Building the foundations Strengthening the Rule of Laws:-  Establishing a system to avoid conflicts. Enforcing Property Rights:-  Specialized debt collection courts.
Erecting the pillars Create a Level Playing Field:- Limits the cost and burden on enterprises. Creating Competitive Market:- Reducing the influence of incumbents.
Reforming Taxes- Simplicity, Clarity and Stability:- Simplifying the rules applied. Reducing the burdance and promoting stability. Reforming Finance and Access to Capital:- Creating efficient domestic financial markets.  Increasing the access to credit.
Develop Human Skills and Knowledge:- Practical training on job with basic education. Additional steps taken by Govt. Buliding Entrepreneurial networks and associations. Develop institutions of management learning. Develop govt policies to encourage skilled emigrants to return home.
ENGAGING THE PRIVATE SECTOR IN DEVELOPMENT
Serving Markets at the bottom of the Pyramid:- Targeting bigger rural markets. Forming Ecosystems and Building Networks:- Increasing the power of networks. FDI. Transfer of skills.
Fostering Public Private Partnerships For Sustainable Development:- Energy production and basic Water supply projects. Environmental, human rights and labour standards. Improving Corporate Governance:- Safeguard measures against corruption. Strenghtening the institutions.
Advancing responsibile business practices and CSR standards:- Reconciling respect for the environment,social equity and financial profitability.
RECOMMENDED ACTIONS
Create enabling environment. Formalize the economy. Facilitate access to broader financing options. Assist skills and knowledge development. Linkages with MNC´s to nurture SME´s.
