The Million Cat Challenge is a five year, shelter-based campaign to save one million cats from euthanasia by standardizing five initiatives in North American shelters. “5 million to 7 million companion animals enter animal shelters nationwide every year, and approximately 3 million to 4 million are euthanized (60 percent of dogs and 70 percent of cats)”
“Only 10 percent of the animals received by shelters have been spayed or neutered, while 78 percent of pet dogs and 88 percent of pet cats are spayed or neutered”

• The Yearly once cycle is changed to even yearly two times mating
• Female dogs are not operated by local people , Govt or NGOs to bring down new
breeding
• Lots of male are there to attack single female dog during mating time.
• Street female dogs neighed vaccinated nor spayed.
• Local people don’t want to spend any money in spaying program.
• Local people believe Govt & NGO have lot of donation money bu do not work to spay
street dogs or vaccinate them.
• Local people don’t provide food to street dog , they think NGO have fund but not
working.
4. HOME DOG BREEDING
• Older times people had cow goat buff allow , but now they don’t have livestock's in
cities
• Most house have foreign breed dog as pet.
• They let go in open their dog daily one or two times to shit outside.
• At mating times such dogs eight her gets pregnant or makes female in street pregnant.
• No regulation to check if the home owner has get it done spayed his at least female
dog.
5. PET SHOP AND BREEDERS
• Pet shop provides foreign breeds hence no one takes street puppy home.
• Pet shop have no obligation to spay the puppies they sold when it reaches puberty
time
• More breeders emerged as the business is boomed.
• Pet shop owner and breeders would not advertise or sell street puppies as no one
would pay.
• They contribute to develop a social tabu that local dogs puppies are inferior and hence
no one adopt them.
• Forced implement must be banned and involved person penalized heavily.
6. MECHANISM POSITIVE ACTION
• Street dogs female spaying by Govt, NGO, other agencies and Local
• Home Dog female must be spayed by the owner , Govt should monitor and heavily
penalized if found otherwise.
• Breeders and Pet Shop should sell puppies including Spaying cost and follow up the
buyer to spay his/her female dog as soon as it is four month old.
• Dogs must be tagged
• Mobile application should track , list down all dog owners and number of dog with
gender they have .
7. MECHANISM POSITIVE ACTION
• 1. Registration and identification of all dogs Residential, Street, Rehab
• 2. Annual re-immunisation of a minimum of 85% of the total dog population
• 3. Low-cost/free neutering of owned dogs, especially in low-income group areas
• 4. Controlling markets, street food vendors and clearing up rubbish to control the
carrying capacity of the environment of free roaming dogs
• 5. Encouraging responsible pet ownership to reduce abandonment
• 6. Adoption of humane methods of euthanasia
• 7. Elimination of ownerless dogs (‘Elimination’ does not mean just killing but includes
adoption, re-homing and permanent sheltering
