During this presentation I was able to reflect on the interplay of algorithms and public participation. And it became even clearer to me that applications like DistrictBuilder exemplify the ability of information science to improve policy and politics.
Redistricting in Mexico is particularly interesting, since it relies heavily on facially neutral geo-demographic criteria and optimization algorithms -- which represents a different sort of contribution from information science. Thus, it was particularly interesting to me to consider the interplay between algorithmic approaches to problem solving and "wisdom of crowd" approaches -- especially for problems in the public sphere.
It's clear that complex optimization algorithms are an advance in redistricting in Mexico, and have an important role in public policy. However, they also have a number of limitations:
Algorithmic optimization solutions often depend on a choice of (theoretically arbitrary) 'starting values' from which the algorithm starts its search for a solution
Quality algorithmic solutions typically rely on accurate input data
Many optimization algorithms embed particular criteria or particular constraints into the algorithm itself
Even where optimization algorithms are nominally agnostic to the criteria used for the goal, some criteria are more tractable than others; and some are more tractable for particular algorithms
In many cases, when an algorithm yields a solution, we don't know exactly (or even approximately, in any formal sense) how good that solution is.
I argue that explicitly incorporating a human element is important for algorithmic solutions in the public sphere. In particular:
Use open documentation and open (non-patented, or open-licensed) to enable external replication of algorithms
Use open source to enable external verification of the implementation of particular algoritms
Incorporate public input to improve the data (especially describing local communities and circumstances) in algorithm driven policies.
Incorporate crowd-sourced solutions as candidate "starting values" for further algorithmic refinement
Subject algorithmic output to crowd-sourced public review to verify the quality of the solutions produced

This paper presents a new ontology-based multicriteria spatial group decision support system (GDSS) dedicated to site selection problems. Site selection is one of the most complex problems in the construction of a new building. It presents a crucial problem in terms of selecting the appropriate site among a group of decision makers with multiple alternatives (sites); in addition, the site must satisfy several criteria. To deal with this, the present paper introduces an ontology based multicriteria analysis method to solve semantic heterogeneity in vocabulary used by participants in spatial group decision support systems. The advantages of using ontology in GDSS are many: i) it enables the integration of heterogeneous sources of data available on the web and ii) it enables to facilitate meaning and sharing of data used in GDSS by participants. In order to facilitate cooperation and collaboration between participants in GDSS, our work aims to apply ontology at the model's structuration phase. The proposed system has been successfully implemented and exploited for a personalized environment.

Adoption of cloud computing as a new outsourcing strategy has grown rapidly among IT-based organisations in recent years. Research around migrating legacy systems to cloud environments is proliferated with a variety of approaches that often narrow down in technical details. However, an overarching and integrated view of cloud migration process does not exist in the current literature. As an at-tempt to ameliorate this shortcoming, this research applies a metamodeling approach and develops a generic cloud migration process model derived from the extant cloud migration literature. The proposed metamodel is not dependent or restricted to any specific cloud platform; rather it is an abstraction of phases, activities, tasks, and work-products that are incorporated in a typical migration process. It underpins a high-level and conceptual view of cloud migration process and acts as a reusable knowledge repository to design situation-specific migration process models for a given migration scenario at hand.

System’s reusability and cost are very important in software product line design area. Developers’ goal is
to increase system reusability and decreasing cost and efforts for building components from scratch for
each software configuration. This can be reached by developing software product line (SPL). To handle
SPL engineering process, several approaches with several techniques were developed. One of these
approaches is called separated approach. It requires separating the commonalities and variability for
system’s components to allow configuration selection based on user defined features. Textual notationbased
approaches have been used for their formal syntax and semantics to represent system features and
implementations. But these approaches are still weak in mixing features (conceptual level) and classes
(physical level) that guarantee smooth and automatic configuration generation for software releases. The
absence of methodology supporting the mixing process is a real weakness. In this paper, we enhanced
SPL’s reusability by introducing some meta-features, classified according to their functionalities. As a first
consequence, mixing class and feature concepts is supported in a simple way using class interfaces and
inherent features for smooth move from feature model to class model. And as a second consequence, the
mixing process is supported by a textual design and implementation methodology, mixing class and feature
models by combining their concepts in a single language. The supported configuration generation process
is simple, coherent, and complete.
Data-to-text technologies present an enormous and exciting opportunity to help
audiences understand some of the insights present in today’s vasts and growing amounts of electronic
data. In this article we analyze the potential value and benefits of these solutions as well as their risks
and limitations for a wider penetration. These technologies already bring substantial advantages of
cost, time, accuracy and clarity versus other traditional approaches or format. On the other hand,
there are still important limitations that restrict the broad applicability of these solutions, most
importantly in the limited quality of their output. However we find that the current state of
development is sufficient for the application of these solution across many domains and use cases and
recommend businesses of all sectors to consider how to deploy them to enhance the value they are
currently getting from their data. As the availability of data keeps growing exponentially and natural
language generation technology keeps improving, we expect data-to-text solutions to take a much
more bigger role in the production of automated content across many different domains.

However, opening up software platforms to third-party applications raises serious concerns about critical quality re-quirements, such as security, performance, privacy and proprietary owner-ship. Adopting appropriate openness design strategies, which fulfill open-innovation objectives while maintaining quality requirements, calls for delib-erate analysis of openness requirements from early on in opening up soft-ware platforms. We propose to treat openness as a distinct class of non-functional requirements, and to refine and analyze it in parallel with other design concerns using a goal-oriented approach. We extend the Non-Functional Requirements (NFR) analysis method with a new set of cata-logues for specifying and refining openness requirements in software plat-forms. We apply our approach to revisit the design of data provision service in two real-world open software platforms and discuss the results.

Open innovation is becoming an important strategy in software development. Following this strategy, software companies are increasingly opening up their platforms to third-party products. However, opening up software platforms to third-party applications raises serious concerns about critical quality re-quirements, such as security, performance, privacy and proprietary owner-ship. Adopting appropriate openness design strategies, which fulfill open-innovation objectives while maintaining quality requirements, calls for delib-erate analysis of openness requirements from early on in opening up soft-ware platforms. We propose to treat openness as a distinct class of non-functional requirements, and to refine and analyze it in parallel with other design concerns using a goal-oriented approach. We extend the Non-Functional Requirements (NFR) analysis method with a new set of cata-logues for specifying and refining openness requirements in software plat-forms. We apply our approach to revisit the design of data provision service in two real-world open software platforms and discuss the results.

3. The paper selected as a base for the project is: Flexible Support for Spatial Decision Making Shan Gao, John Paynter, and David Sundaram Proceedings of the 37th Hawaii International Conference on System Sciences – 2004
4. We take the approach of a literature review by presenting tonight a brief summary of the references that the authors used in their paper. We tie in structures we have looked at in the engineering life cycle but focus on the structures of the processes that the authors use for their decision making support system. In particular, we trace the roots of the structures they used. We try to answer why did the authors use the structure(s) they did and where did they get their ideas, concepts and motivations.
5. We also cover a longer version of the author’s paper we found that was a whole book chapter at the end of this presentation. That presentation will present more examples of their decision making system at work. Here will offer our critique and suggestions for how to now improve their system even further. We can see that the authors developed existing theory and moved from this to where they arrived. Now the references ---->
