1. Opening Speech : Japan

Honorable chair, Esteemed delegates, it is an honor to represent Japan at this Debate. The
delegation of Japan realizes the importance of a world without a crime. Japan wishes to
tackle many significant issues through debate here. Firstly, we are greatly concerned by
the rapidly growing threat posed by the illicit financial gain from drug trafficking and
organized crime. We are also greatly troubled by the illegal trade of firearms through the
hidden web.
The participation of delegates from so many places demonstrates the wholehearted
commitment of your countries to do something practical about the drug and organized
crime problem. You have not come here to spend time on generalities but to agree on
action, action to reduce the demand for drugs, action against the growing threat from the
organized crime.
The coming decade has been proclaimed as the ‘United Nations Decade Against Drug
Abuse’. This must not be just a label or a slogan; it must represent our united will and
determination to prosecute the campaign against drugs.
Mr. Chairman, Japan is already tackling many aspects of the crime and drug problems
and with some success:
First, we are taking action against the production of drugs, through eradication, crop
substitution and alternative development programmes.
Second, just as important, we need to monitor and control trade in the precursor
chemicals used in the manufacture of illicit drugs.
Third, we are taking action against drug trafficking by increased cooperation between
national police and customs authorities and by confiscating the assets of traffickers—
Britain has now signed thirteen such agreements and we shall shortly sign two more, with
Italy and with Saudi Arabia.
Fourth, we are improving treatment and rehabilitation for the victims of drug abuse.
Japan hopes that this debate will result in decisive, safe and effective resolution of many
important issues. Thank you honorable chair, esteemed delegates.
