat idéologique qui accompagne toute réflexion sur le développement durable. L’étude de Christian Gollier s’attache donc à déterminer un taux juste, en tenant compte notamment des variations de croissance à venir, des effets de précaution, des bénéfices sociaux ou encore de l’existence d’événements extrêmes.
