Finland has a highly developed broadband infrastructure with 85% of the population using the internet and over 93% of enterprises having a fixed broadband connection. Mobile broadband is also widely used by enterprises in Finland, especially by larger enterprises. In contrast, Paraguay has very low internet and broadband penetration rates at around 8% and 1.5% respectively due to a failure to encourage broadband growth and a patchy fixed-line infrastructure. Mobile broadband has seen more development in Paraguay with the main 5 providers offering GPRS services to address the infrastructure limitations.
