From 2013 to 2015, the author contributed to developing Estonian national firearms policy by helping to draft amendments to firearms laws, defending the amendments in Parliament, and implementing the regulations. They also prepared Estonian positions on international arms issues for organizations like the UN and OSCE. From 2010 to 2013, the author assisted in developing counterterrorism and national security policies in Estonia, including financial data sharing with other countries related to counterterrorism and drafting national security strategy documents. The author has also been involved in aviation security, border security, detention policy, and international cooperation on law enforcement issues during their time working for the Estonian government.

1. From 2013 until 2015 I have contributed to developing Estonian national firearms policy in
cooperation with Police and Boarder Guard board and Estonian Internal Security Service. It
included elaboration of amendment to Weapons Act in 2014 and 2015, defending the
amendments in Parliament, organizing public communication and implementation of the
regulation. In conjunction, I prepared amendments to multiple Weapons Act implementation
acts, Security Service Act, Strategic goods Act and State Fees Act. Since 2013 until 2015 I
was appointed as the Estonian representative in European Firearms Expert Working Group
and member of the European Committee established under Directive 91/477/EEC (European
Firearms Directive) and represented Estonian interest in more than 20 international meetings.
In developing Estonian national firearms policy, I prepared multiple analyses and opinions
regarding internal security aspects of civil as well as service and defence firearms. I prepared
amendment to service firearms regulations and co-author of Police Firearms Development
plan which was approved in 2015. In multiple cases I assisted Estonian Ministry of Foreign
Affairs to prepare Estonian positions to United Nations (UN), Organization for Security and
Cooperation in Europe (OSCE), EU and for several other international bodies about fighting
against illegal arms trafficking. It included the preparation of Estonian position in 2013 about
the Arms Trade Treaty (ATT). ATT was approved by the U.N. General Assembly on 2 April
2013.
From 2010 until 2013 I assisted developing Estonian national policy about fighting against
terrorism and it’s financing in cooperation with Police and Boarder Guard board and Estonian
Internal Security Service. It included drafting the Estonian positions about European Union
and the United States of America agreement on the processing and transfer of Financial
Messaging Data from the European Union to the United States for purposes of the Terrorist
Finance Tracking Program and protecting personal data then transferred and processed.
From 2010 until 2013 I have assisted developing Estonian national security policy. In 2009 I
was assigned to a team of Estonian Government experts to draft “The National Security
Concept of Estonia”, which establishes the objective, principles and directions of Estonian
security policy. Security Concept was approved by Estonian Parliament in 2010

the Interior interests in meetings related to compiling Government security risk analysis,
Government intelligence requirements, Government intelligence information systematization
strategy and preparing effective measures for Estonia in the light of attack to Georgia in 2008.
I have been participating Estonian Ministry of the Defence meetings to compile Estonian
National Defence Development Plan 2013 - 2022

Defence Act which will come into force in 2016, assisted drafting National Security Strategy
and participated multiple meetings and exercises to plan and enhance Host Nation Support
(HNS) capabilities and elements in Estonia. I have been also Estonian-Afghanistan council
member and assisted coordinating police training mission to Afghanistan as well as member
of War Veterans committee from 2009 until 2013. In 2012 I was assigned as the project
manager to PNR and API (airplane passengers name record information system - advanced
passenger information system) software testing pilot project (Raytheon PORTERA software).
Testing team consisted of officials from Estonian Customs Board, intelligence services and
law enforcement agencies. I attended and presented Estonian positions in the European
Commission meeting about liquid explosives in civil aviation. I have also made proposals and
recommendations regulating the use of air marshals in civil aviation.
2. From 2011 until 2014 I have coordinated assessment of all the plans what might not be in line
with national security interest and worked out Ministry of the Interior positions about such
plans. In 2013 I performed analysis in cooperation with Estonian Ministry of Defence about
the effects of abandoning limitations of acquiring land in Estonian Boarder areas. I have also
prepared amendments to legislation regulating protection of high security risk buildings which
are under police surveillance.
From 2009 until 2015 I have coordinated policy development, information exchange between
government bodies and initiated legislative changes regarding imprisonment in police
detention facilities and regarding police coordinated community service organization. In 2011
I prepared amendment to police detention centres internal procedure act.
During the employment period in Estonian Ministry of the Interior I have delivered multiple
speeches in conferences and seminars. For example speech for United Nations Office on
Drugs and Crime (UNODC) in conference “Equivalent HIV prevention and Care in prison
settings: From Policy to Practice” in 2010

U.S Estonian Embassy. The objective of the training courses was to enhance internal security

or Degrading Treatment or Punishment) visit to Estonia and after the visit I provided Estonian
