Summary of Reports of Cessation of Hostilities (COH) Violations (8 November - 14 December 2014) and Update on 
Incident of 23 August 2014 
The following report summarizes documented and verified violations by the IGAD Monitoring and Verification Mechanism of 
the Cessation of Hostilities Agreement of 23 January 2014, for the period of 8 November – 14 December 2014.

Government Forces crossed the Sobat River on 
4 November 2014 as described in Violation 
Report V017. 
Recent reports – including claims in the media 
by Government Forces – suggest that

Government Forces have taken New Fangak in 
Fangak County. 
As a result of investigations, and the weight of 
evidence collated it is the opinion of the JTC 
that Government Forces violated the 
following articles of the Cessation of 
Hostilities Agreement (COHA), 23 January 
2014 in Fangak County, Jonglei State, from 
about 1 December 2014: 
• COHA 1.0-1.2 (inclusive): Declaration 
of Cessation of Hostilities 
The refusal of the Government Forces to allow 
the MVT free access to New Fangak 
constitutes a violation of the following 
articles of the COHA (23 January 2014): 
• COHA 7.2b: Freedom of Movement and 
Unhindered Access 
It is therefore recommended that the IGAD 
Special Envoys take the appropriate action in 
response to the violations of the Cessation of 
Hostilities Agreement.

On 10 December 2014 there was a significant 
exchange of fire between Government Forces 
from the garrison at Nassir and fighters loyal 
to the SPLM/A (IO) in the area of Kedbeck 
village, Upper Nile State. 
As a result of investigations, and the weight of 
evidence collated it is the opinion of the JTC 
that Government Forces violated the 
following articles of the Cessation of 
Hostilities Agreement (COHA), 23 January 
2014 in Nassir, Upper Nile State, on 10 
December 2014: 
COHA 1.2b: Refrain from taking any actions 
that can lead to military confrontations.

The following report, completed on 3 December 2014, reports a documented and verified violation by the IGAD Monitoring and 
Verification Mechanism of the Cessation of Hostilities Agreement of 23 January 2014, on 23 – 24 August 2014.

Following reports on 17 August 2014 from the 
Commissioner of Mayom County, Unity State, 
that Government Forces had been attacked by 
SPLM/A (IO)
those of the SPLM/A (IO), the MVT from 
Pariang was given the task of investigating and 
verifying what had happened. 
On 23 August 2014 the MVT flew in IGAD 
helicopter UR-AID to a site near Buoth, 
Mayom County, in order to start the 
investigation. The helicopter was clearly 
marked with IGAD insignia. When the 
helicopter landed it was surrounded by armed 
men who claimed to be under the command of 
Major General Peter Gadet, SPLM/A (IO). 
The MVT spoke to Major General Gadet on a 
satellite telephone; he asked them what they 
(the MVT) were doing and then spoke to the 
commander of the armed group. 
Members of the MVT and the aircrew were 
then marched for about 8 hours under guard 
and held overnight. During the march the 
GRSS representative member of the MVT 
collapsed and died. 
As a result of reports and a detailed internal 
investigation, it is the opinion of the JTC that
